發(fa)(fa)展(zhan)融(rong)(rong)(rong)(rong)資擔(dan)保(bao)是(shi)破解小(xiao)微(wei)企(qi)業(ye)和(he)“三農”融(rong)(rong)(rong)(rong)資難(nan)、融(rong)(rong)(rong)(rong)資貴問題的(de)重要(yao)手段和(he)關(guan)鍵環節,對于穩增長、調(diao)結構、促改革、惠民生具有(you)重要(yao)作用。為貫徹落實(shi)《國(guo)務(wu)院(yuan)辦(ban)公廳關(guan)于有(you)效發(fa)(fa)揮(hui)政府(fu)性融(rong)(rong)(rong)(rong)資擔(dan)保(bao)基金作用切(qie)實(shi)支(zhi)持小(xiao)微(wei)企(qi)業(ye)和(he)“三農”發(fa)(fa)展(zhan)的(de)指導(dao)意見》(國(guo)辦(ban)發(fa)(fa)〔2019〕6號),推動融(rong)(rong)(rong)(rong)資擔(dan)保(bao)行(xing)業(ye)特別是(shi)政府(fu)性融(rong)(rong)(rong)(rong)資擔(dan)保(bao)機構進一步(bu)聚焦主(zhu)業(ye)、支(zhi)小(xiao)支(zhi)農,引導(dao)更多金融(rong)(rong)(rong)(rong)資源流向小(xiao)微(wei)企(qi)業(ye)和(he)“三農”等普惠領域(yu),經省人民政府(fu)同意,現提(ti)出以下措施。

一(yi)、總體要求

(一)明(ming)確發展定位。堅(jian)持以習近平新時代(dai)中國特(te)色社(she)(she)會主義思想為(wei)指導,認真貫徹黨中央、國務(wu)院(yuan)關于改進(jin)小微企業(ye)和“三(san)農(nong)”金融(rong)服務(wu)的決策部署,推動(dong)融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)行業(ye)以服務(wu)實(shi)體經濟(ji)為(wei)宗旨,支持普(pu)惠金融(rong)發展,促進(jin)資(zi)(zi)金融(rong)通。加大政策扶持力度,持續優化行業(ye)結(jie)構,構建以省級(ji)政府(fu)(fu)性(xing)再擔(dan)保(bao)(bao)(bao)機(ji)構為(wei)龍頭(tou)、各市縣政府(fu)(fu)性(xing)融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)機(ji)構全覆蓋、社(she)(she)會資(zi)(zi)本積(ji)極(ji)參與的融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)體系(xi)。強化政府(fu)(fu)性(xing)融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)、再擔(dan)保(bao)(bao)(bao)機(ji)構準公共定(ding)位,堅(jian)持專注主業(ye)、保(bao)(bao)(bao)本微利運(yun)營,著力緩(huan)解(jie)小微企業(ye)和“三(san)農(nong)”融(rong)資(zi)(zi)難、融(rong)資(zi)(zi)貴問題。

(二)聚焦支小支農融(rong)資擔保主業。推動各類融資擔保、再擔保機構專注服務小微企業(ye)、個體(ti)(ti)工商戶,農(nong)戶、新型農(nong)業(ye)經營主體(ti)(ti)等“三農(nong)”主體(ti)(ti),以及符合條件(jian)的戰略性新興產業(ye)項(xiang)目和(he)企業(ye),對其中貸款(kuan)信(xin)用記錄和(he)有(you)效抵質押品不足但產品有(you)市場(chang)、項(xiang)目有(you)前景、技術有(you)競爭力(li)的,應優先提供擔保增信(xin),促進大眾創業(ye)、萬眾創新,平(ping)等享受財稅支持政策。

