為全面貫徹(che)落實習近平新(xin)時代中國(guo)特色社會主義思想(xiang)和關于民營(ying)經(jing)(jing)濟發展(zhan)的重要指示精神,毫不動(dong)搖(yao)鼓勵支持引(yin)導非公(gong)有(you)制經(jing)(jing)濟發展(zhan),堅定不移(yi)推動(dong)民營(ying)企業走向更加廣闊舞臺,營(ying)造民營(ying)經(jing)(jing)濟更好發展(zhan)環境,激發民營(ying)企業創新(xin)活力(li),充分(fen)發揮民營(ying)經(jing)(jing)濟作(zuo)為推進供(gong)給側結構性改(gai)革(ge)、推動(dong)高質量發展(zhan)、建(jian)設(she)現代化(hua)經(jing)(jing)濟體系的重要主體作(zuo)用,促進全市民營(ying)經(jing)(jing)濟健康發展(zhan),為建(jian)設(she)“強(qiang)富(fu)美高”新(xin)南(nan)京提供(gong)強(qiang)有(you)力(li)支撐(cheng),現提出如(ru)下(xia)意見(jian)。 

一(yi)、減輕企業稅費負擔(dan)

1.全面落(luo)(luo)實減(jian)(jian)稅(shui)(shui)(shui)(shui)(shui)(shui)政(zheng)(zheng)策(ce)(ce)(ce)(ce)和稅(shui)(shui)(shui)(shui)(shui)(shui)收(shou)(shou)(shou)(shou)優(you)惠(hui)政(zheng)(zheng)策(ce)(ce)(ce)(ce)。落(luo)(luo)實進(jin)口(kou)關(guan)稅(shui)(shui)(shui)(shui)(shui)(shui)降(jiang)稅(shui)(shui)(shui)(shui)(shui)(shui)和減(jian)(jian)免(mian)(mian)稅(shui)(shui)(shui)(shui)(shui)(shui)、提高(gao)出口(kou)退稅(shui)(shui)(shui)(shui)(shui)(shui)率(lv)、高(gao)新技(ji)(ji)術企(qi)業(ye)所(suo)得(de)(de)(de)(de)稅(shui)(shui)(shui)(shui)(shui)(shui)優(you)惠(hui)、研發費用稅(shui)(shui)(shui)(shui)(shui)(shui)前(qian)加(jia)計(ji)(ji)扣除、印(yin)花稅(shui)(shui)(shui)(shui)(shui)(shui)核定征收(shou)(shou)(shou)(shou)標(biao)準(zhun)(zhun)調整等(deng)政(zheng)(zheng)策(ce)(ce)(ce)(ce)。對(dui)企(qi)業(ye)從(cong)區級(ji)以上財政(zheng)(zheng)部門(men)及其他部門(men)取得(de)(de)(de)(de)的(de)應計(ji)(ji)入(ru)收(shou)(shou)(shou)(shou)入(ru)總額(e)的(de)財政(zheng)(zheng)性資金,凡符合條(tiao)(tiao)件(jian)的(de),可以作為不(bu)征稅(shui)(shui)(shui)(shui)(shui)(shui)收(shou)(shou)(shou)(shou)入(ru),在計(ji)(ji)算應納(na)稅(shui)(shui)(shui)(shui)(shui)(shui)所(suo)得(de)(de)(de)(de)額(e)時(shi)從(cong)收(shou)(shou)(shou)(shou)入(ru)總額(e)中減(jian)(jian)除。落(luo)(luo)實好減(jian)(jian)征或免(mian)(mian)征房產稅(shui)(shui)(shui)(shui)(shui)(shui)相(xiang)關(guan)規(gui)定,對(dui)納(na)稅(shui)(shui)(shui)(shui)(shui)(shui)人(ren)按(an)(an)規(gui)定納(na)稅(shui)(shui)(shui)(shui)(shui)(shui)確有困難(nan),需要給予減(jian)(jian)免(mian)(mian)或免(mian)(mian)稅(shui)(shui)(shui)(shui)(shui)(shui)照(zhao)顧的(de),由市(shi)、區人(ren)民政(zheng)(zheng)府(fu)批準(zhun)(zhun),減(jian)(jian)征或免(mian)(mian)征房產稅(shui)(shui)(shui)(shui)(shui)(shui)。對(dui)小(xiao)微企(qi)業(ye)、科技(ji)(ji)型初創(chuang)企(qi)業(ye)實施普(pu)惠(hui)性稅(shui)(shui)(shui)(shui)(shui)(shui)收(shou)(shou)(shou)(shou)免(mian)(mian)除。增值(zhi)稅(shui)(shui)(shui)(shui)(shui)(shui)小(xiao)規(gui)模納(na)稅(shui)(shui)(shui)(shui)(shui)(shui)人(ren)月(yue)銷售額(e)不(bu)超過3萬元(按(an)(an)季納(na)稅(shui)(shui)(shui)(shui)(shui)(shui)9萬元)的(de),2020年底前(qian)暫免(mian)(mian)征收(shou)(shou)(shou)(shou)增值(zhi)稅(shui)(shui)(shui)(shui)(shui)(shui)。對(dui)年應納(na)稅(shui)(shui)(shui)(shui)(shui)(shui)所(suo)得(de)(de)(de)(de)額(e)低(di)于100萬元(含100萬元)的(de)小(xiao)型微利(li)企(qi)業(ye),其所(suo)得(de)(de)(de)(de)減(jian)(jian)按(an)(an)50%計(ji)(ji)入(ru)應納(na)稅(shui)(shui)(shui)(shui)(shui)(shui)所(suo)得(de)(de)(de)(de)額(e),按(an)(an)20%的(de)稅(shui)(shui)(shui)(shui)(shui)(shui)率(lv)繳(jiao)納(na)企(qi)業(ye)所(suo)得(de)(de)(de)(de)稅(shui)(shui)(shui)(shui)(shui)(shui)。積極落(luo)(luo)實國(guo)務院“將國(guo)家級(ji)科技(ji)(ji)企(qi)業(ye)孵(fu)化器(qi)和大學(xue)科技(ji)(ji)園享受的(de)免(mian)(mian)征房產稅(shui)(shui)(shui)(shui)(shui)(shui)、增值(zhi)稅(shui)(shui)(shui)(shui)(shui)(shui)等(deng)優(you)惠(hui)政(zheng)(zheng)策(ce)(ce)(ce)(ce)范圍擴(kuo)大至省級(ji),符合條(tiao)(tiao)件(jian)的(de)眾創(chuang)空間也可享受”的(de)政(zheng)(zheng)策(ce)(ce)(ce)(ce)。(責任(ren)單位:市(shi)稅(shui)(shui)(shui)(shui)(shui)(shui)務局、市(shi)財政(zheng)(zheng)局、市(shi)科委、金陵(ling)海關(guan)) 

