江蘇(su)省關(guan)于進(jin)一(yi)步降低企業負擔(dan)促進(jin)實體經濟(ji)高質量發展的若(ruo)干政策措(cuo)施(全(quan)文)

為深入(ru)貫徹習(xi)近平新時代中(zhong)國特色社(she)會主義思想和(he)黨的十九大(da)精神(shen),全面落實習(xi)近平總(zong)書(shu)記對江(jiang)蘇工作系列重要(yao)講話精神(shen),進(jin)(jin)一(yi)步(bu)(bu)降(jiang)低企業負擔,促進(jin)(jin)實體經濟高質(zhi)量發(fa)展,加快制造強省建設步(bu)(bu)伐(fa),現制定(ding)以下政策措施。

01

一、進一步降低稅費(fei)負(fu)擔

(一(yi))落實國(guo)務院進(jin)口關(guan)稅稅率(lv)調整政策。自2018年(nian)11月1日起,降低(di)1585個稅目工業品(pin)等(deng)(deng)商(shang)(shang)品(pin)進(jin)口關(guan)稅稅率(lv),將部分國(guo)內市場(chang)需(xu)求大的(de)工程機械(xie)、儀器儀表等(deng)(deng)機電設備平(ping)均(jun)稅率(lv)由(you)(you)12.2%降至8.8%,紡織品(pin)、建材等(deng)(deng)商(shang)(shang)品(pin)平(ping)均(jun)稅率(lv)由(you)(you)11.5%降至8.4%,紙制(zhi)品(pin)等(deng)(deng)部分資源(yuan)性商(shang)(shang)品(pin)及初級加工品(pin)平(ping)均(jun)稅率(lv)由(you)(you)6.6%降至5.4%,并對(dui)同類或相似商(shang)(shang)品(pin)減并稅級。(南(nan)京海關(guan)牽頭,省稅務局、商(shang)(shang)務廳(ting)等(deng)(deng)參與)

(二)積極落實(shi)國(guo)務(wu)院“將(jiang)國(guo)家級科(ke)技(ji)企業孵化器和(he)大(da)學科(ke)技(ji)園享受(shou)的(de)免征房產稅(shui)、增值稅(shui)等(deng)優惠政策(ce)范圍擴大(da)至省(sheng)級,符合條件的(de)眾(zhong)創空間也(ye)可享受(shou)”的(de)政策(ce),根據財政部(bu)、稅(shui)務(wu)總局(ju)提出的(de)指導(dao)意見(jian),制定實(shi)施細則,推進政策(ce)落地(di)落實(shi)。(省(sheng)稅(shui)務(wu)局(ju)牽頭,省(sheng)財政廳、科(ke)技(ji)廳等(deng)參與)

(三)調整(zheng)印(yin)花(hua)稅(shui)(shui)核(he)(he)定征(zheng)收(shou)標(biao)準(zhun)(zhun)。自(zi)2018年12月1日起,印(yin)花(hua)稅(shui)(shui)的(de)核(he)(he)定標(biao)準(zhun)(zhun)調整(zheng)為:工(gong)業(ye)(ye)企業(ye)(ye)按(an)產品銷售收(shou)入(ru)70%,商業(ye)(ye)企業(ye)(ye)、外(wai)貿企業(ye)(ye)按(an)商品銷售收(shou)入(ru)40%核(he)(he)定征(zheng)收(shou),其他行(xing)業(ye)(ye)按(an)應稅(shui)(shui)金額(e)的(de)80%核(he)(he)定征(zheng)收(shou)。(省稅(shui)(shui)務局牽頭)

(四)允許符(fu)合條(tiao)件的(de)財(cai)(cai)政性(xing)資金準予作為企業所得稅不(bu)征(zheng)稅收(shou)(shou)入(ru)。企業從縣級以上(shang)財(cai)(cai)政部(bu)門及其他部(bu)門取得的(de)應計(ji)入(ru)收(shou)(shou)入(ru)總額(e)的(de)財(cai)(cai)政性(xing)資金,凡符(fu)合條(tiao)件的(de),可(ke)以作為不(bu)征(zheng)稅收(shou)(shou)入(ru),在計(ji)算應納稅所得額(e)時從收(shou)(shou)入(ru)總額(e)中減除(chu)。(省稅務局牽頭(tou),省財(cai)(cai)政廳等參與)