二、完善融資擔保體系

(三(san))加(jia)快(kuai)發展政府性融資(zi)擔保(bao)(bao)、再擔保(bao)(bao)機構。各市(shi)(shi)(shi)、縣(市(shi)(shi)(shi))通(tong)過(guo)新(xin)設、指定或重組(zu)等(deng)方式,2021年(nian)底前至(zhi)少有(you)1家政府(fu)(fu)出資(zi)(zi)為(wei)主(zhu)(zhu)(zhu)(zhu)、以(yi)支(zhi)(zhi)小支(zhi)(zhi)農(nong)等(deng)政策(ce)性(xing)(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)業(ye)務為(wei)主(zhu)(zhu)(zhu)(zhu)業(ye)、不(bu)以(yi)營(ying)利為(wei)目的的政府(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機構。其中(zhong):設區市(shi)(shi)(shi)政府(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機構注冊資(zi)(zi)本不(bu)低于(yu)(yu)5億元(yuan),有(you)條件的力爭達到10億元(yuan);縣級政府(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機構注冊資(zi)(zi)本不(bu)低于(yu)(yu)3億元(yuan)。對暫不(bu)具備條件的縣(市(shi)(shi)(shi)),鼓勵省、市(shi)(shi)(shi)政府(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)、再擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機構通(tong)過(guo)控股、參股等(deng)方式,支(zhi)(zhi)持(chi)縣級政府(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機構發(fa)(fa)(fa)展。政府(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)、再擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機構不(bu)得(de)(de)偏離主(zhu)(zhu)(zhu)(zhu)業(ye)盲(mang)目擴大業(ye)務范(fan)圍(wei),不(bu)得(de)(de)為(wei)政府(fu)(fu)債(zhai)券(quan)(quan)發(fa)(fa)(fa)行(xing)提(ti)(ti)供(gong)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao),不(bu)得(de)(de)為(wei)政府(fu)(fu)融(rong)(rong)(rong)(rong)資(zi)(zi)平臺融(rong)(rong)(rong)(rong)資(zi)(zi)提(ti)(ti)供(gong)增信,不(bu)得(de)(de)向(xiang)非融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機構進行(xing)股權投資(zi)(zi),堅持(chi)“不(bu)新(xin)增、降規(gui)模(mo)”,逐(zhu)步將大中(zhong)型(xing)企業(ye)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)業(ye)務規(gui)模(mo)控制在20%以(yi)內,主(zhu)(zhu)(zhu)(zhu)動剝(bo)離政府(fu)(fu)債(zhai)券(quan)(quan)發(fa)(fa)(fa)行(xing)和政府(fu)(fu)融(rong)(rong)(rong)(rong)資(zi)(zi)平臺融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)業(ye)務,力爭通(tong)過(guo)3-5年(nian)努力,單戶1000萬元(yuan)以(yi)下的支(zhi)(zhi)小支(zhi)(zhi)農(nong)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)業(ye)務占比(bi)達到80%以(yi)上。

(四)充分發揮省級政府性再擔保機構作用。省級(ji)政(zheng)府(fu)(fu)性再(zai)擔(dan)(dan)保(bao)機(ji)構應加快(kuai)轉型,發展成(cheng)為職能(neng)定位明確(que)、資(zi)(zi)本實力雄厚、支小支農主業(ye)(ye)突出(chu)、公司治理(li)規范、信用評價和風(feng)險(xian)防控體系完善(shan)的(de)龍頭(tou)機(ji)構。支持省級(ji)政(zheng)府(fu)(fu)性再(zai)擔(dan)(dan)保(bao)機(ji)構牽頭(tou)構建完善(shan)全省融(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)保(bao)體系,通過(guo)參股、控股、托管(guan)市縣政(zheng)府(fu)(fu)性融(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)保(bao)公司等(deng)方(fang)式,開展行業(ye)(ye)整合,推動(dong)市縣融(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)保(bao)行業(ye)(ye)整體發展。省級(ji)政(zheng)府(fu)(fu)性再(zai)擔(dan)(dan)保(bao)機(ji)構要(yao)深度對接國家融(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)保(bao)基金,適(shi)當放(fang)寬合作(zuo)機(ji)構準入條件(jian),優化多層次風(feng)險(xian)分(fen)擔(dan)(dan)、業(ye)(ye)務(wu)聯動(dong)和政(zheng)銀擔(dan)(dan)有效(xiao)合作(zuo)機(ji)制,逐步帶動(dong)政(zheng)府(fu)(fu)性融(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)保(bao)機(ji)構單(dan)戶1000萬(wan)(wan)元以(yi)下的(de)支小支農擔(dan)(dan)保(bao)金額(e)占(zhan)全部(bu)擔(dan)(dan)保(bao)金額(e)的(de)比例不(bu)低(di)于80%,其中單(dan)戶500萬(wan)(wan)元及以(yi)下的(de)占(zhan)比不(bu)低(di)于50%。

