為全面(mian)貫徹落實習近(jin)平新(xin)時代中國特色社會主義思想和關于民(min)營(ying)經(jing)(jing)(jing)濟(ji)發(fa)展(zhan)的重要指示(shi)精神(shen),毫不(bu)動(dong)搖(yao)鼓(gu)勵支(zhi)持引導非公(gong)有制經(jing)(jing)(jing)濟(ji)發(fa)展(zhan),堅定不(bu)移推動(dong)民(min)營(ying)企業(ye)走向(xiang)更加廣闊舞(wu)臺,營(ying)造(zao)民(min)營(ying)經(jing)(jing)(jing)濟(ji)更好(hao)發(fa)展(zhan)環(huan)境,激發(fa)民(min)營(ying)企業(ye)創新(xin)活力,充分發(fa)揮民(min)營(ying)經(jing)(jing)(jing)濟(ji)作為推進供給側結構性改革、推動(dong)高質量發(fa)展(zhan)、建設現代化(hua)經(jing)(jing)(jing)濟(ji)體(ti)系的重要主體(ti)作用,促進全市民(min)營(ying)經(jing)(jing)(jing)濟(ji)健(jian)康(kang)發(fa)展(zhan),為建設“強(qiang)富美高”新(xin)南京提供強(qiang)有力支(zhi)撐,現提出如下意見。 

一、減輕企(qi)業稅(shui)費負(fu)擔

1.全面落(luo)(luo)實(shi)減(jian)(jian)(jian)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)政(zheng)(zheng)(zheng)(zheng)(zheng)策和(he)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)收(shou)(shou)優(you)(you)惠(hui)政(zheng)(zheng)(zheng)(zheng)(zheng)策。落(luo)(luo)實(shi)進口關稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)降(jiang)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)和(he)減(jian)(jian)(jian)免(mian)(mian)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)、提高(gao)出口退稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)率、高(gao)新技術企(qi)(qi)業(ye)所(suo)得稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)優(you)(you)惠(hui)、研(yan)發(fa)費用(yong)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)前(qian)加(jia)計(ji)(ji)(ji)扣除、印花稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)核定(ding)征(zheng)收(shou)(shou)標(biao)準(zhun)調整等政(zheng)(zheng)(zheng)(zheng)(zheng)策。對(dui)企(qi)(qi)業(ye)從(cong)(cong)區(qu)級(ji)以上財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)部(bu)門(men)及其(qi)他部(bu)門(men)取得的(de)(de)應計(ji)(ji)(ji)入(ru)收(shou)(shou)入(ru)總(zong)額(e)(e)的(de)(de)財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)性資金(jin),凡(fan)符合條(tiao)件(jian)的(de)(de),可以作為(wei)不征(zheng)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)收(shou)(shou)入(ru),在(zai)計(ji)(ji)(ji)算應納(na)(na)(na)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)所(suo)得額(e)(e)時從(cong)(cong)收(shou)(shou)入(ru)總(zong)額(e)(e)中減(jian)(jian)(jian)除。落(luo)(luo)實(shi)好減(jian)(jian)(jian)征(zheng)或免(mian)(mian)征(zheng)房產稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)相(xiang)關規定(ding),對(dui)納(na)(na)(na)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)人(ren)按規定(ding)納(na)(na)(na)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)確有困難(nan),需要(yao)給予(yu)減(jian)(jian)(jian)免(mian)(mian)或免(mian)(mian)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)照顧的(de)(de),由(you)市、區(qu)人(ren)民政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)批準(zhun),減(jian)(jian)(jian)征(zheng)或免(mian)(mian)征(zheng)房產稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)。對(dui)小(xiao)微企(qi)(qi)業(ye)、科(ke)(ke)(ke)技型初創企(qi)(qi)業(ye)實(shi)施普惠(hui)性稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)收(shou)(shou)免(mian)(mian)除。增(zeng)值稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)小(xiao)規模納(na)(na)(na)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)人(ren)月銷售額(e)(e)不超過3萬(wan)元(yuan)(按季納(na)(na)(na)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)9萬(wan)元(yuan))的(de)(de),2020年(nian)底前(qian)暫免(mian)(mian)征(zheng)收(shou)(shou)增(zeng)值稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)。對(dui)年(nian)應納(na)(na)(na)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)所(suo)得額(e)(e)低于100萬(wan)元(yuan)(含100萬(wan)元(yuan))的(de)(de)小(xiao)型微利企(qi)(qi)業(ye),其(qi)所(suo)得減(jian)(jian)(jian)按50%計(ji)(ji)(ji)入(ru)應納(na)(na)(na)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)所(suo)得額(e)(e),按20%的(de)(de)稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)率繳納(na)(na)(na)企(qi)(qi)業(ye)所(suo)得稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)。積(ji)極落(luo)(luo)實(shi)國務院“將國家級(ji)科(ke)(ke)(ke)技企(qi)(qi)業(ye)孵化器和(he)大學科(ke)(ke)(ke)技園(yuan)享受的(de)(de)免(mian)(mian)征(zheng)房產稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)、增(zeng)值稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)等優(you)(you)惠(hui)政(zheng)(zheng)(zheng)(zheng)(zheng)策范圍擴大至省級(ji),符合條(tiao)件(jian)的(de)(de)眾創空間也(ye)可享受”的(de)(de)政(zheng)(zheng)(zheng)(zheng)(zheng)策。(責(ze)任單位:市稅(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)務局、市財(cai)政(zheng)(zheng)(zheng)(zheng)(zheng)局、市科(ke)(ke)(ke)委、金(jin)陵海關) 

