省政(zheng)府關于進(jin)一步促進(jin)民間投(tou)資發展的意見(jian)

各(ge)市(shi)、縣(市(shi)、區)人民政(zheng)府,省各(ge)委辦(ban)廳局,省各(ge)直屬(shu)單位:

  促進(jin)民(min)間投(tou)資健康發(fa)(fa)展(zhan),對(dui)于推動(dong)全(quan)省(sheng)(sheng)新(xin)舊動(dong)能(neng)加速轉(zhuan)換和(he)新(xin)經濟培育成長(chang),加快聚力創新(xin)、聚焦富民(min)步(bu)伐,高水平全(quan)面(mian)建成小康社(she)會,建設“強富美高”新(xin)江蘇,具有(you)重要的意(yi)義(yi)。為深(shen)入貫徹《國務院(yuan)辦公(gong)廳關于進(jin)一(yi)步(bu)做好民(min)間投(tou)資有(you)關工作(zuo)的通知》(國辦發(fa)(fa)明電〔2016〕12號)等文件精神(shen),認真落實國務院(yuan)促進(jin)民(min)間投(tou)資專項督查(cha)組(zu)對(dui)我省(sheng)(sheng)提出的整改要求,現就進(jin)一(yi)步(bu)促進(jin)我省(sheng)(sheng)民(min)間投(tou)資發(fa)(fa)展(zhan),提出如下意(yi)見。

  一、大(da)力發展實體經濟

  (一(yi))促(cu)進(jin)產業(ye)(ye)轉(zhuan)型(xing)升級(ji)。深入(ru)貫徹《中(zhong)國制造(zao)(zao)2025江蘇行動綱要》,充(chong)分發揮省(sheng)級(ji)戰(zhan)略性(xing)(xing)新(xin)興產業(ye)(ye)專(zhuan)(zhuan)項資金(jin)(jin)、工業(ye)(ye)和信息產業(ye)(ye)轉(zhuan)型(xing)升級(ji)專(zhuan)(zhuan)項資金(jin)(jin)、省(sheng)級(ji)科技成果引(yin)導資金(jin)(jin)的引(yin)導和帶動作用,鼓勵民間資本重點(dian)投向新(xin)能源(yuan)(yuan)、新(xin)材料、生物(wu)技術和新(xin)醫藥、節(jie)能環保、物(wu)聯網和云計算、新(xin)一(yi)代信息技術和軟件、高端(duan)裝備制造(zao)(zao)、新(xin)能源(yuan)(yuan)汽車等戰(zhan)略性(xing)(xing)新(xin)興產業(ye)(ye),努力(li)培育新(xin)經濟增(zeng)長點(dian)和產業(ye)(ye)轉(zhuan)型(xing)升級(ji)新(xin)動力(li)。堅持企(qi)業(ye)(ye)主體與政府引(yin)導相結合(he)、發展先(xian)進(jin)與淘(tao)汰落后相結合(he)、積極推進(jin)與穩妥安(an)置相結合(he),通(tong)過(guo)環保、能耗(hao)、質量、安(an)全等標準,引(yin)導過(guo)剩產能、落后產能、低(di)效產能逐步退出市場(chang),支持民營企(qi)業(ye)(ye)加快“騰籠換鳥”、二次創(chuang)業(ye)(ye),提升實體經濟資產質量,促(cu)進(jin)產業(ye)(ye)向中(zhong)高端(duan)邁進(jin)。

  (二(er))鼓(gu)(gu)(gu)勵(li)企業(ye)(ye)技(ji)(ji)(ji)術創新。完(wan)善以企業(ye)(ye)為(wei)主(zhu)體、市場為(wei)導(dao)(dao)(dao)向、產(chan)學研(yan)相(xiang)結合(he)的產(chan)業(ye)(ye)技(ji)(ji)(ji)術創新體系,鼓(gu)(gu)(gu)勵(li)民(min)(min)營(ying)(ying)企業(ye)(ye)聯合(he)研(yan)究機構(gou)通過委托研(yan)發(fa)、技(ji)(ji)(ji)術許(xu)可(ke)、技(ji)(ji)(ji)術轉讓(rang)、技(ji)(ji)(ji)術入股等多(duo)種形式,開(kai)展多(duo)要素、多(duo)樣化的政產(chan)學研(yan)用(yong)合(he)作。鼓(gu)(gu)(gu)勵(li)民(min)(min)營(ying)(ying)企業(ye)(ye)建(jian)立(li)重點實驗(yan)室、工(gong)(gong)程(cheng)技(ji)(ji)(ji)術研(yan)究中心、工(gong)(gong)程(cheng)實驗(yan)室、企業(ye)(ye)技(ji)(ji)(ji)術中心等研(yan)發(fa)機構(gou)。支持(chi)民(min)(min)營(ying)(ying)企業(ye)(ye)參(can)與標準規范(fan)制定(ding),對(dui)民(min)(min)營(ying)(ying)企業(ye)(ye)主(zhu)導(dao)(dao)(dao)或參(can)與國(guo)際、國(guo)家級(ji)行業(ye)(ye)標準和技(ji)(ji)(ji)術規范(fan)制修訂的,各級(ji)財(cai)政可(ke)視財(cai)力狀況給(gei)予獎勵(li)。大力發(fa)展軍民(min)(min)融(rong)(rong)合(he),鼓(gu)(gu)(gu)勵(li)民(min)(min)營(ying)(ying)企業(ye)(ye)與軍工(gong)(gong)單位開(kai)展研(yan)發(fa)與生(sheng)產(chan)合(he)作,充分(fen)發(fa)揮省級(ji)軍民(min)(min)融(rong)(rong)合(he)發(fa)展專項資金的引導(dao)(dao)(dao)作用(yong),對(dui)軍民(min)(min)融(rong)(rong)合(he)發(fa)展投資項目(mu)給(gei)予支持(chi)。