(五)推動各類融(rong)資擔保機構(gou)協調發展。堅持“兩個毫不(bu)動搖”原則,通(tong)(tong)過(guo)財政注資(zi)(zi)、吸(xi)收社(she)會資(zi)(zi)本參股、實施兼(jian)并重組等方式,著力改變融資(zi)(zi)擔(dan)保(bao)機(ji)(ji)構(gou)資(zi)(zi)本實力不(bu)強、業(ye)務開(kai)展乏(fa)力、風險控(kong)制能(neng)力偏弱的(de)現狀,不(bu)斷提升融資(zi)(zi)擔(dan)保(bao)能(neng)力,發揮更(geng)積極作用。對主要(yao)為小微企業(ye)和“三農”服務的(de)各(ge)類融資(zi)(zi)擔(dan)保(bao)機(ji)(ji)構(gou),各(ge)級財政部(bu)門可(ke)以通(tong)(tong)過(guo)增資(zi)(zi)獎勵、風險分擔(dan)、保(bao)費(fei)補貼等方式提供支持。

(六)引導降費(fei)讓利。各(ge)級政府性(xing)融(rong)資(zi)擔(dan)保(bao)、再擔(dan)保(bao)機(ji)構(gou)應在可持續經營的前提下(xia),進一步調降(jiang)再擔(dan)保(bao)費率(lv)(lv),逐步將合作機(ji)構(gou)平均擔(dan)保(bao)費率(lv)(lv)降(jiang)至1%以(yi)下(xia)。其中:對單戶擔(dan)保(bao)金額(e)500萬元及(ji)以(yi)下(xia)的小微(wei)企業和“三農(nong)”主(zhu)體收取的擔(dan)保(bao)費率(lv)(lv)原則(ze)上(shang)(shang)不(bu)超(chao)(chao)過1%,對單戶擔(dan)保(bao)金額(e)500萬元以(yi)上(shang)(shang)的小微(wei)企業和“三農(nong)”主(zhu)體收取的擔(dan)保(bao)費率(lv)(lv)原則(ze)上(shang)(shang)不(bu)超(chao)(chao)過1.5%。