2.加(jia)大(da)成長(chang)期民(min)營(ying)企(qi)業(ye)(ye)(ye)(ye)扶持(chi)力度(du)。市(shi)(shi)、區(園區)共同支持(chi)初創期民(min)營(ying)科技企(qi)業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan),自獲利年(nian)(nian)度(du)起,三年(nian)(nian)內對本市(shi)(shi)經(jing)(jing)濟發(fa)(fa)展(zhan)貢獻全(quan)部獎(jiang)勵企(qi)業(ye)(ye)(ye)(ye),用于鼓勵企(qi)業(ye)(ye)(ye)(ye)加(jia)大(da)科技創新研發(fa)(fa)投入(ru)。對民(min)營(ying)企(qi)業(ye)(ye)(ye)(ye)中新增的(de)規模以(yi)上(shang)工業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)、限(xian)(xian)額以(yi)上(shang)批發(fa)(fa)和(he)零(ling)售(shou)企(qi)業(ye)(ye)(ye)(ye),其產(chan)值和(he)批發(fa)(fa)零(ling)售(shou)業(ye)(ye)(ye)(ye)銷售(shou)額不低于上(shang)年(nian)(nian)度(du)水平的(de),以(yi)企(qi)業(ye)(ye)(ye)(ye)上(shang)年(nian)(nian)度(du)對本市(shi)(shi)經(jing)(jing)濟發(fa)(fa)展(zhan)貢獻為基數,超過(guo)全(quan)市(shi)(shi)平均(jun)增幅(fu)的(de)增量部分50%獎(jiang)勵給企(qi)業(ye)(ye)(ye)(ye)擴大(da)再生產(chan),獎(jiang)勵期限(xian)(xian)三年(nian)(nian)。(責(ze)任單位(wei):市(shi)(shi)財(cai)政(zheng)局、市(shi)(shi)稅務(wu)局、市(shi)(shi)科委(wei)、市(shi)(shi)統計(ji)局、市(shi)(shi)經(jing)(jing)信委(wei)、市(shi)(shi)商(shang)務(wu)局) 

3.減(jian)輕(qing)企(qi)業(ye)社(she)(she)(she)保(bao)(bao)繳費(fei)負(fu)擔。積極對(dui)接(jie)國家和(he)省政(zheng)(zheng)策調整降(jiang)低社(she)(she)(she)保(bao)(bao)繳費(fei)名義費(fei)率,穩定(ding)繳費(fei)方式,確保(bao)(bao)企(qi)業(ye)社(she)(she)(she)保(bao)(bao)繳費(fei)實(shi)際負(fu)擔總體上有實(shi)質(zhi)性(xing)下(xia)降(jiang)。失業(ye)保(bao)(bao)險(xian)費(fei)率繼續執行(xing)單位(wei)、個人均下(xia)降(jiang)為0.5%的(de)政(zheng)(zheng)策,對(dui)努力穩定(ding)就業(ye)、不裁員少(shao)裁員的(de)參保(bao)(bao)企(qi)業(ye),經認(ren)定(ding)以穩崗(gang)補貼(tie)返還企(qi)業(ye)所(suo)繳納的(de)0.5%部分。嚴禁自行(xing)對(dui)企(qi)業(ye)歷史(shi)欠費(fei)進(jin)行(xing)集中清繳,現(xian)行(xing)經核定(ding)的(de)企(qi)業(ye)繳費(fei)基數延續至2019年(nian)6月30日,如(ru)期間(jian)社(she)(she)(she)保(bao)(bao)費(fei)率及(ji)方式調整,相應變更。對(dui)經認(ren)定(ding)繳納社(she)(she)(she)會保(bao)(bao)險(xian)費(fei)確有困(kun)難(nan)的(de)企(qi)業(ye),按要求(qiu)允(yun)許其在(zai)一定(ding)期限內緩繳,緩繳期內免收滯納金。(責任單位(wei):市(shi)(shi)稅務局、市(shi)(shi)人社(she)(she)(she)局、市(shi)(shi)財政(zheng)(zheng)局) 

4.清(qing)理精簡(jian)行(xing)政(zheng)審(shen)批(pi)事(shi)(shi)項和涉(she)企收費。對國務(wu)院公布的106項涉(she)企行(xing)政(zheng)審(shen)批(pi)事(shi)(shi)項分別按照直接取消審(shen)批(pi)、審(shen)批(pi)改為備(bei)案、實(shi)行(xing)告(gao)知承(cheng)諾(nuo)、優化準(zhun)入服(fu)務(wu)等四(si)種方式(shi)實(shi)施(shi)“證照分離(li)”改革(ge)。認真(zhen)落實(shi)國家和省清(qing)費政(zheng)策(ce),嚴格收費清(qing)單管理,確保(bao)涉(she)企行(xing)政(zheng)事(shi)(shi)業(ye)性收費清(qing)單外無收費。依(yi)托政(zheng)務(wu)服(fu)務(wu)網搭建網上中介超市(shi),實(shi)現中介服(fu)務(wu)網上展示、明(ming)碼標(biao)價(jia)、市(shi)場配(pei)置、競爭(zheng)擇優、網上評價(jia),暢通供需渠道。(責任單位:市(shi)工(gong)商局、市(shi)編辦(ban)、市(shi)政(zheng)務(wu)辦(ban)、市(shi)物價(jia)局、市(shi)財政(zheng)局) 