2.加(jia)大成(cheng)長(chang)期民營(ying)企(qi)(qi)業扶持力度。市(shi)(shi)、區(園區)共(gong)同支持初創期民營(ying)科技(ji)企(qi)(qi)業發(fa)展,自獲利年(nian)度起,三(san)年(nian)內對(dui)本市(shi)(shi)經濟(ji)發(fa)展貢(gong)獻全部獎(jiang)勵(li)企(qi)(qi)業,用于鼓勵(li)企(qi)(qi)業加(jia)大科技(ji)創新研發(fa)投入。對(dui)民營(ying)企(qi)(qi)業中新增(zeng)的(de)規模以上(shang)工(gong)業企(qi)(qi)業、限(xian)額(e)以上(shang)批發(fa)和零售(shou)企(qi)(qi)業,其(qi)產(chan)值和批發(fa)零售(shou)業銷售(shou)額(e)不低于上(shang)年(nian)度水(shui)平的(de),以企(qi)(qi)業上(shang)年(nian)度對(dui)本市(shi)(shi)經濟(ji)發(fa)展貢(gong)獻為基數,超過全市(shi)(shi)平均增(zeng)幅的(de)增(zeng)量(liang)部分(fen)50%獎(jiang)勵(li)給企(qi)(qi)業擴大再生產(chan),獎(jiang)勵(li)期限(xian)三(san)年(nian)。(責任(ren)單位:市(shi)(shi)財政局(ju)(ju)、市(shi)(shi)稅務局(ju)(ju)、市(shi)(shi)科委、市(shi)(shi)統計局(ju)(ju)、市(shi)(shi)經信委、市(shi)(shi)商(shang)務局(ju)(ju)) 