(五(wu))鼓(gu)(gu)勵外(wai)商(shang)擴(kuo)大再投(tou)(tou)(tou)資(zi)(zi)(zi)。對境外(wai)投(tou)(tou)(tou)資(zi)(zi)(zi)者(zhe)從(cong)中國(guo)境內居民(min)企業分配的(de)利(li)潤,用于境內直接投(tou)(tou)(tou)資(zi)(zi)(zi)暫不(bu)征收預(yu)提所(suo)得稅(shui)政(zheng)(zheng)策的(de)適用范圍,由外(wai)商(shang)投(tou)(tou)(tou)資(zi)(zi)(zi)鼓(gu)(gu)勵類(lei)項(xiang)目擴(kuo)大至所(suo)有非禁止外(wai)商(shang)投(tou)(tou)(tou)資(zi)(zi)(zi)項(xiang)目和(he)領域(yu)。鼓(gu)(gu)勵境外(wai)投(tou)(tou)(tou)資(zi)(zi)(zi)者(zhe)以(yi)其在我省(sheng)(sheng)設立企業所(suo)得人民(min)幣利(li)潤再投(tou)(tou)(tou)資(zi)(zi)(zi),或以(yi)外(wai)商(shang)投(tou)(tou)(tou)資(zi)(zi)(zi)企業未分配利(li)潤、股(gu)利(li)(利(li)息)、資(zi)(zi)(zi)本公積金(jin)(jin)等轉增注冊資(zi)(zi)(zi)本,符合產(chan)業發展方(fang)向且年(nian)實際到賬外(wai)資(zi)(zi)(zi)金(jin)(jin)額超過(guo)1億元人民(min)幣的(de),可由地方(fang)政(zheng)(zheng)府(fu)給(gei)予支持(chi),省(sheng)(sheng)級商(shang)務發展專項(xiang)資(zi)(zi)(zi)金(jin)(jin)給(gei)予適當(dang)支持(chi)。(省(sheng)(sheng)商(shang)務廳牽頭,省(sheng)(sheng)財政(zheng)(zheng)廳、稅(shui)務局等參與)

(六)落(luo)實好減征或免(mian)(mian)征房產(chan)稅相關規定(ding)。對納稅人(ren)按規定(ding)納稅確(que)有(you)困(kun)難(nan),需要給予(yu)減免(mian)(mian)或免(mian)(mian)稅照(zhao)顧(gu)的(de),由市、縣(市、區)人(ren)民政府批準,減征或免(mian)(mian)征房產(chan)稅。(省財政廳牽頭,省稅務局等參與(yu))

二、進一步降低用地成本

(七)適當下調全省(sheng)(sheng)城(cheng)鎮土地使用稅每平方米(mi)最(zui)低稅額。即大城(cheng)市從(cong)3元(yuan)(yuan)(yuan)(yuan)降(jiang)至(zhi)(zhi)1.5元(yuan)(yuan)(yuan)(yuan)、中等(deng)城(cheng)市從(cong)3元(yuan)(yuan)(yuan)(yuan)降(jiang)至(zhi)(zhi)1.2元(yuan)(yuan)(yuan)(yuan),小城(cheng)市從(cong)2元(yuan)(yuan)(yuan)(yuan)降(jiang)至(zhi)(zhi)0.9元(yuan)(yuan)(yuan)(yuan),縣城(cheng)、建制鎮、工礦區從(cong)2元(yuan)(yuan)(yuan)(yuan)降(jiang)至(zhi)(zhi)0.6元(yuan)(yuan)(yuan)(yuan)。探(tan)索實施差別(bie)化城(cheng)鎮土地使用稅政策(ce),對符合條件的依法給予(yu)優(you)惠。(省(sheng)(sheng)稅務局(ju)牽頭,省(sheng)(sheng)財政廳、工業和(he)信息化廳等(deng)參與)