5.降(jiang)低(di)企業(ye)(ye)(ye)(ye)用(yong)(yong)地(di)成本(ben)(ben)。推行長期租(zu)(zu)(zu)賃、先租(zu)(zu)(zu)后讓(rang)(rang)(rang)(rang)、租(zu)(zu)(zu)讓(rang)(rang)(rang)(rang)結合(he)、彈性(xing)出(chu)(chu)讓(rang)(rang)(rang)(rang)等(deng)(deng)供(gong)應(ying)方式(shi)。采用(yong)(yong)租(zu)(zu)(zu)賃方式(shi)使(shi)用(yong)(yong)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用(yong)(yong)地(di)的(de)(de)(de)(de),可(ke)(ke)按年度繳(jiao)納租(zu)(zu)(zu)金。彈性(xing)出(chu)(chu)讓(rang)(rang)(rang)(rang)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用(yong)(yong)地(di)的(de)(de)(de)(de),出(chu)(chu)讓(rang)(rang)(rang)(rang)起始(shi)價根據設(she)定(ding)(ding)最高年期彈性(xing)價格,按照實際(ji)出(chu)(chu)讓(rang)(rang)(rang)(rang)年限等(deng)(deng)比例確(que)定(ding)(ding)。以先租(zu)(zu)(zu)后讓(rang)(rang)(rang)(rang)方式(shi)取(qu)得(de)且投(tou)入產(chan)出(chu)(chu)水平等(deng)(deng)達到預定(ding)(ding)條(tiao)件的(de)(de)(de)(de)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用(yong)(yong)地(di),可(ke)(ke)采用(yong)(yong)協議(yi)出(chu)(chu)讓(rang)(rang)(rang)(rang)方式(shi)將(jiang)租(zu)(zu)(zu)賃用(yong)(yong)地(di)轉(zhuan)辦為出(chu)(chu)讓(rang)(rang)(rang)(rang)用(yong)(yong)地(di)。對上述(shu)取(qu)得(de)的(de)(de)(de)(de)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用(yong)(yong)地(di),在辦理(li)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)項(xiang)目(mu)核準、城市(shi)(shi)(shi)(shi)規劃許可(ke)(ke)、建(jian)設(she)許可(ke)(ke)、貸款抵押等(deng)(deng)手續時,土地(di)租(zu)(zu)(zu)賃合(he)同(tong)與土地(di)出(chu)(chu)讓(rang)(rang)(rang)(rang)合(he)同(tong)具有同(tong)等(deng)(deng)效(xiao)用(yong)(yong)。國(guo)家(jia)重大科技基(ji)礎設(she)施、國(guo)家(jia)(重點)實驗室、國(guo)家(jia)級研(yan)究(jiu)機(ji)構(gou)等(deng)(deng)平臺建(jian)設(she),可(ke)(ke)參照公(gong)益性(xing)科研(yan)機(ji)構(gou)用(yong)(yong)地(di)采取(qu)劃撥方式(shi)供(gong)應(ying),對需采取(qu)出(chu)(chu)讓(rang)(rang)(rang)(rang)方式(shi)供(gong)應(ying)的(de)(de)(de)(de),出(chu)(chu)讓(rang)(rang)(rang)(rang)起始(shi)價可(ke)(ke)按不低(di)于同(tong)區域科研(yan)用(yong)(yong)地(di)基(ji)準地(di)價的(de)(de)(de)(de)20%執行。符合(he)市(shi)(shi)(shi)(shi)“4+4+1”產(chan)業(ye)(ye)(ye)(ye)方向,且用(yong)(yong)地(di)集約的(de)(de)(de)(de)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)項(xiang)目(mu)需使(shi)用(yong)(yong)土地(di)的(de)(de)(de)(de),可(ke)(ke)按不低(di)于所在地(di)等(deng)(deng)別對應(ying)的(de)(de)(de)(de)工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)用(yong)(yong)地(di)最低(di)價標(biao)(biao)準的(de)(de)(de)(de)70%確(que)定(ding)(ding)土地(di)出(chu)(chu)讓(rang)(rang)(rang)(rang)起始(shi)價。四層及以上配備工(gong)(gong)(gong)業(ye)(ye)(ye)(ye)電梯(ti)的(de)(de)(de)(de)高標(biao)(biao)準廠房(fang)在不改變功能(neng)和土地(di)用(yong)(yong)途的(de)(de)(de)(de)前提下,經市(shi)(shi)(shi)(shi)政府批準可(ke)(ke)對現(xian)有房(fang)屋按幢、層等(deng)(deng)固定(ding)(ding)界限為基(ji)本(ben)(ben)單(dan)元分割登記(ji)、轉(zhuan)讓(rang)(rang)(rang)(rang)。(責(ze)任(ren)單(dan)位:市(shi)(shi)(shi)(shi)國(guo)土局(ju)、市(shi)(shi)(shi)(shi)發改委(wei)、市(shi)(shi)(shi)(shi)規劃局(ju)、市(shi)(shi)(shi)(shi)建(jian)委(wei)、市(shi)(shi)(shi)(shi)經信(xin)委(wei)、市(shi)(shi)(shi)(shi)稅務(wu)局(ju)、市(shi)(shi)(shi)(shi)房(fang)產(chan)局(ju)、人行南京(jing)分行營管部) 