3.減輕企(qi)(qi)(qi)業(ye)(ye)社保(bao)(bao)繳費(fei)(fei)(fei)負擔。積極對(dui)(dui)接國(guo)家和省(sheng)政(zheng)策調整降(jiang)(jiang)低(di)社保(bao)(bao)繳費(fei)(fei)(fei)名義費(fei)(fei)(fei)率,穩定(ding)(ding)繳費(fei)(fei)(fei)方式(shi),確(que)保(bao)(bao)企(qi)(qi)(qi)業(ye)(ye)社保(bao)(bao)繳費(fei)(fei)(fei)實際負擔總體上有(you)實質性下降(jiang)(jiang)。失業(ye)(ye)保(bao)(bao)險(xian)費(fei)(fei)(fei)率繼續執行(xing)單位、個人均下降(jiang)(jiang)為0.5%的政(zheng)策,對(dui)(dui)努力穩定(ding)(ding)就業(ye)(ye)、不裁員(yuan)少裁員(yuan)的參保(bao)(bao)企(qi)(qi)(qi)業(ye)(ye),經(jing)認(ren)定(ding)(ding)以穩崗(gang)補貼(tie)返還企(qi)(qi)(qi)業(ye)(ye)所繳納的0.5%部分。嚴(yan)禁自行(xing)對(dui)(dui)企(qi)(qi)(qi)業(ye)(ye)歷史欠(qian)費(fei)(fei)(fei)進行(xing)集(ji)中清繳,現(xian)行(xing)經(jing)核定(ding)(ding)的企(qi)(qi)(qi)業(ye)(ye)繳費(fei)(fei)(fei)基數延(yan)續至2019年(nian)6月30日,如期間(jian)社保(bao)(bao)費(fei)(fei)(fei)率及方式(shi)調整,相(xiang)應(ying)變更。對(dui)(dui)經(jing)認(ren)定(ding)(ding)繳納社會保(bao)(bao)險(xian)費(fei)(fei)(fei)確(que)有(you)困難的企(qi)(qi)(qi)業(ye)(ye),按要求允許(xu)其在(zai)一定(ding)(ding)期限內(nei)緩(huan)(huan)繳,緩(huan)(huan)繳期內(nei)免收滯(zhi)納金。(責任(ren)單位:市稅務局、市人社局、市財政(zheng)局) 

4.清(qing)理精簡行政(zheng)審(shen)批(pi)(pi)事項(xiang)和涉企收(shou)費(fei)。對國務(wu)院公(gong)布的106項(xiang)涉企行政(zheng)審(shen)批(pi)(pi)事項(xiang)分(fen)別按照直接取(qu)消(xiao)審(shen)批(pi)(pi)、審(shen)批(pi)(pi)改為備案、實(shi)行告知承諾、優(you)化準入服(fu)務(wu)等四種方式實(shi)施“證照分(fen)離”改革(ge)。認真(zhen)落實(shi)國家(jia)和省(sheng)清(qing)費(fei)政(zheng)策,嚴(yan)格收(shou)費(fei)清(qing)單(dan)管理,確保(bao)涉企行政(zheng)事業性收(shou)費(fei)清(qing)單(dan)外無收(shou)費(fei)。依托(tuo)政(zheng)務(wu)服(fu)務(wu)網(wang)搭建網(wang)上(shang)(shang)中介(jie)超(chao)市(shi)(shi)(shi),實(shi)現中介(jie)服(fu)務(wu)網(wang)上(shang)(shang)展(zhan)示、明碼標價、市(shi)(shi)(shi)場配(pei)置、競爭擇優(you)、網(wang)上(shang)(shang)評價,暢通(tong)供需渠(qu)道(dao)。(責任單(dan)位:市(shi)(shi)(shi)工商局(ju)(ju)、市(shi)(shi)(shi)編(bian)辦、市(shi)(shi)(shi)政(zheng)務(wu)辦、市(shi)(shi)(shi)物價局(ju)(ju)、市(shi)(shi)(shi)財政(zheng)局(ju)(ju)) 