  (三)加強載體支撐和(he)信(xin)息引(yin)導。積極支持重大科(ke)(ke)創載體建(jian)設,加快發(fa)(fa)展產業(ye)科(ke)(ke)技服(fu)務(wu)(wu)示(shi)范區,鼓勵各(ge)類園區、開發(fa)(fa)區重點建(jian)設關鍵共性技術(shu)(shu)研發(fa)(fa)、公共技術(shu)(shu)服(fu)務(wu)(wu)、產業(ye)監測(ce)等(deng)服(fu)務(wu)(wu)平(ping)臺,對符合條(tiao)件的民(min)間投(tou)(tou)資(zi)項(xiang)目優先列入各(ge)級重大項(xiang)目投(tou)(tou)資(zi)計(ji)劃,給予重點保(bao)障和(he)推進。充分利(li)用全省(sheng)(sheng)政務(wu)(wu)服(fu)務(wu)(wu)網、投(tou)(tou)資(zi)項(xiang)目在線審批監管平(ping)臺、全省(sheng)(sheng)統(tong)計(ji)數(shu)據中心(xin)等(deng)信(xin)息平(ping)臺,及(ji)時向(xiang)社(she)會發(fa)(fa)布產業(ye)發(fa)(fa)展、投(tou)(tou)資(zi)、財稅、招投(tou)(tou)標等(deng)政策信(xin)息和(he)投(tou)(tou)資(zi)結構(gou)分布、投(tou)(tou)資(zi)發(fa)(fa)展趨勢(shi)、產能結構(gou)變化等(deng)投(tou)(tou)資(zi)動(dong)態信(xin)息,引(yin)導企業(ye)準確選擇投(tou)(tou)資(zi)方向(xiang),提升民(min)營企業(ye)盈利(li)能力(li)。

  (四(si))降(jiang)(jiang)低(di)(di)項目(mu)建(jian)設(she)(she)和運行(xing)成(cheng)(cheng)本(ben)。認真貫徹(che)落實(shi)《省政府(fu)關于降(jiang)(jiang)低(di)(di)實(shi)體經濟(ji)企(qi)業(ye)成(cheng)(cheng)本(ben)的意見》(蘇政發(fa)〔2016〕26號),切(qie)實(shi)降(jiang)(jiang)低(di)(di)民營經濟(ji)特別是民間投資(zi)(zi)項目(mu)建(jian)設(she)(she)和運行(xing)成(cheng)(cheng)本(ben)。完(wan)(wan)善(shan)(shan)(shan)企(qi)業(ye)最低(di)(di)工(gong)資(zi)(zi)標準調整機(ji)(ji)制,落實(shi)階段性降(jiang)(jiang)低(di)(di)企(qi)業(ye)社保(bao)(bao)繳費(fei)(fei)比例和援企(qi)穩崗(gang)補貼等(deng)政策(ce),合理(li)控(kong)制用(yong)工(gong)成(cheng)(cheng)本(ben)。調整完(wan)(wan)善(shan)(shan)(shan)公路收(shou)費(fei)(fei)政策(ce),規范(fan)機(ji)(ji)場(chang)、鐵路、港(gang)口碼(ma)頭及海關監管區收(shou)費(fei)(fei),有效降(jiang)(jiang)低(di)(di)物流成(cheng)(cheng)本(ben)。進一步(bu)優化(hua)能(neng)源發(fa)展結(jie)構,加快(kuai)電力市場(chang)化(hua)改革,完(wan)(wan)善(shan)(shan)(shan)天然氣價格形成(cheng)(cheng)機(ji)(ji)制,切(qie)實(shi)降(jiang)(jiang)低(di)(di)項目(mu)用(yong)能(neng)成(cheng)(cheng)本(ben)。推進相對(dui)集中行(xing)政許可權改革試點工(gong)作,全面(mian)清(qing)(qing)理(li)行(xing)政審批中介服務事項及其收(shou)費(fei)(fei)標準,著力降(jiang)(jiang)低(di)(di)制度性交易成(cheng)(cheng)本(ben)。提高企(qi)業(ye)資(zi)(zi)金(jin)周轉效率,清(qing)(qing)理(li)規范(fan)工(gong)程建(jian)設(she)(she)領(ling)域(yu)保(bao)(bao)證金(jin),加強(qiang)資(zi)(zi)金(jin)清(qing)(qing)欠工(gong)作,化(hua)解民營企(qi)業(ye)債(zhai)務鏈風險。

  二、全面放(fang)寬市場準入

  (五)嚴格(ge)界(jie)定政(zheng)府(fu)投(tou)(tou)(tou)資(zi)范圍。政(zheng)府(fu)投(tou)(tou)(tou)資(zi)資(zi)金(jin)只(zhi)投(tou)(tou)(tou)向市(shi)場不能有效配(pei)置資(zi)源的公(gong)共基礎(chu)設施、農業農村(cun)、生態環保和(he)修復、重(zhong)大科技進步、社(she)(she)會公(gong)益服務(wu)、社(she)(she)會管(guan)理(li)、國(guo)家安全等公(gong)共領域項目(mu),以非經(jing)營(ying)性(xing)項目(mu)為主,原則(ze)上不支持經(jing)營(ying)性(xing)項目(mu)。對基礎(chu)設施、市(shi)政(zheng)公(gong)用和(he)其(qi)他公(gong)共服務(wu)領域項目(mu)中具有穩定收益、可獲(huo)得較(jiao)(jiao)好(hao)預期(qi)投(tou)(tou)(tou)資(zi)回(hui)報或通(tong)過適(shi)當(dang)補(bu)助可獲(huo)得較(jiao)(jiao)好(hao)預期(qi)投(tou)(tou)(tou)資(zi)回(hui)報的項目(mu),原則(ze)上推行市(shi)場化運(yun)作,鼓(gu)勵和(he)支持民(min)間資(zi)本參與,政(zheng)府(fu)可給(gei)予適(shi)當(dang)補(bu)助,一般不再進行全額投(tou)(tou)(tou)資(zi)。