6.降低企(qi)業用(yong)(yong)電(dian)(dian)(dian)成(cheng)本。對符合條件(jian)(jian)的(de)(de)(de)余熱、余壓、余氣自備電(dian)(dian)(dian)廠(chang)(chang),暫免(mian)收取政(zheng)(zheng)策(ce)性交(jiao)叉補貼(tie)和減半收取系統備用(yong)(yong)容量費。2019年起(qi)進一步放寬電(dian)(dian)(dian)力直接交(jiao)易(yi)參與企(qi)業市場準入條件(jian)(jian),用(yong)(yong)電(dian)(dian)(dian)電(dian)(dian)(dian)壓等級10KV及以上(shang)(shang)、執行大(da)工業及一般工商(shang)業類電(dian)(dian)(dian)價的(de)(de)(de)企(qi)業都可參與。增加(jia)市場交(jiao)易(yi)規模,在2018年交(jiao)易(yi)電(dian)(dian)(dian)量的(de)(de)(de)基礎上(shang)(shang)大(da)幅(fu)增加(jia)直接交(jiao)易(yi)電(dian)(dian)(dian)量。臨(lin)時(shi)用(yong)(yong)電(dian)(dian)(dian)的(de)(de)(de)電(dian)(dian)(dian)力用(yong)(yong)戶不再繳納臨(lin)時(shi)用(yong)(yong)電(dian)(dian)(dian)定金,已向電(dian)(dian)(dian)力用(yong)(yong)戶收取的(de)(de)(de),由電(dian)(dian)(dian)網企(qi)業組(zu)織清退(tui)。全面(mian)實行廠(chang)(chang)區(qu)生(sheng)產(chan)、生(sheng)活用(yong)(yong)電(dian)(dian)(dian)分(fen)別計價政(zheng)(zheng)策(ce)。(責任單位:市物價局、市發改委(wei)、市經信(xin)委(wei)、南(nan)京供電(dian)(dian)(dian)公司) 

7.幫助企業(ye)解決(jue)用(yong)工(gong)(gong)(gong)(gong)(gong)難(nan)題。精準對(dui)接(jie)企業(ye)用(yong)工(gong)(gong)(gong)(gong)(gong)需求,納入(ru)市(shi)各級(ji)人(ren)力資源市(shi)場(chang)開(kai)展崗(gang)位(wei)招(zhao)聘(pin)(pin),實(shi)(shi)現需求信(xin)息(xi)(xi)一點(dian)錄入(ru)、全網(wang)推送(song)。針對(dui)不同行業(ye)和(he)(he)企業(ye)用(yong)工(gong)(gong)(gong)(gong)(gong)特點(dian)加強專場(chang)招(zhao)聘(pin)(pin),提(ti)高崗(gang)位(wei)匹配度(du),每年(nian)舉辦各類招(zhao)聘(pin)(pin)活(huo)動1000場(chang)次(ci)以上,同時全天候網(wang)上對(dui)接(jie)崗(gang)位(wei)需求和(he)(he)求職(zhi)者(zhe)信(xin)息(xi)(xi),動態跟蹤幫助解決(jue)用(yong)工(gong)(gong)(gong)(gong)(gong)難(nan)題。充(chong)分運用(yong)全市(shi)技工(gong)(gong)(gong)(gong)(gong)院校、職(zhi)業(ye)教(jiao)育和(he)(he)見(jian)習實(shi)(shi)訓(xun)基地資源,對(dui)接(jie)企業(ye)用(yong)工(gong)(gong)(gong)(gong)(gong)需求開(kai)展“訂單(dan)式”培(pei)訓(xun),鼓(gu)勵(li)有(you)條件的企業(ye)自主開(kai)展技能培(pei)訓(xun)并(bing)給予相(xiang)應(ying)補(bu)貼。每年(nian)開(kai)展各類職(zhi)業(ye)技能培(pei)訓(xun)45萬(wan)人(ren)次(ci),其中財(cai)政(zheng)投入(ru)7000萬(wan)元給予政(zheng)府補(bu)貼性(xing)培(pei)訓(xun)10萬(wan)人(ren)次(ci)。穩定企業(ye)職(zhi)工(gong)(gong)(gong)(gong)(gong)最低工(gong)(gong)(gong)(gong)(gong)資標準,全面(mian)落實(shi)(shi)“三降三補(bu)”用(yong)工(gong)(gong)(gong)(gong)(gong)扶持政(zheng)策,適(shi)應(ying)季節性(xing)用(yong)工(gong)(gong)(gong)(gong)(gong)特點(dian),允許(xu)實(shi)(shi)施靈活(huo)的工(gong)(gong)(gong)(gong)(gong)時制度(du),科學調查并(bing)合理發布企業(ye)工(gong)(gong)(gong)(gong)(gong)資指導(dao)線,降低企業(ye)用(yong)工(gong)(gong)(gong)(gong)(gong)成本。(責任單(dan)位(wei):市(shi)人(ren)社局(ju)、市(shi)財(cai)政(zheng)局(ju)、市(shi)教(jiao)育局(ju)) 