5.降低企業(ye)(ye)(ye)(ye)用(yong)(yong)(yong)地(di)(di)(di)(di)成本(ben)。推行(xing)(xing)(xing)長期(qi)租(zu)(zu)(zu)賃(lin)(lin)、先租(zu)(zu)(zu)后讓(rang)、租(zu)(zu)(zu)讓(rang)結合(he)(he)、彈性(xing)出(chu)(chu)(chu)讓(rang)等供(gong)(gong)應方式。采用(yong)(yong)(yong)租(zu)(zu)(zu)賃(lin)(lin)方式使用(yong)(yong)(yong)工業(ye)(ye)(ye)(ye)用(yong)(yong)(yong)地(di)(di)(di)(di)的(de)(de)(de),可按(an)(an)年(nian)度繳納(na)租(zu)(zu)(zu)金。彈性(xing)出(chu)(chu)(chu)讓(rang)工業(ye)(ye)(ye)(ye)用(yong)(yong)(yong)地(di)(di)(di)(di)的(de)(de)(de),出(chu)(chu)(chu)讓(rang)起(qi)始價根據設定(ding)最(zui)高(gao)年(nian)期(qi)彈性(xing)價格,按(an)(an)照實際出(chu)(chu)(chu)讓(rang)年(nian)限等比例確定(ding)。以先租(zu)(zu)(zu)后讓(rang)方式取得且(qie)投入產出(chu)(chu)(chu)水(shui)平(ping)等達到預定(ding)條件的(de)(de)(de)工業(ye)(ye)(ye)(ye)用(yong)(yong)(yong)地(di)(di)(di)(di),可采用(yong)(yong)(yong)協議出(chu)(chu)(chu)讓(rang)方式將租(zu)(zu)(zu)賃(lin)(lin)用(yong)(yong)(yong)地(di)(di)(di)(di)轉辦(ban)為出(chu)(chu)(chu)讓(rang)用(yong)(yong)(yong)地(di)(di)(di)(di)。對(dui)上述(shu)取得的(de)(de)(de)工業(ye)(ye)(ye)(ye)用(yong)(yong)(yong)地(di)(di)(di)(di),在(zai)辦(ban)理(li)工業(ye)(ye)(ye)(ye)項目核(he)準、城(cheng)市(shi)規(gui)劃許可、建設許可、貸款抵押(ya)等手續時,土地(di)(di)(di)(di)租(zu)(zu)(zu)賃(lin)(lin)合(he)(he)同(tong)與土地(di)(di)(di)(di)出(chu)(chu)(chu)讓(rang)合(he)(he)同(tong)具(ju)有(you)同(tong)等效(xiao)用(yong)(yong)(yong)。國家重(zhong)大科技(ji)基礎設施、國家(重(zhong)點(dian))實驗室(shi)、國家級研(yan)(yan)究(jiu)機構(gou)等平(ping)臺建設,可參照公益(yi)性(xing)科研(yan)(yan)機構(gou)用(yong)(yong)(yong)地(di)(di)(di)(di)采取劃撥方式供(gong)(gong)應,對(dui)需采取出(chu)(chu)(chu)讓(rang)方式供(gong)(gong)應的(de)(de)(de),出(chu)(chu)(chu)讓(rang)起(qi)始價可按(an)(an)不低于(yu)同(tong)區域科研(yan)(yan)用(yong)(yong)(yong)地(di)(di)(di)(di)基準地(di)(di)(di)(di)價的(de)(de)(de)20%執行(xing)(xing)(xing)。符合(he)(he)市(shi)“4+4+1”產業(ye)(ye)(ye)(ye)方向,且(qie)用(yong)(yong)(yong)地(di)(di)(di)(di)集(ji)約的(de)(de)(de)工業(ye)(ye)(ye)(ye)項目需使用(yong)(yong)(yong)土地(di)(di)(di)(di)的(de)(de)(de),可按(an)(an)不低于(yu)所在(zai)地(di)(di)(di)(di)等別對(dui)應的(de)(de)(de)工業(ye)(ye)(ye)(ye)用(yong)(yong)(yong)地(di)(di)(di)(di)最(zui)低價標準的(de)(de)(de)70%確定(ding)土地(di)(di)(di)(di)出(chu)(chu)(chu)讓(rang)起(qi)始價。四(si)層及以上配備工業(ye)(ye)(ye)(ye)電(dian)梯的(de)(de)(de)高(gao)標準廠房(fang)在(zai)不改(gai)(gai)變功(gong)能(neng)和土地(di)(di)(di)(di)用(yong)(yong)(yong)途(tu)的(de)(de)(de)前提下,經(jing)市(shi)政府批(pi)準可對(dui)現有(you)房(fang)屋按(an)(an)幢、層等固定(ding)界(jie)限為基本(ben)單(dan)(dan)元(yuan)分(fen)割登記、轉讓(rang)。(責任單(dan)(dan)位:市(shi)國土局、市(shi)發改(gai)(gai)委、市(shi)規(gui)劃局、市(shi)建委、市(shi)經(jing)信委、市(shi)稅務局、市(shi)房(fang)產局、人行(xing)(xing)(xing)南京(jing)分(fen)行(xing)(xing)(xing)營(ying)管部) 