  (六)全面落實民(min)(min)間(jian)資本準入(ru)(ru)平(ping)(ping)等(deng)待遇。進(jin)一(yi)步開放(fang)民(min)(min)用機場、基(ji)礎電信運營、油氣勘探(tan)開發、配售電、國(guo)(guo)防科技等(deng)領(ling)域,確保(bao)市(shi)(shi)場準入(ru)(ru)對各類(lei)投(tou)資主體一(yi)視同仁,鼓(gu)勵(li)和引導(dao)民(min)(min)資進(jin)入(ru)(ru)。對省內涉及市(shi)(shi)場準入(ru)(ru)、經營行(xing)為規范的(de)法規、規章和規定進(jin)行(xing)全面清(qing)理,按程序修改或停止執行(xing)不利(li)于民(min)(min)間(jian)投(tou)資準入(ru)(ru)和存在(zai)不公(gong)(gong)平(ping)(ping)待遇的(de)政(zheng)(zheng)策文件規定。各級政(zheng)(zheng)府(fu)推(tui)進(jin)的(de)重點(dian)事項和重大(da)建(jian)設(she)任務,一(yi)律向民(min)(min)間(jian)資本開放(fang),實行(xing)公(gong)(gong)平(ping)(ping)競爭,一(yi)般(ban)不再(zai)新設(she)國(guo)(guo)有(you)企業(ye)或指定既有(you)國(guo)(guo)有(you)企業(ye)承(cheng)擔投(tou)資建(jian)設(she)任務。

  (七)健(jian)全民(min)間(jian)(jian)投(tou)資(zi)權(quan)(quan)屬和收益保障機制(zhi)。對資(zi)產權(quan)(quan)屬結構不(bu)(bu)夠(gou)明晰而不(bu)(bu)能保證投(tou)資(zi)收益,導(dao)致(zhi)民(min)間(jian)(jian)資(zi)本(ben)不(bu)(bu)愿進入的(de)(de)行業或領域,建立健(jian)全包括民(min)間(jian)(jian)資(zi)本(ben)在(zai)內的(de)(de)各類投(tou)資(zi)主體(ti)投(tou)資(zi)權(quan)(quan)屬確認(ren)和保障機制(zhi),進一(yi)步(bu)完善公(gong)平公(gong)正和穩定(ding)合理(li)的(de)(de)投(tou)資(zi)回報機制(zhi),為民(min)間(jian)(jian)投(tou)資(zi)發展(zhan)(zhan)創(chuang)造公(gong)平的(de)(de)市(shi)場競(jing)爭環境。學習借鑒國外(wai)先(xian)進經驗,探(tan)索開展(zhan)(zhan)特(te)殊股權(quan)(quan)試點,國有(you)(you)(you)資(zi)本(ben)通過持有(you)(you)(you)極少量(liang)的(de)(de)特(te)殊股權(quan)(quan),僅在(zai)約定(ding)的(de)(de)個別關鍵(jian)事項上擁(yong)有(you)(you)(you)決(jue)策權(quan)(quan),將項目所有(you)(you)(you)權(quan)(quan)和收益權(quan)(quan)最大化賦予民(min)間(jian)(jian)資(zi)本(ben),有(you)(you)(you)效拓(tuo)展(zhan)(zhan)民(min)間(jian)(jian)投(tou)資(zi)發展(zhan)(zhan)空(kong)間(jian)(jian)。

  (八)探索民(min)間(jian)(jian)投資項(xiang)目負面(mian)(mian)清(qing)單管理。在(zai)符合(he)國家規定的(de)前提(ti)下(xia),試(shi)點開展民(min)間(jian)(jian)投資項(xiang)目市(shi)場(chang)準入負面(mian)(mian)清(qing)單管理制(zhi)度,定期(qi)調整公布民(min)間(jian)(jian)投資項(xiang)目負面(mian)(mian)清(qing)單。進一步(bu)明確負面(mian)(mian)清(qing)單以(yi)外的(de)行(xing)業(ye)、領域、業(ye)務等(deng),各類市(shi)場(chang)主體皆可依法平等(deng)進入,任(ren)何部(bu)門不(bu)得(de)以(yi)制(zhi)定規范性(xing)(xing)文件、印發(fa)會議紀要(yao)、公布歧視性(xing)(xing)招標公告等(deng)形式對(dui)民(min)間(jian)(jian)投資設置附加條件、歧視性(xing)(xing)條款和準入門檻。

  三、積極拓展投資領域

  (九)鼓勵(li)民(min)(min)間(jian)資(zi)(zi)(zi)本(ben)(ben)(ben)參與(yu)基礎設施領域投資(zi)(zi)(zi)。充分(fen)利用國家(jia)向地(di)方政府和民(min)(min)間(jian)資(zi)(zi)(zi)本(ben)(ben)(ben)放開城際鐵路(lu)(lu)等(deng)非干(gan)線鐵路(lu)(lu)所有(you)權和經營權的(de)機遇,力爭盡快在部(bu)分(fen)條件成熟(shu)的(de)鐵路(lu)(lu)項(xiang)目(mu)取得突破,率先引入(ru)民(min)(min)間(jian)資(zi)(zi)(zi)本(ben)(ben)(ben)。積(ji)(ji)極吸引民(min)(min)間(jian)資(zi)(zi)(zi)本(ben)(ben)(ben)參與(yu)公路(lu)(lu)建(jian)(jian)(jian)設,推動(dong)公路(lu)(lu)養(yang)護管(guan)理(li)領域通過政府購買服(fu)務引入(ru)民(min)(min)間(jian)資(zi)(zi)(zi)本(ben)(ben)(ben)。積(ji)(ji)極吸引民(min)(min)間(jian)資(zi)(zi)(zi)本(ben)(ben)(ben)參與(yu)盈利狀況較好的(de)機場(chang)(chang)建(jian)(jian)(jian)設,拓寬新建(jian)(jian)(jian)機場(chang)(chang)和改擴建(jian)(jian)(jian)機場(chang)(chang)項(xiang)目(mu)資(zi)(zi)(zi)金(jin)渠道。支(zhi)持民(min)(min)間(jian)資(zi)(zi)(zi)本(ben)(ben)(ben)投資(zi)(zi)(zi)建(jian)(jian)(jian)設風光電(dian)(dian)、生物質能(neng)等(deng)可(ke)再生能(neng)源項(xiang)目(mu),鼓勵(li)民(min)(min)間(jian)資(zi)(zi)(zi)本(ben)(ben)(ben)積(ji)(ji)極參與(yu)天然氣發電(dian)(dian)、熱電(dian)(dian)聯產、清潔高(gao)效煤(mei)電(dian)(dian)和燃煤(mei)電(dian)(dian)廠節能(neng)減排(pai)升級(ji)改造(zao)項(xiang)目(mu),積(ji)(ji)極吸引民(min)(min)間(jian)資(zi)(zi)(zi)本(ben)(ben)(ben)參與(yu)電(dian)(dian)網(wang)、油氣管(guan)網(wang)、煤(mei)炭儲運(yun)設施建(jian)(jian)(jian)設運(yun)營。