二、解決(jue)民營(ying)企業融資難(nan)融資貴問題

10.設立民(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)轉(zhuan)貸(dai)(dai)基(ji)金。市(shi)財政出資(zi)2億元(yuan),并吸(xi)納(na)各區財政出資(zi)和民(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)會(hui)員出資(zi),組建10億元(yuan)民(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)轉(zhuan)貸(dai)(dai)互助基(ji)金,在銀行承諾續貸(dai)(dai)的前提下(xia),為民(min)(min)(min)營(ying)企(qi)業(ye)(ye)(ye)及時(shi)提供應急轉(zhuan)貸(dai)(dai)服(fu)務,年轉(zhuan)貸(dai)(dai)規模(mo)超(chao)過(guo)200億元(yuan)。基(ji)金按照(zhao)市(shi)場化原則(ze)運作(zuo),會(hui)員企(qi)業(ye)(ye)(ye)可享受優惠費率(lv),原則(ze)上單筆(bi)轉(zhuan)貸(dai)(dai)服(fu)務不(bu)(bu)超(chao)過(guo)500萬(wan)元(yuan),特殊(shu)情況(kuang)一(yi)事一(yi)議(yi),最(zui)高不(bu)(bu)超(chao)過(guo)1億元(yuan)。所有(you)駐寧銀行機構應與轉(zhuan)貸(dai)(dai)基(ji)金合作(zuo),確保不(bu)(bu)因企(qi)業(ye)(ye)(ye)使用(yong)該基(ji)金轉(zhuan)貸(dai)(dai)而下(xia)調企(qi)業(ye)(ye)(ye)信(xin)(xin)用(yong)評(ping)級或壓降授信(xin)(xin)額度。(責任單位:市(shi)金融辦、市(shi)財政局、人行南京分行營(ying)管部、市(shi)經信(xin)(xin)委、市(shi)科委、市(shi)工商聯(lian)、紫金投資(zi)集(ji)團(tuan))

12.建(jian)立民(min)營企業(ye)紓困和(he)(he)發(fa)(fa)展基(ji)金(jin)(jin)。在目前(qian)已成立南京國(guo)資(zi)混(hun)改基(ji)金(jin)(jin)并已開展救助的基(ji)礎上,擴大混(hun)改基(ji)金(jin)(jin)規模至30億(yi)元,發(fa)(fa)揮國(guo)有(you)資(zi)本(ben)(ben)引導作用,并進一步引導和(he)(he)撬動(dong)(dong)社會資(zi)本(ben)(ben)合(he)作出(chu)資(zi),幫助民(min)營企業(ye)紓困和(he)(he)發(fa)(fa)展。按照國(guo)有(you)資(zi)本(ben)(ben)引導、合(he)作證券公司(si)(si)主導、市場化(hua)運(yun)作的原(yuan)則,發(fa)(fa)起設立總規模超過100億(yi)元的民(min)營上市公司(si)(si)和(he)(he)擬(ni)上市公司(si)(si)紓困和(he)(he)發(fa)(fa)展基(ji)金(jin)(jin),幫助民(min)營企業(ye)防范流動(dong)(dong)性風險,并對(dui)符(fu)合(he)經濟結構(gou)優(you)化(hua)升級方(fang)向、有(you)前(qian)景、有(you)市場、有(you)技(ji)術創(chuang)新優(you)勢的民(min)營企業(ye)進行支持(chi)。(責任單位(wei):市金(jin)(jin)融辦、市國(guo)資(zi)委、市財政局、紫金(jin)(jin)投資(zi)集團、南京證券) 

13.做強市(shi)級政策性(xing)融(rong)(rong)資(zi)擔保(bao)公司(si)。依托南(nan)京紫金融(rong)(rong)資(zi)擔保(bao)有限責任(ren)公司(si),注(zhu)冊資(zi)本分期擴大到10億(yi)元(首(shou)期到位5億(yi)元),主要服(fu)(fu)務于我市(shi)小微企業(ye)、“雙創”、科(ke)技(ji)、文化、“三農”以(yi)及戰略性(xing)新興產業(ye)。鼓(gu)勵擔保(bao)公司(si)、保(bao)險(xian)公司(si)等增信和風(feng)險(xian)分擔機構(gou),加強與銀(yin)行(xing)等融(rong)(rong)資(zi)機構(gou)的合作,加大對中小微企業(ye)的融(rong)(rong)資(zi)服(fu)(fu)務力度。(責任(ren)單位:市(shi)金融(rong)(rong)辦(ban)、市(shi)財政局、市(shi)經(jing)信委、市(shi)科(ke)委、市(shi)農委、市(shi)文資(zi)辦(ban)、紫金投資(zi)集團(tuan)) 