6.降低(di)企(qi)業(ye)(ye)用電(dian)成本。對符合條(tiao)件的(de)(de)余(yu)熱、余(yu)壓、余(yu)氣自備(bei)(bei)電(dian)廠,暫(zan)免收取(qu)政策性交(jiao)(jiao)(jiao)叉補貼(tie)和(he)減半收取(qu)系(xi)統(tong)備(bei)(bei)用容量費。2019年(nian)起(qi)進一步(bu)放寬電(dian)力直接(jie)交(jiao)(jiao)(jiao)易(yi)參與企(qi)業(ye)(ye)市場準入條(tiao)件,用電(dian)電(dian)壓等級10KV及(ji)以上、執(zhi)行大(da)工業(ye)(ye)及(ji)一般工商業(ye)(ye)類電(dian)價的(de)(de)企(qi)業(ye)(ye)都可(ke)參與。增(zeng)加市場交(jiao)(jiao)(jiao)易(yi)規模(mo),在2018年(nian)交(jiao)(jiao)(jiao)易(yi)電(dian)量的(de)(de)基(ji)礎上大(da)幅增(zeng)加直接(jie)交(jiao)(jiao)(jiao)易(yi)電(dian)量。臨時(shi)用電(dian)的(de)(de)電(dian)力用戶不再繳納臨時(shi)用電(dian)定金,已向(xiang)電(dian)力用戶收取(qu)的(de)(de),由電(dian)網企(qi)業(ye)(ye)組織清退。全(quan)面實行廠區生產、生活用電(dian)分別計(ji)價政策。(責任(ren)單位(wei):市物(wu)價局、市發改(gai)委、市經信委、南京(jing)供電(dian)公司) 