  (十)鼓(gu)勵民間資本參與生態(tai)環保領域(yu)投資。深(shen)化(hua)國有(you)林(lin)場管(guan)理體制(zhi)(zhi)和集體林(lin)權制(zhi)(zhi)度改革,鼓(gu)勵民間資本發(fa)展森林(lin)旅游(you)等(deng)特色產業,推進國有(you)林(lin)場公益林(lin)日常管(guan)護引入市場機(ji)制(zhi)(zhi)。在電力、鋼鐵、水(shui)泥、化(hua)工等(deng)重(zhong)點行業以(yi)及開發(fa)區等(deng)重(zhong)點區域(yu)大(da)力推行第(di)三方治理,通過(guo)委托治理服(fu)務(wu)、托管(guan)運(yun)營服(fu)務(wu)等(deng)方式,由排(pai)污(wu)企業付費(fei)購買專業環境服(fu)務(wu)公司治污(wu)減排(pai)服(fu)務(wu)。鼓(gu)勵民間資本參與排(pai)污(wu)權和碳排(pai)放權交(jiao)易(yi),積極推進排(pai)污(wu)權有(you)償使用和交(jiao)易(yi)試(shi)點,加快碳排(pai)放權交(jiao)易(yi)市場建設。

  (十一)鼓(gu)勵民間(jian)資(zi)(zi)本(ben)參(can)與(yu)農(nong)(nong)業水(shui)利(li)領域(yu)投(tou)資(zi)(zi)。培育(yu)農(nong)(nong)業多(duo)元化投(tou)資(zi)(zi)主體,鼓(gu)勵和引導農(nong)(nong)民合作社、家庭農(nong)(nong)場(chang)、專業大戶、農(nong)(nong)業企業等(deng)新型經營主體投(tou)資(zi)(zi)農(nong)(nong)田平(ping)整改(gai)(gai)良、灌排設(she)施、機耕(geng)道路等(deng)農(nong)(nong)田基礎設(she)施,建設(she)高標準農(nong)(nong)田。推(tui)進水(shui)權(quan)制度(du)改(gai)(gai)革(ge),完善(shan)水(shui)利(li)工程(cheng)水(shui)價形(xing)成機制,鼓(gu)勵民間(jian)資(zi)(zi)本(ben)以(yi)特許經營、參(can)股控股等(deng)多(duo)種形(xing)式參(can)與(yu)投(tou)資(zi)(zi)具有一定收益的節水(shui)供水(shui)重大水(shui)利(li)工程(cheng)。

  四、著力(li)創新合作模式

  (十三(san))積極推(tui)廣PPP投資(zi)模(mo)式。在政府負有提供責任(ren)又適宜市場化運(yun)作(zuo)(zuo)的(de)領(ling)域,大力推(tui)進(jin)(jin)政府和(he)民(min)間(jian)(jian)資(zi)本(ben)合(he)(he)作(zuo)(zuo),以特許經營、政府購(gou)買(mai)服務等(deng)(deng)方(fang)式參與基礎(chu)設(she)施和(he)公(gong)共服務領(ling)域建設(she)運(yun)營,增強(qiang)公(gong)共產(chan)品供給(gei)(gei)能力,提高供給(gei)(gei)效率。進(jin)(jin)一步完善(shan)民(min)間(jian)(jian)投資(zi)參與的(de)配套政策(ce)措施,研究(jiu)出臺相關(guan)行業(ye)(ye)、領(ling)域PPP實施細則,去除不合(he)(he)理門檻,優化價格形成機制(zhi),健全項目退出機制(zhi),加(jia)(jia)強(qiang)風險控制(zhi),切實解決民(min)企與國企公(gong)平競爭(zheng)問(wen)題,保護各方(fang)合(he)(he)法權益。完善(shan)PPP中(zhong)介(jie)服務支持(chi)體系,在項目前(qian)期(qi)決策(ce)過(guo)(guo)程中(zhong)發揮中(zhong)介(jie)機構在資(zi)產(chan)評(ping)估、成本(ben)核算、經濟補償、決策(ce)論證(zheng)、合(he)(he)同(tong)管理等(deng)(deng)方(fang)面專業(ye)(ye)技術優勢。建立健全各級(ji)PPP項目庫(ku)并及時組織更新,定期(qi)開展項目推(tui)介(jie)活動,并在項目實施過(guo)(guo)程中(zhong)加(jia)(jia)強(qiang)監督和(he)后評(ping)價。