三(san)、構建可持續銀擔合作模式

(七)優化風(feng)險分(fen)擔機制。設立省(sheng)級(ji)(ji)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)資(zi)(zi)金,每年不(bu)低(di)(di)(di)于(yu)3億(yi)元,并(bing)實(shi)行(xing)動態補(bu)(bu)償(chang)(chang)。加強與國家(jia)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)基(ji)金對接,優化(hua)風(feng)險(xian)分擔(dan)(dan)(dan)機制,推動國家(jia)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)基(ji)金、銀行(xing)業金融(rong)(rong)(rong)(rong)機構(gou)(gou)、省(sheng)級(ji)(ji)政(zheng)府性再擔(dan)(dan)(dan)保(bao)(bao)機構(gou)(gou)(含(han)(han)省(sheng)擔(dan)(dan)(dan)保(bao)(bao)代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)資(zi)(zi)金)、合作(zuo)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)機構(gou)(gou)按比(bi)例分擔(dan)(dan)(dan)風(feng)險(xian)。其中:國家(jia)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)基(ji)金和銀行(xing)業金融(rong)(rong)(rong)(rong)機構(gou)(gou)承擔(dan)(dan)(dan)的風(feng)險(xian)責(ze)(ze)任(ren)比(bi)例原則(ze)上均(jun)不(bu)低(di)(di)(di)于(yu)20%,省(sheng)級(ji)(ji)政(zheng)府性再擔(dan)(dan)(dan)保(bao)(bao)機構(gou)(gou)(含(han)(han)省(sheng)擔(dan)(dan)(dan)保(bao)(bao)代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)資(zi)(zi)金)承擔(dan)(dan)(dan)的風(feng)險(xian)責(ze)(ze)任(ren)比(bi)例不(bu)低(di)(di)(di)于(yu)國家(jia)融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)基(ji)金承擔(dan)(dan)(dan)的比(bi)例、不(bu)高于(yu)30%。鼓(gu)勵各市、縣(xian)結合實(shi)際,設立本級(ji)(ji)代(dai)償(chang)(chang)補(bu)(bu)償(chang)(chang)資(zi)(zi)金,為融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)機構(gou)(gou)進(jin)一步分險(xian)。落實(shi)代(dai)償(chang)(chang)和分險(xian)責(ze)(ze)任(ren),推動融(rong)(rong)(rong)(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)(bao)機構(gou)(gou)實(shi)現(xian)“先代(dai)償(chang)(chang)、后分險(xian)”。

(八)完(wan)善銀(yin)擔(dan)合作機(ji)制。推動轄內融(rong)資(zi)(zi)擔(dan)保(bao)(bao)機(ji)(ji)(ji)構與(yu)銀行(xing)(xing)業(ye)(ye)(ye)金(jin)融(rong)機(ji)(ji)(ji)構開(kai)展(zhan)“總(zong)對總(zong)”合(he)(he)作(zuo),細化業(ye)(ye)(ye)務準(zhun)入和(he)擔(dan)保(bao)(bao)代(dai)償(chang)條件,明(ming)確(que)代(dai)償(chang)追償(chang)責任,強化擔(dan)保(bao)(bao)貸款風險識別與(yu)防(fang)控。引導轄內銀行(xing)(xing)業(ye)(ye)(ye)金(jin)融(rong)機(ji)(ji)(ji)構擴大分支(zhi)機(ji)(ji)(ji)構審批(pi)權限(xian),并(bing)在授信額度(du)、擔(dan)保(bao)(bao)放(fang)大倍(bei)數、利率水(shui)平、續貸條件等(deng)(deng)方面提供更多優惠,免(mian)收或少收融(rong)資(zi)(zi)擔(dan)保(bao)(bao)機(ji)(ji)(ji)構保(bao)(bao)證(zheng)金(jin);加大與(yu)優質民(min)營融(rong)資(zi)(zi)擔(dan)保(bao)(bao)機(ji)(ji)(ji)構合(he)(he)作(zuo)力度(du),合(he)(he)理設置準(zhun)入條件,避免(mian)因所有制結構、注(zhu)冊資(zi)(zi)本“一刀切”。督促融(rong)資(zi)(zi)擔(dan)保(bao)(bao)機(ji)(ji)(ji)構向合(he)(he)作(zuo)銀行(xing)(xing)業(ye)(ye)(ye)金(jin)融(rong)機(ji)(ji)(ji)構及(ji)時完(wan)整(zheng)披露業(ye)(ye)(ye)務經營和(he)財務狀況信息,并(bing)對合(he)(he)作(zuo)銀行(xing)(xing)業(ye)(ye)(ye)金(jin)融(rong)機(ji)(ji)(ji)構進行(xing)(xing)定期評估,重點關注(zhu)其(qi)推薦擔(dan)保(bao)(bao)業(ye)(ye)(ye)務的(de)數量和(he)規(gui)模(mo)、擔(dan)保(bao)(bao)對象(xiang)存活率、代(dai)償(chang)率以及(ji)貸款風險管理等(deng)(deng)情況,作(zuo)為開(kai)展(zhan)銀擔(dan)合(he)(he)作(zuo)的(de)重要參(can)考。