7.幫(bang)助(zhu)企(qi)(qi)業(ye)解(jie)決用(yong)工(gong)(gong)(gong)(gong)難題。精準(zhun)對接企(qi)(qi)業(ye)用(yong)工(gong)(gong)(gong)(gong)需求,納入市各級人(ren)力資源(yuan)(yuan)市場(chang)開(kai)(kai)(kai)展(zhan)崗(gang)位(wei)招(zhao)聘,實現需求信息(xi)一點(dian)錄入、全網推送。針對不(bu)同行(xing)業(ye)和企(qi)(qi)業(ye)用(yong)工(gong)(gong)(gong)(gong)特(te)點(dian)加強專場(chang)招(zhao)聘,提(ti)高崗(gang)位(wei)匹配度(du),每(mei)年舉辦(ban)各類招(zhao)聘活(huo)動(dong)1000場(chang)次以上(shang),同時(shi)全天候網上(shang)對接崗(gang)位(wei)需求和求職(zhi)(zhi)者信息(xi),動(dong)態跟蹤幫(bang)助(zhu)解(jie)決用(yong)工(gong)(gong)(gong)(gong)難題。充分(fen)運用(yong)全市技(ji)工(gong)(gong)(gong)(gong)院校(xiao)、職(zhi)(zhi)業(ye)教育和見(jian)習實訓(xun)基(ji)地資源(yuan)(yuan),對接企(qi)(qi)業(ye)用(yong)工(gong)(gong)(gong)(gong)需求開(kai)(kai)(kai)展(zhan)“訂單式”培訓(xun),鼓勵有條件的(de)(de)企(qi)(qi)業(ye)自主開(kai)(kai)(kai)展(zhan)技(ji)能培訓(xun)并(bing)給(gei)予(yu)相應補(bu)貼(tie)。每(mei)年開(kai)(kai)(kai)展(zhan)各類職(zhi)(zhi)業(ye)技(ji)能培訓(xun)45萬人(ren)次,其(qi)中(zhong)財政投入7000萬元(yuan)給(gei)予(yu)政府補(bu)貼(tie)性培訓(xun)10萬人(ren)次。穩定(ding)企(qi)(qi)業(ye)職(zhi)(zhi)工(gong)(gong)(gong)(gong)最低工(gong)(gong)(gong)(gong)資標準(zhun),全面落實“三(san)降(jiang)三(san)補(bu)”用(yong)工(gong)(gong)(gong)(gong)扶(fu)持(chi)政策,適應季節性用(yong)工(gong)(gong)(gong)(gong)特(te)點(dian),允許實施靈(ling)活(huo)的(de)(de)工(gong)(gong)(gong)(gong)時(shi)制度(du),科學(xue)調查并(bing)合理(li)發布企(qi)(qi)業(ye)工(gong)(gong)(gong)(gong)資指導線(xian),降(jiang)低企(qi)(qi)業(ye)用(yong)工(gong)(gong)(gong)(gong)成本。(責任單位(wei):市人(ren)社局(ju)(ju)、市財政局(ju)(ju)、市教育局(ju)(ju)) 

二、解決(jue)民營企業融資難融資貴問題 

8.加(jia)大對民營(ying)(ying)企(qi)業股權投(tou)資(zi)支持力度。加(jia)大南京市(shi)新(xin)興(xing)產(chan)業發(fa)(fa)(fa)展基(ji)(ji)金推(tui)進(jin)力度,圍繞集(ji)成電路(lu)、新(xin)能源汽(qi)車、生物醫藥、人工智能等產(chan)業地標(biao)領域(yu)與(yu)社會(hui)資(zi)本(ben)合作成立子基(ji)(ji)金,總規模達到500億元以上。鼓勵(li)民營(ying)(ying)企(qi)業發(fa)(fa)(fa)起設立或參與(yu)組建子基(ji)(ji)金。優(you)先將民營(ying)(ying)企(qi)業科(ke)技創新(xin)優(you)質(zhi)項目(mu)納入(ru)新(xin)興(xing)產(chan)業發(fa)(fa)(fa)展基(ji)(ji)金投(tou)資(zi)項目(mu)庫(ku),積(ji)極推(tui)動子基(ji)(ji)金管(guan)理(li)機構對接民營(ying)(ying)企(qi)業投(tou)資(zi)需求。(責任單(dan)位(wei):市(shi)經信(xin)委(wei)、市(shi)財政(zheng)局、市(shi)金融辦、紫(zi)金投(tou)資(zi)集(ji)團(tuan))