  (十四)鼓勵(li)發展混(hun)合(he)所(suo)有(you)(you)(you)制(zhi)(zhi)投資(zi)(zi)。通過資(zi)(zi)產證券(quan)化和(he)公開轉(zhuan)讓部(bu)分(fen)國有(you)(you)(you)企(qi)業產權等(deng)(deng)方式(shi),將部(bu)分(fen)國有(you)(you)(you)存量(liang)資(zi)(zi)產轉(zhuan)讓給民間(jian)資(zi)(zi)本(ben),鼓勵(li)民間(jian)資(zi)(zi)本(ben)與(yu)(yu)國有(you)(you)(you)資(zi)(zi)本(ben)合(he)資(zi)(zi)組建混(hun)合(he)所(suo)有(you)(you)(you)制(zhi)(zhi)主體進(jin)行投資(zi)(zi),引(yin)導(dao)民間(jian)投資(zi)(zi)參與(yu)(yu)軌道交通、高(gao)速公路、港口、污(wu)水處理(li)、垃圾(ji)處理(li)等(deng)(deng)領(ling)域國有(you)(you)(you)資(zi)(zi)產投資(zi)(zi)運(yun)營。積極鼓勵(li)和(he)引(yin)導(dao)民間(jian)資(zi)(zi)本(ben)參與(yu)(yu)國有(you)(you)(you)企(qi)業改(gai)革(ge),在一般競爭性領(ling)域,啟(qi)動(dong)和(he)推進(jin)一批國有(you)(you)(you)企(qi)業混(hun)合(he)所(suo)有(you)(you)(you)制(zhi)(zhi)改(gai)革(ge)試(shi)點(dian);在可(ke)以實行市(shi)場化運(yun)作的(de)城市(shi)公共服(fu)務領(ling)域,進(jin)一步完善政府購買(mai)服(fu)務、特許(xu)經營等(deng)(deng)制(zhi)(zhi)度,啟(qi)動(dong)和(he)推進(jin)一批國有(you)(you)(you)企(qi)業混(hun)合(he)所(suo)有(you)(you)(you)制(zhi)(zhi)改(gai)革(ge)試(shi)點(dian)。

  (十五)大(da)力發(fa)展公(gong)私合作投資(zi)基(ji)金(jin)(jin)(jin)。進(jin)一步發(fa)揮政府資(zi)金(jin)(jin)(jin)的引(yin)導(dao)、示范和(he)放大(da)作用,積極鼓勵有條件的地方(fang),按(an)照“政府引(yin)導(dao)、市(shi)場運作、風險可控”的原則,由(you)政府出資(zi)牽(qian)頭設立綜(zong)合性母(mu)基(ji)金(jin)(jin)(jin)或重點行業(ye)(ye)(產業(ye)(ye))母(mu)基(ji)金(jin)(jin)(jin)。綜(zong)合運用參股基(ji)金(jin)(jin)(jin)、政府出資(zi)讓利于(yu)社(she)會出資(zi)等多種(zhong)方(fang)式,支持(chi)、引(yin)導(dao)和(he)推(tui)動民間資(zi)本出資(zi)設立創業(ye)(ye)投資(zi)基(ji)金(jin)(jin)(jin)或者市(shi)場化(hua)母(mu)基(ji)金(jin)(jin)(jin)。

  (十六)發展壯大農(nong)村集(ji)(ji)體(ti)(ti)經濟(ji)(ji)。發揮集(ji)(ji)體(ti)(ti)經濟(ji)(ji)組織主體(ti)(ti)作(zuo)用(yong),鼓勵集(ji)(ji)體(ti)(ti)經濟(ji)(ji)組織以自主開發、聯營聯建(jian)(jian)、區域(yu)統(tong)籌等(deng)方式,對農(nong)村低效用(yong)地進行(xing)集(ji)(ji)約利用(yong)和騰(teng)退改造,加快(kuai)城鄉結合部建(jian)(jian)設和新型(xing)城鎮化建(jian)(jian)設。集(ji)(ji)中(zhong)梳理推進一(yi)批以集(ji)(ji)體(ti)(ti)經濟(ji)(ji)組織為(wei)主體(ti)(ti)的項(xiang)目(mu),加快(kuai)釋放集(ji)(ji)體(ti)(ti)經濟(ji)(ji)組織投資潛(qian)力。按照中(zhong)央統(tong)一(yi)部署,認真做好(hao)常州市武(wu)進區農(nong)村集(ji)(ji)體(ti)(ti)土地制度改革試點工作(zuo),積(ji)極爭取擴大集(ji)(ji)體(ti)(ti)收(shou)益。

  五、有效改善融(rong)資環境(jing)

  (十(shi)七)支(zhi)持(chi)股(gu)權(quan)(quan)(quan)(quan)融(rong)(rong)(rong)資(zi)(zi)(zi)。積(ji)極(ji)(ji)鼓(gu)勵(li)(li)和(he)支(zhi)持(chi)實力較強的(de)民營(ying)企(qi)(qi)(qi)業(ye)(ye)(ye)通過(guo)主(zhu)板(ban)(ban)(ban)、中(zhong)小(xiao)(xiao)板(ban)(ban)(ban)、創業(ye)(ye)(ye)板(ban)(ban)(ban)上市和(he)新三(san)板(ban)(ban)(ban)、區域(yu)性股(gu)權(quan)(quan)(quan)(quan)市場(掛牌)融(rong)(rong)(rong)資(zi)(zi)(zi)。發(fa)(fa)展(zhan)各類(lei)創業(ye)(ye)(ye)投(tou)(tou)資(zi)(zi)(zi),充分發(fa)(fa)揮省天使投(tou)(tou)資(zi)(zi)(zi)引(yin)導(dao)資(zi)(zi)(zi)金作用,壯大(da)(da)面向種子期、初創期中(zhong)小(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)的(de)天使投(tou)(tou)資(zi)(zi)(zi)。積(ji)極(ji)(ji)向國家爭(zheng)取開(kai)展(zhan)金融(rong)(rong)(rong)機(ji)構(gou)持(chi)有企(qi)(qi)(qi)業(ye)(ye)(ye)股(gu)權(quan)(quan)(quan)(quan)試點,拓(tuo)展(zhan)企(qi)(qi)(qi)業(ye)(ye)(ye)特別是(shi)小(xiao)(xiao)微(wei)企(qi)(qi)(qi)業(ye)(ye)(ye)、創業(ye)(ye)(ye)型(xing)(xing)企(qi)(qi)(qi)業(ye)(ye)(ye)等輕資(zi)(zi)(zi)產企(qi)(qi)(qi)業(ye)(ye)(ye)融(rong)(rong)(rong)資(zi)(zi)(zi)渠道。積(ji)極(ji)(ji)穩(wen)妥開(kai)展(zhan)“投(tou)(tou)貸聯動”試點,適時總結(jie)推廣成功經(jing)驗。積(ji)極(ji)(ji)爭(zheng)取開(kai)展(zhan)股(gu)權(quan)(quan)(quan)(quan)眾(zhong)(zhong)籌融(rong)(rong)(rong)資(zi)(zi)(zi)試點,進一步(bu)建立完(wan)善(shan)股(gu)權(quan)(quan)(quan)(quan)眾(zhong)(zhong)籌融(rong)(rong)(rong)資(zi)(zi)(zi)平臺,鼓(gu)勵(li)(li)小(xiao)(xiao)微(wei)企(qi)(qi)(qi)業(ye)(ye)(ye)通過(guo)股(gu)權(quan)(quan)(quan)(quan)眾(zhong)(zhong)籌方式融(rong)(rong)(rong)資(zi)(zi)(zi)。支(zhi)持(chi)符合(he)條件(jian)的(de)企(qi)(qi)(qi)業(ye)(ye)(ye)開(kai)展(zhan)債(zhai)轉(zhuan)股(gu),改善(shan)企(qi)(qi)(qi)業(ye)(ye)(ye)資(zi)(zi)(zi)產負債(zhai)結(jie)構(gou)。積(ji)極(ji)(ji)吸引(yin)全國社會保(bao)障基(ji)金、基(ji)本養老保(bao)險基(ji)金、企(qi)(qi)(qi)業(ye)(ye)(ye)年金通過(guo)股(gu)權(quan)(quan)(quan)(quan)投(tou)(tou)資(zi)(zi)(zi)方式,支(zhi)持(chi)我(wo)省重大(da)(da)基(ji)礎設(she)施、重大(da)(da)民生工程、新型(xing)(xing)城鎮化(hua)等領(ling)域(yu)項目(mu)建設(she)。