(八)適(shi)當調整工業用地(di)(di)出(chu)讓底價。制定《江蘇省(sheng)(sheng)(sheng)優先發展產業目(mu)錄》,屬于目(mu)錄內且用地(di)(di)集約的制造業項目(mu),土地(di)(di)出(chu)讓底價可按(an)所在地(di)(di)土地(di)(di)等別對(dui)應工業用地(di)(di)最低價標準(zhun)的70%執行(xing)。(省(sheng)(sheng)(sheng)自然(ran)資源廳(ting)牽頭,省(sheng)(sheng)(sheng)工業和(he)信息(xi)化廳(ting)等參與)

(九)下(xia)調土地(di)出讓(rang)競買保證(zheng)(zheng)金(jin)(jin)和(he)履(lv)約(yue)保證(zheng)(zheng)金(jin)(jin)。根據各(ge)地(di)土地(di)規模、土地(di)估價結果、土地(di)市場情況等,可以(yi)下(xia)調工(gong)業(ye)用(yong)地(di)出讓(rang)競買保證(zheng)(zheng)金(jin)(jin)和(he)合(he)同(tong)履(lv)約(yue)保證(zheng)(zheng)金(jin)(jin),合(he)理確定工(gong)業(ye)用(yong)地(di)出讓(rang)金(jin)(jin)繳納期限。(省自然資(zi)源廳牽頭)

(十(shi))支持企業提高土地(di)資源利用(yong)率。允許四層(ceng)及以上配工業電梯(ti)的(de)高標(biao)準廠(chang)房,在(zai)不改變功能和(he)土地(di)用(yong)途的(de)前(qian)提下,按(an)幢、層(ceng)等固定(ding)界限為基本單元分割,用(yong)于引進相關(guan)產業鏈合(he)作伙伴的(de)產業項(xiang)目。(省(sheng)自然資源廳牽頭,省(sheng)工業和(he)信(xin)息化廳等參與(yu))

三、進一步降低用工(gong)成本

(十(shi)一)貫徹落實好(hao)國家統籌降(jiang)低社(she)會(hui)保(bao)(bao)(bao)(bao)險費率相關部署安排(pai)。按(an)照國務院明確的“總體(ti)上不(bu)增加(jia)企(qi)(qi)業負(fu)擔”的已定部署,在社(she)保(bao)(bao)(bao)(bao)征收機構改革到位前,確保(bao)(bao)(bao)(bao)社(she)保(bao)(bao)(bao)(bao)費現有征收政(zheng)(zheng)策(ce)穩定,確保(bao)(bao)(bao)(bao)總體(ti)上不(bu)增加(jia)企(qi)(qi)業負(fu)擔。(省人力資(zi)源社(she)會(hui)保(bao)(bao)(bao)(bao)障廳(ting)、醫保(bao)(bao)(bao)(bao)局牽(qian)頭,省財政(zheng)(zheng)廳(ting)、稅務局等參(can)與)

(十二)繼續實施現行階段性(xing)降低(di)社(she)保(bao)費率和(he)社(she)保(bao)費緩繳(jiao)(jiao)政(zheng)策,對(dui)暫(zan)時遇到經營困難、有發展潛(qian)力的企業,可采取分期繳(jiao)(jiao)納社(she)保(bao)費的過(guo)渡性(xing)措(cuo)施,幫助(zhu)企業渡過(guo)難關(guan)。(省(sheng)人(ren)力資源社(she)會保(bao)障廳、醫(yi)保(bao)局(ju)牽頭,省(sheng)財政(zheng)廳、商務廳、稅務局(ju)等參(can)與(yu))

(十三)適當調整職工醫療保(bao)險(xian)費(fei)(fei)(fei)率。職工醫療保(bao)險(xian)統籌(chou)基金累計(ji)結余過(guo)高的統籌(chou)地(di)區,適度降低單位繳費(fei)(fei)(fei)費(fei)(fei)(fei)率。(省醫保(bao)局牽頭,省財政廳(ting)、稅務局等參與)