(九(jiu))提升擔保服(fu)務質效。推動融(rong)資(zi)擔(dan)(dan)保(bao)(bao)機(ji)構(gou)分批接入(ru)省綜合金(jin)融(rong)服務(wu)平(ping)(ping)臺,發揮平(ping)(ping)臺獲客引(yin)流優勢,提(ti)高服務(wu)能力。規范銀行業(ye)金(jin)融(rong)機(ji)構(gou)和融(rong)資(zi)擔(dan)(dan)保(bao)(bao)、再擔(dan)(dan)保(bao)(bao)機(ji)構(gou)的收費(fei)(fei)(fei)(fei)(fei)行為(wei),除貸款(kuan)利息和擔(dan)(dan)保(bao)(bao)費(fei)(fei)(fei)(fei)(fei)外,不得以保(bao)(bao)證金(jin)、承諾費(fei)(fei)(fei)(fei)(fei)、咨詢費(fei)(fei)(fei)(fei)(fei)、顧問(wen)費(fei)(fei)(fei)(fei)(fei)、注(zhu)冊費(fei)(fei)(fei)(fei)(fei)、資(zi)料費(fei)(fei)(fei)(fei)(fei)等名義收取不合理費(fei)(fei)(fei)(fei)(fei)用(yong),清理規范企業(ye)抵押登記、資(zi)產評估、過(guo)橋等附加費(fei)(fei)(fei)(fei)(fei)用(yong),避免加重企業(ye)負(fu)擔(dan)(dan)。推動融(rong)資(zi)擔(dan)(dan)保(bao)(bao)機(ji)構(gou)在完善信用(yong)評價和風險防控(kong)體系的基(ji)礎上,逐步減(jian)少、取消反擔(dan)(dan)保(bao)(bao)要求。

四、營造(zao)良好發展環境

(十)完(wan)善資本(ben)金補(bu)充機制。推動省、市、縣建立資本金持續(xu)補充機制,做(zuo)大做(zuo)強政府性融資擔保、再擔保機構,確(que)保其具備充足擔保實力和(he)代償(chang)能(neng)力。

(十一)加大保費(fei)補貼(tie)力度。按照(zhao)保(bao)本微(wei)利、可(ke)持續(xu)的(de)(de)原則,對單(dan)戶擔(dan)保(bao)金額1000萬元以下、且擔(dan)保(bao)費率不高(gao)于1.5%的(de)(de)融資擔(dan)保(bao)業務(wu),省財政按其擔(dan)保(bao)金額給予不超過(guo)年化1%的(de)(de)擔(dan)保(bao)費補貼。

(十二(er))落實財稅支持政策。按照國家相關(guan)規定(ding),融(rong)資(zi)(zi)擔(dan)(dan)保(bao)、再擔(dan)(dan)保(bao)機(ji)構(gou)(gou)(gou)的(de)代償(chang)損(sun)失核銷,參照《金(jin)(jin)融(rong)企(qi)業呆(dai)賬(zhang)核銷管理(li)辦(ban)法》有關(guan)規定(ding)執行。符合(he)條(tiao)件(jian)的(de)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)、再擔(dan)(dan)保(bao)機(ji)構(gou)(gou)(gou)的(de)擔(dan)(dan)保(bao)賠(pei)償(chang)準備(bei)金(jin)(jin)和(he)未到(dao)期責任準備(bei)金(jin)(jin)企(qi)業所(suo)(suo)得(de)(de)稅(shui)稅(shui)前(qian)扣(kou)除,按照中小企(qi)業融(rong)資(zi)(zi)(信用)擔(dan)(dan)保(bao)機(ji)構(gou)(gou)(gou)準備(bei)金(jin)(jin)企(qi)業所(suo)(suo)得(de)(de)稅(shui)稅(shui)前(qian)扣(kou)除政策執行。發(fa)揮地方(fang)資(zi)(zi)產(chan)管理(li)公司作用,加快處置(zhi)擔(dan)(dan)保(bao)機(ji)構(gou)(gou)(gou)不(bu)良(liang)資(zi)(zi)產(chan),釋放(fang)更(geng)多擔(dan)(dan)保(bao)資(zi)(zi)源。