  (十八)發(fa)展(zhan)債(zhai)(zhai)券(quan)(quan)(quan)(quan)融(rong)資。鼓勵金融(rong)機(ji)構加(jia)快債(zhai)(zhai)券(quan)(quan)(quan)(quan)產(chan)品(pin)創(chuang)新(xin),豐富債(zhai)(zhai)券(quan)(quan)(quan)(quan)品(pin)種,進一步發(fa)展(zhan)企(qi)業(ye)(ye)(ye)(ye)債(zhai)(zhai)券(quan)(quan)(quan)(quan)、公(gong)(gong)司債(zhai)(zhai)券(quan)(quan)(quan)(quan)、非金融(rong)企(qi)業(ye)(ye)(ye)(ye)債(zhai)(zhai)務融(rong)資工(gong)具,推動(dong)綠色(se)債(zhai)(zhai)券(quan)(quan)(quan)(quan)、項目收益債(zhai)(zhai)、專項企(qi)業(ye)(ye)(ye)(ye)債(zhai)(zhai)、資產(chan)支持(chi)債(zhai)(zhai)券(quan)(quan)(quan)(quan)、中小(xiao)企(qi)業(ye)(ye)(ye)(ye)集合(he)票據等特色(se)產(chan)品(pin)落(luo)地和擴(kuo)容,支持(chi)民間投資項目通過債(zhai)(zhai)券(quan)(quan)(quan)(quan)市場籌措(cuo)資金。充分(fen)利用發(fa)展(zhan)改(gai)革委改(gai)革創(chuang)新(xin)企(qi)業(ye)(ye)(ye)(ye)債(zhai)(zhai)券(quan)(quan)(quan)(quan)發(fa)行(xing)方式的(de)政(zheng)策(ce)機(ji)遇(yu),強化政(zheng)策(ce)宣(xuan)傳(chuan)和指導(dao),探(tan)索建立“企(qi)業(ye)(ye)(ye)(ye)債(zhai)(zhai)券(quan)(quan)(quan)(quan)+產(chan)業(ye)(ye)(ye)(ye)投資資金”“企(qi)業(ye)(ye)(ye)(ye)債(zhai)(zhai)券(quan)(quan)(quan)(quan)+銀行(xing)信貸”等融(rong)資協作新(xin)機(ji)制,進一步提高(gao)企(qi)業(ye)(ye)(ye)(ye)債(zhai)(zhai)券(quan)(quan)(quan)(quan)的(de)申報和發(fa)行(xing)效率。在(zai)全省范圍內(nei)探(tan)索“小(xiao)微企(qi)業(ye)(ye)(ye)(ye)發(fa)行(xing)私募(mu)債(zhai)(zhai)+小(xiao)貸公(gong)(gong)司提供擔保(bao)+再擔保(bao)公(gong)(gong)司提供再擔保(bao)兼主(zhu)承(cheng)銷”的(de)私募(mu)債(zhai)(zhai)發(fa)行(xing)模式。鼓勵各級政(zheng)府設立中小(xiao)企(qi)業(ye)(ye)(ye)(ye)風險緩釋基金,為民營企(qi)業(ye)(ye)(ye)(ye)融(rong)資搭建平臺、創(chuang)造條件(jian)。

  (十九)發(fa)揮政(zheng)(zheng)策(ce)性(xing)開發(fa)性(xing)金(jin)(jin)(jin)融(rong)(rong)作用。在國家批準的(de)業(ye)(ye)務(wu)范圍內,充分(fen)發(fa)揮政(zheng)(zheng)策(ce)性(xing)、開發(fa)性(xing)金(jin)(jin)(jin)融(rong)(rong)機構長期(qi)融(rong)(rong)資(zi)(zi)(zi)優勢及引(yin)領導向作用,為(wei)生態環保、農林水利、鐵路、公路、市(shi)政(zheng)(zheng)基礎設施、科技創新(xin)等(deng)重(zhong)大工程建(jian)(jian)設提供長期(qi)穩定、低成本的(de)資(zi)(zi)(zi)金(jin)(jin)(jin)支持(chi)。發(fa)揮專項(xiang)建(jian)(jian)設基金(jin)(jin)(jin)作用,通過資(zi)(zi)(zi)本金(jin)(jin)(jin)注入、股權投(tou)資(zi)(zi)(zi)等(deng)方式對符合條(tiao)件的(de)民(min)間(jian)投(tou)資(zi)(zi)(zi)項(xiang)目(mu)給予重(zhong)點支持(chi)。支持(chi)政(zheng)(zheng)策(ce)性(xing)、開發(fa)性(xing)金(jin)(jin)(jin)融(rong)(rong)機構拓(tuo)展業(ye)(ye)務(wu)空間(jian),聯(lian)合商業(ye)(ye)銀行、證券公司、保險(xian)公司、金(jin)(jin)(jin)融(rong)(rong)租賃公司等(deng)金(jin)(jin)(jin)融(rong)(rong)機構,通過組建(jian)(jian)產業(ye)(ye)投(tou)資(zi)(zi)(zi)基金(jin)(jin)(jin)等(deng)融(rong)(rong)資(zi)(zi)(zi)創新(xin),為(wei)民(min)間(jian)投(tou)資(zi)(zi)(zi)項(xiang)目(mu)建(jian)(jian)設提供“投(tou)資(zi)(zi)(zi)、貸(dai)款、發(fa)債、租賃、上(shang)市(shi)”等(deng)綜合金(jin)(jin)(jin)融(rong)(rong)服(fu)務(wu)。