四、進一(yi)步降低用電成本

(十四)進(jin)一步擴大(da)(da)(da)電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)場交(jiao)易規模。2019年市(shi)(shi)場交(jiao)易電(dian)(dian)量擴大(da)(da)(da)至(zhi)3000億(yi)千瓦時左(zuo)右,參與電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)場交(jiao)易的用戶(hu)范(fan)圍擴大(da)(da)(da)到全部10千伏及以上電(dian)(dian)壓等級(ji)的大(da)(da)(da)工(gong)(gong)業及一般工(gong)(gong)商(shang)業用戶(hu),重點支持高新技(ji)術、互(hu)聯(lian)網、大(da)(da)(da)數據、高端(duan)制造業參與電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)場交(jiao)易。到2020年,電(dian)(dian)力(li)(li)(li)(li)市(shi)(shi)場交(jiao)易電(dian)(dian)量占(zhan)省內發電(dian)(dian)量比例達到65%左(zuo)右。(省工(gong)(gong)業和信息(xi)化廳(ting)、江蘇能(neng)源監管辦牽頭,省能(neng)源局、電(dian)(dian)力(li)(li)(li)(li)公司等參與)

(十五)對低(di)壓用(yong)戶的報裝容量(liang)上限,從100千(qian)(qian)伏安提升至(zhi)160千(qian)(qian)伏安,由省(sheng)電(dian)力公(gong)司(si)(si)投資建設至(zhi)用(yong)戶資產分界點,并逐步擴大(da)至(zhi)所有10(20)千(qian)(qian)伏新裝增容用(yong)電(dian)項(xiang)目(mu)(不含(han)臨時用(yong)電(dian)和住宅小(xiao)區(qu)用(yong)電(dian)項(xiang)目(mu))。(省(sheng)電(dian)力公(gong)司(si)(si)牽頭)

五、進一步降低物流成(cheng)本

(十(shi)六)對普(pu)通(tong)收(shou)費(fei)公(gong)路,嚴(yan)格控制新設收(shou)費(fei)站,按規定撤除到(dao)期收(shou)費(fei)站。(省(sheng)(sheng)交通(tong)運輸廳牽頭,省(sheng)(sheng)發展改革委、財政廳等參與)

(十七)降低(di)企業物流成本。將(jiang)車(che)(che)輛車(che)(che)船(chuan)稅適用(yong)稅額降低(di)到(dao)法定稅率最低(di)水平。對持有“運政蘇通(tong)(tong)(tong)(tong)卡(ka)”貨(huo)運車(che)(che)輛,在(zai)江蘇省省內通(tong)(tong)(tong)(tong)行費優(you)(you)惠(hui)從9折(zhe)提高到(dao)8.5折(zhe);對進出南京(jing)港、連云港港、太倉港的集裝箱運輸車(che)(che)輛及中歐班(ban)列集裝箱主要裝車(che)(che)點(dian)(dian)和集貨(huo)點(dian)(dian)的運輸車(che)(che)輛,無論空箱、重箱運輸,在(zai)全(quan)省所有高速公路、普(pu)通(tong)(tong)(tong)(tong)公路收費站全(quan)免車(che)(che)輛通(tong)(tong)(tong)(tong)行費,以上兩項通(tong)(tong)(tong)(tong)行費優(you)(you)惠(hui)政策執行到(dao)2020年12月31日。(省財政廳牽頭,省發展改(gai)革(ge)委(wei)、交(jiao)通(tong)(tong)(tong)(tong)運輸廳、稅務局和江蘇交(jiao)通(tong)(tong)(tong)(tong)控股(gu)有限公司等(deng)參與)