(十三)規(gui)范(fan)擔保抵(di)(質)押物登記。支持融資(zi)擔(dan)保(bao)機構(gou)作(zuo)為抵押權人,依法辦(ban)理擔(dan)保(bao)業務(wu)涉(she)及的建筑物(wu)(wu)和其(qi)他土地附著物(wu)(wu)、建設用地使用權、林權、股權、機器設備、車輛(liang)等(deng)反擔(dan)保(bao)物(wu)(wu)權的抵(質)押登(deng)記(ji)。

(十四)發揮(hui)信用約束、激勵作用。加強融資擔保(bao)(bao)信(xin)(xin)(xin)(xin)用(yong)(yong)體系建設,通過第三方(fang)信(xin)(xin)(xin)(xin)用(yong)(yong)評級、接(jie)入征信(xin)(xin)(xin)(xin)系統、信(xin)(xin)(xin)(xin)用(yong)(yong)記錄納(na)入國家和省公共信(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)平(ping)臺等措施,維(wei)護融資擔保(bao)(bao)行(xing)業(ye)信(xin)(xin)(xin)(xin)用(yong)(yong)。依托省大數據共享交換平(ping)臺,在確保(bao)(bao)信(xin)(xin)(xin)(xin)息(xi)安全(quan)前提下,整合小微企業(ye)和涉農經(jing)營主(zhu)體工商(shang)登(deng)記、行(xing)政許可、行(xing)政處(chu)罰、稅收繳納(na)、社保(bao)(bao)繳費等信(xin)(xin)(xin)(xin)息(xi)資源(yuan),建立信(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)共享機(ji)制,為(wei)銀(yin)行(xing)業(ye)金融機(ji)構、融資擔保(bao)(bao)機(ji)構運用(yong)(yong)信(xin)(xin)(xin)(xin)用(yong)(yong)數據提供(gong)便利。

五、優化監(jian)管考核機制

(十五(wu))優化績效考(kao)核機制。按照(zhao)“廣覆蓋、低(di)費(fei)率、可持續”的原則,調整完善政府性融(rong)資擔(dan)(dan)保、再擔(dan)(dan)保機構績效評(ping)價(jia)體系,降低(di)或者取消利潤(run)考核要(yao)求,增(zeng)加服務成效考核內容,著重考核扶持小(xiao)(xiao)微企業和“三農”業務規(gui)模(mo)、戶數及其占比、增(zeng)量,以及放(fang)大倍數、擔(dan)(dan)保費(fei)率、風險控(kong)制(zhi)等指標,并將考核結果(guo)與資本金補充(chong)、薪酬待遇(yu)等直接掛(gua)鉤,形成開展支小(xiao)(xiao)支農擔(dan)(dan)保業務的正向激勵(li)。