  (二十)精準扶持(chi)小(xiao)(xiao)(xiao)微(wei)(wei)(wei)(wei)企(qi)業(ye)(ye)(ye)融(rong)(rong)(rong)資(zi)(zi)(zi)。鼓勵金(jin)融(rong)(rong)(rong)機構多維度加強(qiang)對(dui)小(xiao)(xiao)(xiao)微(wei)(wei)(wei)(wei)企(qi)業(ye)(ye)(ye)融(rong)(rong)(rong)資(zi)(zi)(zi)支(zhi)持(chi),落實(shi)貸(dai)款(kuan)增(zeng)速、戶數、申貸(dai)獲得率“三個不低于”目(mu)標要(yao)求,改進(jin)授(shou)信管理,優化服(fu)(fu)務流程,對(dui)經營狀況良好、符合條件(jian)的小(xiao)(xiao)(xiao)微(wei)(wei)(wei)(wei)企(qi)業(ye)(ye)(ye)給予轉(zhuan)續貸(dai)支(zhi)持(chi)。完善(shan)(shan)排污權(quan)(quan)、收(shou)費(fei)權(quan)(quan)、特許經營權(quan)(quan)等(deng)(deng)權(quan)(quan)利的確權(quan)(quan)、登記(ji)、抵(di)押(ya)、流轉(zhuan)等(deng)(deng)配套制度,幫助小(xiao)(xiao)(xiao)微(wei)(wei)(wei)(wei)企(qi)業(ye)(ye)(ye)積極申請創新類貸(dai)款(kuan)業(ye)(ye)(ye)務。推動(dong)發(fa)起成立小(xiao)(xiao)(xiao)微(wei)(wei)(wei)(wei)企(qi)業(ye)(ye)(ye)綜合金(jin)融(rong)(rong)(rong)服(fu)(fu)務電子交易平臺和融(rong)(rong)(rong)資(zi)(zi)(zi)性擔保聯盟,加快建(jian)立動(dong)產和應收(shou)賬款(kuan)等(deng)(deng)財產權(quan)(quan)利質押(ya)登記(ji)系統,改進(jin)和完善(shan)(shan)小(xiao)(xiao)(xiao)微(wei)(wei)(wei)(wei)企(qi)業(ye)(ye)(ye)金(jin)融(rong)(rong)(rong)服(fu)(fu)務。進(jin)一步規范有關(guan)部門和中介機構在融(rong)(rong)(rong)資(zi)(zi)(zi)過程中的評估、登記(ji)等(deng)(deng)收(shou)費(fei)行為,督促商業(ye)(ye)(ye)銀行取(qu)消(xiao)不合規不合理收(shou)費(fei),降低小(xiao)(xiao)(xiao)微(wei)(wei)(wei)(wei)企(qi)業(ye)(ye)(ye)融(rong)(rong)(rong)資(zi)(zi)(zi)成本。

  (二十(shi)一)加(jia)大(da)財政(zheng)(zheng)支持(chi)力度(du)。各級各類(lei)財政(zheng)(zheng)性(xing)產(chan)業(ye)發展(zhan)引導資(zi)(zi)金要在安排(pai)(pai)上對(dui)符(fu)合(he)產(chan)業(ye)政(zheng)(zheng)策(ce)、發展(zhan)前景好、帶動(dong)能力強的(de)民(min)營(ying)企(qi)(qi)業(ye)給予扶持(chi)。各類(lei)財政(zheng)(zheng)預算內投(tou)資(zi)(zi)、專項建設資(zi)(zi)金以(yi)及國際金融組織貸(dai)款(kuan)和(he)(he)外國政(zheng)(zheng)府(fu)貸(dai)款(kuan)等(deng),要明(ming)確(que)規則、統一標準,對(dui)包括民(min)間投(tou)資(zi)(zi)在內的(de)各類(lei)投(tou)資(zi)(zi)主體同等(deng)對(dui)待。在社會保障、公(gong)(gong)共文(wen)化和(he)(he)市政(zheng)(zheng)公(gong)(gong)共服務等(deng)領域,積極培(pei)育和(he)(he)扶持(chi)政(zheng)(zheng)府(fu)購買(mai)服務市場主體,采取價格(ge)(ge)扣除、預留份額、評審優惠(hui)等(deng)措施(shi),支持(chi)小微企(qi)(qi)業(ye)參(can)與政(zheng)(zheng)府(fu)采購。嚴格(ge)(ge)執行《中華人民(min)共和(he)(he)國政(zheng)(zheng)府(fu)采購法》等(deng)政(zheng)(zheng)府(fu)采購有(you)關法律(lv)制度(du)規定,采購人、采購代理(li)機(ji)構不得設置(zhi)不合(he)理(li)條件限制或排(pai)(pai)斥(chi)民(min)營(ying)企(qi)(qi)業(ye),嚴格(ge)(ge)按照采購合(he)同約定的(de)時限和(he)(he)方式支付款(kuan)項,為民(min)營(ying)企(qi)(qi)業(ye)參(can)與政(zheng)(zheng)府(fu)采購營(ying)造公(gong)(gong)平的(de)市場環境。