六、進一步降低融資成(cheng)本

(十八)改進融(rong)(rong)資(zi)支(zhi)持機制。整合(he)現有各類(lei)融(rong)(rong)資(zi)支(zhi)持政策(ce),綜合(he)運用貼息、風險(xian)補償(chang)、信用保(bao)證基(ji)金、政銀合(he)作產品(pin)等(deng)方式(shi),加大投入力度,給予(yu)中小微(wei)企業融(rong)(rong)資(zi)支(zhi)持。加快全省(sheng)綜合(he)金融(rong)(rong)服(fu)務平(ping)臺建(jian)設,發揮征信系(xi)統在降低銀企信息不(bu)對稱方面的作用,實現各類(lei)融(rong)(rong)資(zi)支(zhi)持政策(ce)與綜合(he)金融(rong)(rong)服(fu)務平(ping)臺的融(rong)(rong)合(he)對接。(省(sheng)財政廳牽頭,省(sheng)地方金融(rong)(rong)監管局等(deng)參與)

(十九)完善轉(zhuan)(zhuan)貸(dai)(dai)應急機制(zhi)。支持各(ge)地設立財政(zheng)出資的(de)公益性轉(zhuan)(zhuan)貸(dai)(dai)基(ji)(ji)金為企(qi)業(ye)提供(gong)低成本的(de)轉(zhuan)(zhuan)貸(dai)(dai)“過橋”服(fu)務。鼓勵小微企(qi)業(ye)轉(zhuan)(zhuan)貸(dai)(dai)基(ji)(ji)金發(fa)揮其服(fu)務快捷的(de)優勢和(he)服(fu)務區域經濟發(fa)展作用,對其發(fa)放(fang)的(de)單戶不(bu)高于500萬元的(de)貸(dai)(dai)款,利率符合規定條件的(de),省財政(zheng)按季均余額不(bu)高于3‰的(de)標準(zhun)給予貸(dai)(dai)款風險(xian)補償資金。(省財政(zheng)廳牽頭,省地方金融監管局等參與)

(二(er)十)大力(li)推(tui)進政府性融(rong)(rong)(rong)資擔(dan)(dan)保(bao)(bao)(bao)(bao)體系建(jian)設。積極對接國家融(rong)(rong)(rong)資擔(dan)(dan)保(bao)(bao)(bao)(bao)基(ji)金(jin),省財政每年安排不低(di)于3億元,設立省級融(rong)(rong)(rong)資擔(dan)(dan)保(bao)(bao)(bao)(bao)代償補(bu)(bu)(bu)償資金(jin)池并實行動態補(bu)(bu)(bu)償機(ji)(ji)制,支(zhi)(zhi)持以(yi)省再擔(dan)(dan)保(bao)(bao)(bao)(bao)集團為龍(long)頭(tou)的(de)全省融(rong)(rong)(rong)資擔(dan)(dan)保(bao)(bao)(bao)(bao)體系建(jian)設,專項用(yong)于對小(xiao)(xiao)微(wei)(wei)企業(ye)(ye)、“三農”“雙創”和(he)戰略性新興(xing)產(chan)業(ye)(ye)融(rong)(rong)(rong)資再擔(dan)(dan)保(bao)(bao)(bao)(bao)進行風(feng)(feng)險補(bu)(bu)(bu)償,推(tui)進“政銀擔(dan)(dan)”風(feng)(feng)險共擔(dan)(dan)機(ji)(ji)制落到實處(chu)。強化省再擔(dan)(dan)保(bao)(bao)(bao)(bao)集團小(xiao)(xiao)微(wei)(wei)企業(ye)(ye)融(rong)(rong)(rong)資擔(dan)(dan)保(bao)(bao)(bao)(bao)再擔(dan)(dan)保(bao)(bao)(bao)(bao)業(ye)(ye)務占比考核,促進政府性融(rong)(rong)(rong)資擔(dan)(dan)保(bao)(bao)(bao)(bao)機(ji)(ji)構加大對中小(xiao)(xiao)企業(ye)(ye)融(rong)(rong)(rong)資的(de)增(zeng)信支(zhi)(zhi)持。(省財政廳牽頭(tou),省地(di)方金(jin)融(rong)(rong)(rong)監(jian)(jian)管局、江蘇銀保(bao)(bao)(bao)(bao)監(jian)(jian)局籌備(bei)組、省信用(yong)再擔(dan)(dan)保(bao)(bao)(bao)(bao)集團有限公司(si)等(deng)參與)