14.妥善解決民營企業(ye)(ye)臨(lin)(lin)時(shi)性資(zi)金困(kun)難。對民營企業(ye)(ye)臨(lin)(lin)時(shi)性資(zi)金困(kun)難,要(yao)創新思路,加(jia)大救(jiu)助力度。確有特殊困(kun)難不(bu)能(neng)按(an)期繳(jiao)納稅款(kuan)的(de)(de)企業(ye)(ye),可(ke)按(an)稅法(fa)有關(guan)規(gui)(gui)定提(ti)出申請(qing),經(jing)(jing)批準后(hou)延期繳(jiao)納,最長(chang)不(bu)超過3個(ge)月。對遇(yu)到資(zi)金緊急等特殊困(kun)難的(de)(de)民營企業(ye)(ye),若其擁有產權清(qing)晰的(de)(de)土地(di)、房產且符合城市(shi)規(gui)(gui)劃等要(yao)求的(de)(de),經(jing)(jing)企業(ye)(ye)申請(qing)并經(jing)(jing)批準后(hou)可(ke)以采取臨(lin)(lin)時(shi)性土地(di)收(shou)儲的(de)(de)辦(ban)法(fa)為企業(ye)(ye)注入資(zi)金支持(chi)。加(jia)強行業(ye)(ye)自律,銀行機構對生產經(jing)(jing)營正常、暫(zan)時(shi)遇(yu)到困(kun)難的(de)(de)民營企業(ye)(ye),要(yao)穩(wen)貸(dai)(dai)、續貸(dai)(dai),不(bu)盲目停貸(dai)(dai)、壓(ya)貸(dai)(dai)、抽(chou)貸(dai)(dai)、斷貸(dai)(dai)。(責(ze)任單位:市(shi)金融辦(ban)、市(shi)國土局(ju)、市(shi)稅務(wu)局(ju)、市(shi)財政局(ju)、市(shi)經(jing)(jing)信(xin)委(wei))

19.清(qing)理(li)(li)(li)地方保護和行政(zheng)壟(long)斷(duan)行為(wei)。落(luo)實(shi)非公有制(zhi)企(qi)業在投融(rong)資、招(zhao)投標等(deng)(deng)方面與公有制(zhi)企(qi)業同等(deng)(deng)待遇。實(shi)施清(qing)理(li)(li)(li)廢除(chu)妨礙統一市場和公平(ping)競爭政(zheng)策(ce)文(wen)件、執(zhi)行公平(ping)競爭審(shen)查制(zhi)度情況自(zi)查,并(bing)向社(she)(she)會公示,接(jie)受社(she)(she)會監(jian)督。開展(zhan)市場壟(long)斷(duan)行為(wei)專項治理(li)(li)(li),嚴厲查處壟(long)斷(duan)協議、濫用市場支(zhi)配地位等(deng)(deng)經營者壟(long)斷(duan)案(an)件,行政(zheng)機關(guan)不得出臺排(pai)除(chu)、限(xian)制(zhi)競爭的政(zheng)策(ce)措施。(責(ze)任(ren)單(dan)位:市發改委、市物(wu)價局(ju)、市工商局(ju)) 

20.加大政(zheng)府(fu)采(cai)購(gou)(gou)(gou)支持民(min)(min)營(ying)企業(ye)力(li)度。全市(shi)年度政(zheng)府(fu)采(cai)購(gou)(gou)(gou)項目預(yu)算總額中(zhong)(zhong),專門(men)面向中(zhong)(zhong)小微(wei)(wei)民(min)(min)營(ying)企業(ye)采(cai)購(gou)(gou)(gou)的比例(li)不低(di)(di)于(yu)40%,其中(zhong)(zhong)給小微(wei)(wei)民(min)(min)營(ying)企業(ye)的比例(li)不低(di)(di)于(yu)60%。在政(zheng)府(fu)采(cai)購(gou)(gou)(gou)評審中(zhong)(zhong),對(dui)小微(wei)(wei)民(min)(min)營(ying)企業(ye)產品可視不同(tong)行業(ye)情況給予(yu)6%—10%的價格(ge)扣(kou)除。推行政(zheng)府(fu)采(cai)購(gou)(gou)(gou)信用管(guan)理制(zhi)度,公布(bu)民(min)(min)營(ying)企業(ye)中(zhong)(zhong)標成交結果。〔責(ze)任(ren)單位:市(shi)財政(zheng)局(ju)、市(shi)政(zheng)務辦、市(shi)經信委及市(shi)相關部門(men),各區(qu)政(zheng)府(fu)(園區(qu)管(guan)委會)〕