14.妥善解決民(min)(min)營企(qi)(qi)業(ye)臨時(shi)性資金(jin)困(kun)難(nan)。對民(min)(min)營企(qi)(qi)業(ye)臨時(shi)性資金(jin)困(kun)難(nan),要創新思路,加大救助力度。確(que)有(you)特殊(shu)困(kun)難(nan)不能按期繳(jiao)納稅款的(de)(de)(de)企(qi)(qi)業(ye),可按稅法有(you)關(guan)規定提出申請,經(jing)(jing)批準(zhun)后延期繳(jiao)納,最長不超過3個月。對遇到(dao)資金(jin)緊急等特殊(shu)困(kun)難(nan)的(de)(de)(de)民(min)(min)營企(qi)(qi)業(ye),若其擁有(you)產權清晰的(de)(de)(de)土地(di)、房產且符合城(cheng)市(shi)(shi)(shi)規劃等要求的(de)(de)(de),經(jing)(jing)企(qi)(qi)業(ye)申請并(bing)經(jing)(jing)批準(zhun)后可以采(cai)取臨時(shi)性土地(di)收(shou)儲(chu)的(de)(de)(de)辦(ban)法為(wei)企(qi)(qi)業(ye)注(zhu)入資金(jin)支(zhi)持(chi)。加強行業(ye)自(zi)律,銀(yin)行機構對生產經(jing)(jing)營正(zheng)常、暫時(shi)遇到(dao)困(kun)難(nan)的(de)(de)(de)民(min)(min)營企(qi)(qi)業(ye),要穩貸(dai)(dai)、續貸(dai)(dai),不盲目停貸(dai)(dai)、壓(ya)貸(dai)(dai)、抽貸(dai)(dai)、斷貸(dai)(dai)。(責任單位:市(shi)(shi)(shi)金(jin)融辦(ban)、市(shi)(shi)(shi)國土局、市(shi)(shi)(shi)稅務(wu)局、市(shi)(shi)(shi)財政局、市(shi)(shi)(shi)經(jing)(jing)信(xin)委)

17.大力優化審(shen)批(pi)服(fu)務流(liu)程。針對(dui)民(min)營(ying)(ying)企業(ye)辦(ban)事(shi)難、辦(ban)事(shi)慢、多(duo)頭跑、來回跑等問(wen)題,深(shen)入推(tui)進不見(jian)面(mian)審(shen)批(pi)(服(fu)務),對(dui)民(min)營(ying)(ying)企業(ye)合法(fa)合規事(shi)項實行(xing)“馬上(shang)辦(ban)”,凡與民(min)營(ying)(ying)企業(ye)生(sheng)產經營(ying)(ying)相(xiang)關的事(shi)項實行(xing)“網(wang)上(shang)辦(ban)”。對(dui)中小微(wei)企業(ye)全(quan)面(mian)推(tui)廣容缺后(hou)補、預審(shen)代辦(ban)、信用承諾、首席服(fu)務、綠(lv)色通道(dao)等便利化措(cuo)施,全(quan)面(mian)提升審(shen)批(pi)服(fu)務水平。最大限度的優化審(shen)批(pi)環節、壓縮辦(ban)理時限、減少申報材料,確(que)保(bao)涉及民(min)營(ying)(ying)企業(ye)開辦(ban)、工(gong)業(ye)建(jian)設項目(mu)施工(gong)許(xu)可以及不動產交易登記等項目(mu)全(quan)面(mian)實現(xian)“3550”改革目(mu)標(biao),切實降(jiang)低企業(ye)制度性交易成本。推(tui)動線上(shang)線下(xia)高度融合,完(wan)善“前臺(tai)綜合受理、后(hou)臺(tai)分(fen)類審(shen)批(pi)、綜合窗口(kou)出件”工(gong)作模式,實現(xian)“一(yi)窗通辦(ban)”,加(jia)快全(quan)市(shi)域“一(yi)端、一(yi)網(wang)、一(yi)庫、一(yi)平臺(tai)”建(jian)設,積(ji)極推(tui)行(xing)“一(yi)網(wang)通辦(ban)、全(quan)城通辦(ban)、跨(kua)層聯辦(ban)、智能導辦(ban)”等多(duo)種審(shen)批(pi)服(fu)務方式,不斷優化適應民(min)營(ying)(ying)經濟發展的營(ying)(ying)商環境。(責任單位:市(shi)編辦(ban)、市(shi)政(zheng)務辦(ban)、市(shi)建(jian)委(wei)、市(shi)工(gong)商局(ju)、市(shi)國土局(ju)) 

18.鼓勵民營企業(ye)參與國(guo)(guo)有(you)企業(ye)改(gai)(gai)(gai)革。拓寬民營企業(ye)參與國(guo)(guo)有(you)企業(ye)改(gai)(gai)(gai)革的(de)途徑(jing),鼓勵民營資本參與混(hun)合所(suo)(suo)有(you)制(zhi)改(gai)(gai)(gai)革,提高(gao)民營資本在(zai)混(hun)合所(suo)(suo)有(you)制(zhi)企業(ye)中(zhong)的(de)比重,通(tong)過(guo)產權、股(gu)權、債券市場等(deng)方式,公開發(fa)布混(hun)改(gai)(gai)(gai)項(xiang)目(mu)信(xin)息。在(zai)保障民生需要、城(cheng)市運行的(de)基(ji)礎上,支持(chi)民營企業(ye)參與城(cheng)市建設和公共(gong)服(fu)務類國(guo)(guo)企混(hun)改(gai)(gai)(gai),在(zai)一般競爭性領(ling)域允許非公有(you)資本控(kong)股(gu)。通(tong)過(guo)出售、轉讓、租賃、招商(shang)合作等(deng)多種方式,支持(chi)民間(jian)資本參與國(guo)(guo)有(you)存量(liang)資產盤活。(責(ze)任單位:市國(guo)(guo)資委、市發(fa)改(gai)(gai)(gai)委) 