(十六)建立(li)盡職(zhi)免責機制。推動銀(yin)行(xing)業金融(rong)機(ji)構(gou)和國有融(rong)資擔保(bao)、再(zai)擔保(bao)機(ji)構(gou)制定細(xi)化(hua)全(quan)流程全(quan)崗位盡職(zhi)(zhi)免(mian)責(ze)制度(du),設立內部問責(ze)申訴通道容錯糾(jiu)錯。對(dui)已按規定妥善履(lv)行(xing)授信審(shen)批的銀(yin)行(xing)業金融(rong)機(ji)構(gou)業務人(ren)員(yuan)(yuan),實(shi)行(xing)盡職(zhi)(zhi)免(mian)責(ze)。對(dui)發生代償損失(shi)的擔保(bao)業務,國有融(rong)資擔保(bao)、再(zai)擔保(bao)機(ji)構(gou)及業務人(ren)員(yuan)(yuan)依法合(he)規、勤(qin)勉(mian)盡職(zhi)(zhi)的,免(mian)除其相應責(ze)任。

(十七(qi))壓實各級監(jian)管責任。各(ge)地要(yao)明(ming)確(que)政府性(xing)融(rong)(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)、再擔(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)的(de)出資(zi)人職責和屬地管(guan)(guan)(guan)理(li)責任,推動(dong)轄(xia)內政府性(xing)融(rong)(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)、再擔(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)堅(jian)持支(zhi)(zhi)小支(zhi)(zhi)農業(ye)(ye)(ye)務(wu)發(fa)展與防控風(feng)(feng)險(xian)(xian)并(bing)重(zhong),完善(shan)保(bao)(bao)(bao)前、保(bao)(bao)(bao)中、保(bao)(bao)(bao)后(hou)風(feng)(feng)險(xian)(xian)管(guan)(guan)(guan)理(li)措(cuo)施。財(cai)政部門(men)會同(tong)融(rong)(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)行(xing)業(ye)(ye)(ye)監(jian)(jian)(jian)管(guan)(guan)(guan)部門(men),定期(qi)對(dui)政府性(xing)融(rong)(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)、再擔(dan)保(bao)(bao)(bao)機(ji)構(gou)(gou)落實“四(si)個不(bu)(bu)得(de)”要(yao)求、支(zhi)(zhi)小支(zhi)(zhi)農業(ye)(ye)(ye)務(wu)占比情況進行(xing)檢查(cha),不(bu)(bu)符合要(yao)求的(de),督(du)促(cu)限時整改(gai),并(bing)適當(dang)提(ti)高對(dui)支(zhi)(zhi)小支(zhi)(zhi)農業(ye)(ye)(ye)務(wu)代償損失(shi)的(de)容忍度。堅(jian)持強監(jian)(jian)(jian)管(guan)(guan)(guan)與促(cu)發(fa)展并(bing)重(zhong),推動(dong)各(ge)級監(jian)(jian)(jian)管(guan)(guan)(guan)部門(men)創新監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)制,優化(hua)分類監(jian)(jian)(jian)管(guan)(guan)(guan)措(cuo)施,推進監(jian)(jian)(jian)管(guan)(guan)(guan)信息(xi)化(hua)建設,重(zhong)視發(fa)揮行(xing)業(ye)(ye)(ye)協會作用,不(bu)(bu)斷提(ti)高監(jian)(jian)(jian)管(guan)(guan)(guan)有效性(xing)。加強監(jian)(jian)(jian)管(guan)(guan)(guan)人才培(pei)養,充(chong)實監(jian)(jian)(jian)管(guan)(guan)(guan)隊(dui)伍,確(que)保(bao)(bao)(bao)一線監(jian)(jian)(jian)管(guan)(guan)(guan)力(li)量(liang)充(chong)足。要(yao)建立健(jian)全風(feng)(feng)險(xian)(xian)預警(jing)機(ji)制,及時上報并(bing)妥善(shan)處(chu)置轄(xia)內融(rong)(rong)(rong)資(zi)擔(dan)保(bao)(bao)(bao)行(xing)業(ye)(ye)(ye)重(zhong)大風(feng)(feng)險(xian)(xian),牢牢守住不(bu)(bu)發(fa)生系統性(xing)區(qu)域性(xing)金融(rong)(rong)(rong)風(feng)(feng)險(xian)(xian)的(de)底線。