22.嚴格規(gui)范涉企(qi)執(zhi)法(fa)檢查(cha)行(xing)(xing)為(wei)。凡無法(fa)律依(yi)據的(de),一(yi)律不得開(kai)(kai)(kai)展執(zhi)法(fa)檢查(cha)。除(chu)查(cha)處投(tou)訴舉(ju)報、開(kai)(kai)(kai)展大數據監(jian)測(ce)、辦(ban)理(li)轉辦(ban)交辦(ban)事項或上(shang)級部(bu)門有特(te)殊要求(qiu)等(deng)情形(xing)外,對民(min)營(ying)(ying)企(qi)業(ye)的(de)執(zhi)法(fa)檢查(cha)事項,原(yuan)則上(shang)均采取“雙(shuang)隨機一(yi)公開(kai)(kai)(kai)”的(de)方(fang)式進行(xing)(xing)。積極推進開(kai)(kai)(kai)展跨(kua)部(bu)門聯合抽查(cha),對同一(yi)市(shi)(shi)場主(zhu)體的(de)多個檢查(cha)事項,原(yuan)則上(shang)應一(yi)次性完成。對民(min)營(ying)(ying)企(qi)業(ye)經營(ying)(ying)中(zhong)的(de)一(yi)般違法(fa)行(xing)(xing)為(wei),要審(shen)慎研究、妥善處理(li),慎用(yong)行(xing)(xing)政強(qiang)制措(cuo)施(shi)。可(ke)以通(tong)過(guo)說服(fu)、建議、協商(shang)等(deng)手段解(jie)決的(de),要以教育為(wei)主(zhu),不能一(yi)味處罰、一(yi)罰了(le)事,堅(jian)決避免對市(shi)(shi)場活(huo)動(dong)的(de)過(guo)度干預。〔責任單位:市(shi)(shi)工商(shang)局、市(shi)(shi)編(bian)辦(ban)、市(shi)(shi)法(fa)制辦(ban)、市(shi)(shi)發改(gai)委(市(shi)(shi)信(xin)用(yong)辦(ban))及市(shi)(shi)有關(guan)部(bu)門〕 

23.妥善解決歷(li)史(shi)遺(yi)留問(wen)題(ti)。開(kai)展民(min)營企(qi)業(ye)(ye)歷(li)史(shi)遺(yi)留問(wen)題(ti)專項服務(wu),集中時間和力量妥善處置(zhi)(zhi)涉(she)及(ji)企(qi)業(ye)(ye)用地、產(chan)權及(ji)補(bu)賠償等(deng)方面的(de)(de)歷(li)史(shi)遺(yi)留問(wen)題(ti)。針(zhen)對(dui)民(min)營企(qi)業(ye)(ye)不(bu)動(dong)(dong)產(chan)登(deng)記(ji)不(bu)符合受理條(tiao)件的(de)(de),不(bu)屬于違(wei)建(jian)且工(gong)程(cheng)質(zhi)量安全(quan)可以保證的(de)(de)情況(kuang)下,相(xiang)關部(bu)門應按各自職責主動(dong)(dong)幫(bang)助(zhu)企(qi)業(ye)(ye)補(bu)齊(qi)登(deng)記(ji)材料,無法(fa)補(bu)辦的(de)(de)應明(ming)確處置(zhi)(zhi)方案,幫(bang)助(zhu)企(qi)業(ye)(ye)盡快符合申請不(bu)動(dong)(dong)產(chan)登(deng)記(ji)條(tiao)件。對(dui)以往因政(zheng)府換(huan)屆、領導人(ren)員更(geng)替(ti)等(deng)原因造成違(wei)約毀約的(de)(de),應當依(yi)法(fa)支持企(qi)業(ye)(ye)的(de)(de)合理訴(su)求,將(jiang)政(zheng)務(wu)履約、守諾(nuo)服務(wu)等(deng)納入政(zheng)府機關績效考核(he)內容。(責任單位:各區政(zheng)府,市國(guo)土(tu)局、市建(jian)委、市規(gui)劃局、市國(guo)資委、市房產(chan)局、市公(gong)安消防(fang)局)