19.清理(li)地方保(bao)護和行(xing)(xing)政(zheng)壟斷(duan)行(xing)(xing)為(wei)。落實非(fei)公有(you)制(zhi)(zhi)企業在投融資、招(zhao)投標等方面與公有(you)制(zhi)(zhi)企業同等待遇。實施(shi)清理(li)廢除(chu)妨礙統一市(shi)(shi)場(chang)和公平競爭(zheng)政(zheng)策文件(jian)、執行(xing)(xing)公平競爭(zheng)審查制(zhi)(zhi)度情況自(zi)查,并向(xiang)社會公示,接(jie)受社會監(jian)督。開(kai)展市(shi)(shi)場(chang)壟斷(duan)行(xing)(xing)為(wei)專項治理(li),嚴厲查處(chu)壟斷(duan)協議、濫用市(shi)(shi)場(chang)支配地位(wei)等經(jing)營者壟斷(duan)案件(jian),行(xing)(xing)政(zheng)機(ji)關不得出臺(tai)排除(chu)、限制(zhi)(zhi)競爭(zheng)的政(zheng)策措施(shi)。(責任單位(wei):市(shi)(shi)發(fa)改委、市(shi)(shi)物(wu)價局、市(shi)(shi)工商局) 

20.加大政(zheng)府(fu)采購(gou)(gou)支持民(min)(min)(min)營(ying)企(qi)(qi)業(ye)力度。全市年度政(zheng)府(fu)采購(gou)(gou)項(xiang)目預算總額中(zhong),專門(men)面向中(zhong)小微(wei)民(min)(min)(min)營(ying)企(qi)(qi)業(ye)采購(gou)(gou)的(de)比例不(bu)低于(yu)40%,其中(zhong)給小微(wei)民(min)(min)(min)營(ying)企(qi)(qi)業(ye)的(de)比例不(bu)低于(yu)60%。在政(zheng)府(fu)采購(gou)(gou)評審(shen)中(zhong),對(dui)小微(wei)民(min)(min)(min)營(ying)企(qi)(qi)業(ye)產品可視不(bu)同行業(ye)情(qing)況給予6%—10%的(de)價(jia)格扣除。推(tui)行政(zheng)府(fu)采購(gou)(gou)信用管理制度,公布民(min)(min)(min)營(ying)企(qi)(qi)業(ye)中(zhong)標成交結果。〔責任單(dan)位:市財(cai)政(zheng)局、市政(zheng)務辦、市經信委(wei)及(ji)市相關(guan)部(bu)門(men),各區政(zheng)府(fu)(園區管委(wei)會)〕 

四、完善政(zheng)策執(zhi)行方式

21.避免執行政策(ce)“一刀切”。各部門(men)間要(yao)加強政策(ce)協調,對合(he)(he)法合(he)(he)規經(jing)營(ying)的(de)民營(ying)企業給予(yu)支持。對符合(he)(he)生(sheng)態(tai)環(huan)境保護要(yao)求的(de)企業,分(fen)(fen)類(lei)指導(dao),杜絕“一刀切”式(shi)關停企業的(de)做法。要(yao)求企業整治的(de),實施分(fen)(fen)類(lei)分(fen)(fen)步有序監管。細化(hua)錯峰(feng)生(sheng)產方案,實施差別化(hua)管理。在進行臨時性(xing)大(da)氣(qi)污染管控等(deng)行動(dong)時實施停限產豁免辦(ban)法,對于具有合(he)(he)法手續且符合(he)(he)環(huan)保及安(an)監等(deng)要(yao)求的(de),要(yao)妥善保障有出口訂單(dan)等(deng)實際需求企業的(de)正常生(sheng)產。(責任單(dan)位:市環(huan)保局(ju)、市安(an)監局(ju)、市經(jing)信委) 