七、進一(yi)步(bu)降低創新成本

(二十一)鼓(gu)勵企(qi)(qi)業加(jia)強研(yan)(yan)發(fa)(fa)(fa)(fa)投入。企(qi)(qi)業開展研(yan)(yan)發(fa)(fa)(fa)(fa)活動實(shi)際(ji)發(fa)(fa)(fa)(fa)生(sheng)的(de)(de)研(yan)(yan)發(fa)(fa)(fa)(fa)費(fei)(fei)用(yong)(yong),未形(xing)成(cheng)無(wu)形(xing)資(zi)產計入當期損益(yi)的(de)(de),按(an)規(gui)定據(ju)實(shi)扣(kou)除(chu)后,一定期限內再按(an)照實(shi)際(ji)發(fa)(fa)(fa)(fa)生(sheng)額(e)的(de)(de)75%稅(shui)(shui)前(qian)(qian)加(jia)計扣(kou)除(chu);形(xing)成(cheng)無(wu)形(xing)資(zi)產的(de)(de),按(an)照無(wu)形(xing)資(zi)產成(cheng)本的(de)(de)175%在稅(shui)(shui)前(qian)(qian)攤(tan)銷。企(qi)(qi)業委(wei)(wei)托(tuo)境外(wai)機(ji)構研(yan)(yan)發(fa)(fa)(fa)(fa)所發(fa)(fa)(fa)(fa)生(sheng)的(de)(de)費(fei)(fei)用(yong)(yong),按(an)照費(fei)(fei)用(yong)(yong)實(shi)際(ji)發(fa)(fa)(fa)(fa)生(sheng)額(e)的(de)(de)80%計入委(wei)(wei)托(tuo)方的(de)(de)委(wei)(wei)托(tuo)境外(wai)研(yan)(yan)發(fa)(fa)(fa)(fa)費(fei)(fei)用(yong)(yong),委(wei)(wei)托(tuo)境外(wai)研(yan)(yan)發(fa)(fa)(fa)(fa)費(fei)(fei)用(yong)(yong)不(bu)超過境內符合條件研(yan)(yan)發(fa)(fa)(fa)(fa)費(fei)(fei)用(yong)(yong)2/3的(de)(de)部分,可按(an)規(gui)定在企(qi)(qi)業所得稅(shui)(shui)前(qian)(qian)加(jia)計扣(kou)除(chu)。企(qi)(qi)業引進(jin)具有高級技術職稱或博士(shi)、博士(shi)后等高層次人才支付(fu)的(de)(de)一次性住房補(bu)貼、安家費(fei)(fei)及科研(yan)(yan)啟動經(jing)費(fei)(fei),可按(an)規(gui)定在稅(shui)(shui)前(qian)(qian)扣(kou)除(chu)。正常經(jing)營(ying),無(wu)欠稅(shui)(shui)、違規(gui)經(jing)營(ying)或受法律(lv)處罰等不(bu)良誠(cheng)信記錄(lu)的(de)(de)企(qi)(qi)業,均可享受此政策。(省(sheng)稅(shui)(shui)務(wu)局牽頭(tou),省(sheng)科技廳、工(gong)業和(he)信息化(hua)廳等參與(yu))

(二(er)(er)十(shi)二(er)(er))鼓勵企業加強知(zhi)(zhi)識產權創造運(yun)用。對上年度國內(nei)授權發(fa)明專(zhuan)利(li)(li)每件給予(yu)定額(e)補(bu)貼(tie)(tie);對發(fa)明專(zhuan)利(li)(li)維持(chi)年費(fei)給予(yu)適當補(bu)貼(tie)(tie);對國(境)外專(zhuan)利(li)(li)按上年度各市、縣(市、區)PCT國際專(zhuan)利(li)(li)申請量給予(yu)補(bu)貼(tie)(tie),由各地(di)統籌用于獎勵進(jin)入外國國家(地(di)區)公布階段或(huo)獲得(de)授權的專(zhuan)利(li)(li)。(省知(zhi)(zhi)識產權局牽(qian)頭,省財政廳等(deng)參與)

八、進一步降低制度性交(jiao)易成本(ben)