22.嚴格規范(fan)涉企(qi)執(zhi)法(fa)檢(jian)(jian)查(cha)行為(wei)。凡無法(fa)律依據(ju)的(de)(de)(de)(de),一(yi)(yi)(yi)律不得開(kai)展(zhan)執(zhi)法(fa)檢(jian)(jian)查(cha)。除查(cha)處(chu)投訴(su)舉報、開(kai)展(zhan)大數據(ju)監(jian)測、辦(ban)理轉辦(ban)交辦(ban)事項(xiang)或上(shang)級(ji)部(bu)(bu)門(men)有特殊(shu)要(yao)求等情形外,對(dui)(dui)民營(ying)企(qi)業的(de)(de)(de)(de)執(zhi)法(fa)檢(jian)(jian)查(cha)事項(xiang),原則上(shang)均采取(qu)“雙(shuang)隨機一(yi)(yi)(yi)公(gong)開(kai)”的(de)(de)(de)(de)方式進行。積極推(tui)進開(kai)展(zhan)跨部(bu)(bu)門(men)聯合抽查(cha),對(dui)(dui)同一(yi)(yi)(yi)市(shi)場主(zhu)體的(de)(de)(de)(de)多個檢(jian)(jian)查(cha)事項(xiang),原則上(shang)應一(yi)(yi)(yi)次性完(wan)成。對(dui)(dui)民營(ying)企(qi)業經營(ying)中的(de)(de)(de)(de)一(yi)(yi)(yi)般違法(fa)行為(wei),要(yao)審慎(shen)(shen)研究、妥善處(chu)理,慎(shen)(shen)用行政強制(zhi)措(cuo)施。可(ke)以通過說服、建(jian)議、協(xie)商等手段(duan)解(jie)決的(de)(de)(de)(de),要(yao)以教育為(wei)主(zhu),不能一(yi)(yi)(yi)味處(chu)罰、一(yi)(yi)(yi)罰了(le)事,堅(jian)決避免對(dui)(dui)市(shi)場活動的(de)(de)(de)(de)過度干預。〔責任單位:市(shi)工商局、市(shi)編辦(ban)、市(shi)法(fa)制(zhi)辦(ban)、市(shi)發改委(wei)(市(shi)信用辦(ban))及市(shi)有關(guan)部(bu)(bu)門(men)〕 

23.妥(tuo)善解決歷史遺留問(wen)題。開展(zhan)民(min)營企(qi)業(ye)歷史遺留問(wen)題專(zhuan)項(xiang)服務(wu),集中時間和(he)力量妥(tuo)善處置涉(she)及(ji)企(qi)業(ye)用地、產(chan)權及(ji)補賠償等(deng)方面的歷史遺留問(wen)題。針對(dui)民(min)營企(qi)業(ye)不動產(chan)登記不符(fu)合受理條(tiao)件(jian)的,不屬(shu)于違(wei)建且(qie)工程質量安(an)全可以(yi)保證的情況(kuang)下,相關部門應按各自職責主(zhu)動幫助(zhu)企(qi)業(ye)補齊登記材料,無法(fa)補辦的應明確(que)處置方案,幫助(zhu)企(qi)業(ye)盡快符(fu)合申請不動產(chan)登記條(tiao)件(jian)。對(dui)以(yi)往因政府換屆、領導人(ren)員(yuan)更替(ti)等(deng)原因造成(cheng)違(wei)約毀(hui)約的,應當(dang)依法(fa)支(zhi)持企(qi)業(ye)的合理訴求,將政務(wu)履約、守諾服務(wu)等(deng)納(na)入政府機關績效考(kao)核(he)內容。(責任單位(wei):各區政府,市(shi)(shi)(shi)國土(tu)局(ju)(ju)、市(shi)(shi)(shi)建委(wei)、市(shi)(shi)(shi)規劃局(ju)(ju)、市(shi)(shi)(shi)國資(zi)委(wei)、市(shi)(shi)(shi)房(fang)產(chan)局(ju)(ju)、市(shi)(shi)(shi)公(gong)安(an)消防局(ju)(ju))

28.保(bao)護(hu)民(min)營(ying)(ying)(ying)(ying)企(qi)(qi)業正(zheng)常(chang)(chang)生產(chan)經營(ying)(ying)(ying)(ying)。對辦案過程中(zhong)涉及到(dao)的民(min)營(ying)(ying)(ying)(ying)企(qi)(qi)業工作人(ren)員,綜合考慮行(xing)為性質、危害程度以及配合調查、訴訟的態度等(deng)情況,依法(fa)慎(shen)用(yong)留置監(jian)察措(cuo)施和羈押性強(qiang)制(zhi)措(cuo)施。嚴(yan)格采取(qu)財產(chan)保(bao)全(quan)、行(xing)為保(bao)全(quan)等(deng)強(qiang)制(zhi)措(cuo)施,防止當事人(ren)惡意利用(yong)保(bao)全(quan)手段,侵害企(qi)(qi)業正(zheng)常(chang)(chang)生產(chan)經營(ying)(ying)(ying)(ying)。對因宏觀經濟(ji)形勢變(bian)化、產(chan)業政策調整所引起(qi)的涉訴糾紛或因產(chan)業經營(ying)(ying)(ying)(ying)出現(xian)暫時困難(nan)無法(fa)及時履行(xing)債(zhai)務的民(min)營(ying)(ying)(ying)(ying)企(qi)(qi)業被執行(xing)人(ren),慎(shen)用(yong)查封、凍(dong)結、扣押等(deng)措(cuo)施,最大限度減少(shao)司(si)法(fa)活(huo)動對涉案民(min)營(ying)(ying)(ying)(ying)企(qi)(qi)業正(zheng)常(chang)(chang)生產(chan)經營(ying)(ying)(ying)(ying)活(huo)動可(ke)能(neng)造成的不當影響(xiang)。(責任單位(wei):市(shi)法(fa)院、市(shi)檢(jian)察院、市(shi)公安(an)局、市(shi)監(jian)察委)