  (二十(shi)二)降低企(qi)業(ye)(ye)(ye)稅(shui)費(fei)負擔(dan)。落實(shi)國家降低制造業(ye)(ye)(ye)增(zeng)值稅(shui)稅(shui)負、小微企(qi)業(ye)(ye)(ye)和高新(xin)技術企(qi)業(ye)(ye)(ye)所(suo)得(de)稅(shui)優(you)惠(hui)、企(qi)業(ye)(ye)(ye)研發(fa)費(fei)用(yong)稅(shui)前(qian)加計(ji)扣除、固定資產加速折(zhe)舊等(deng)國家稅(shui)收(shou)(shou)優(you)惠(hui)政(zheng)(zheng)策(ce)。落實(shi)《環(huan)境保護、節能(neng)節水項目(mu)企(qi)業(ye)(ye)(ye)所(suo)得(de)稅(shui)優(you)惠(hui)目(mu)錄》和《資源(yuan)綜(zong)合利用(yong)產品和勞務增(zeng)值稅(shui)優(you)惠(hui)目(mu)錄》,確保垃圾填埋沼(zhao)氣發(fa)電項目(mu)按規(gui)(gui)定享受稅(shui)收(shou)(shou)優(you)惠(hui)。對(dui)非營(ying)(ying)利性(xing)(xing)基礎(chu)設(she)施(shi)和公共(gong)服(fu)務設(she)施(shi)建(jian)設(she),酌(zhuo)情免征(zheng)權(quan)限(xian)內有(you)關行政(zheng)(zheng)事(shi)業(ye)(ye)(ye)性(xing)(xing)收(shou)(shou)費(fei)。對(dui)營(ying)(ying)利性(xing)(xing)基礎(chu)設(she)施(shi)和公共(gong)服(fu)務設(she)施(shi)建(jian)設(she),酌(zhuo)情減(jian)半征(zheng)收(shou)(shou)權(quan)限(xian)內有(you)關行政(zheng)(zheng)事(shi)業(ye)(ye)(ye)性(xing)(xing)收(shou)(shou)費(fei)。全面清(qing)理規(gui)(gui)范涉(she)企(qi)收(shou)(shou)費(fei),實(shi)行行政(zheng)(zheng)事(shi)業(ye)(ye)(ye)性(xing)(xing)收(shou)(shou)費(fei)和政(zheng)(zheng)府性(xing)(xing)基金(jin)目(mu)錄清(qing)單管理,進(jin)一步減(jian)少和規(gui)(gui)范評(ping)審、評(ping)估、檢測等(deng)各類涉(she)企(qi)收(shou)(shou)費(fei),嚴厲打擊(ji)各種(zhong)涉(she)企(qi)違法違規(gui)(gui)收(shou)(shou)費(fei)行為。

  (二十三(san))構建政(zheng)府(fu)性(xing)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)體(ti)(ti)系。進一步加大對民營(ying)企業(ye)的(de)融(rong)資(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)支(zhi)持(chi)力(li)度,加快省(sheng)級融(rong)資(zi)再(zai)(zai)(zai)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)體(ti)(ti)系建設,支(zhi)持(chi)建立(li)(li)市級政(zheng)府(fu)性(xing)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構,鼓勵政(zheng)府(fu)性(xing)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構開(kai)展業(ye)務(wu)創新(xin),探索(suo)發展新(xin)型(xing)融(rong)資(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)行(xing)業(ye),推(tui)動形成政(zheng)府(fu)引導,銀(yin)(yin)行(xing)、擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)、再(zai)(zai)(zai)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)、小微(wei)(wei)企業(ye)為主體(ti)(ti)的(de)融(rong)資(zi)服務(wu)鏈條(tiao)。落實好擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)、再(zai)(zai)(zai)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)業(ye)務(wu)風險補償(chang)政(zheng)策(ce),對銀(yin)(yin)行(xing)發放小微(wei)(wei)企業(ye)、“三(san)農”和科技企業(ye)貸(dai)款(kuan),擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構提(ti)供融(rong)資(zi)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao),再(zai)(zai)(zai)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構提(ti)供再(zai)(zai)(zai)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)或分(fen)保(bao)(bao)(bao)的(de),由銀(yin)(yin)行(xing)、擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構、再(zai)(zai)(zai)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)機(ji)構合理分(fen)擔(dan)(dan)(dan)(dan)風險,鼓勵有(you)條(tiao)件的(de)地區設立(li)(li)財政(zheng)擔(dan)(dan)(dan)(dan)保(bao)(bao)(bao)基金(資(zi)金),參與分(fen)擔(dan)(dan)(dan)(dan)代(dai)償(chang)支(zhi)出(chu)或者(zhe)給予(yu)風險補償(chang)。

  (二十四)改(gai)革完善國有建設用(yong)(yong)地(di)供應(ying)(ying)方式(shi)。對(dui)民間投(tou)資的工業(ye)項(xiang)(xiang)目(mu),可(ke)采取長期(qi)租賃、先租后讓(rang)、租讓(rang)結合、彈(dan)性出讓(rang)方式(shi)供應(ying)(ying)土地(di),有效降低民營企業(ye)用(yong)(yong)地(di)成本。落實發展新(xin)(xin)產業(ye)新(xin)(xin)業(ye)態的供地(di)政(zheng)策,對(dui)依法利用(yong)(yong)存量房產、土地(di)資源建設文(wen)化創意、科技服務、眾創空間、研發設計等新(xin)(xin)產業(ye)、新(xin)(xin)業(ye)態的民間投(tou)資項(xiang)(xiang)目(mu),在5年(nian)內可(ke)繼續按(an)原用(yong)(yong)途(tu)和土地(di)權利類(lei)型使用(yong)(yong)土地(di),5年(nian)期(qi)滿或涉(she)及(ji)轉讓(rang)需辦理相關用(yong)(yong)地(di)手續的,可(ke)按(an)新(xin)(xin)用(yong)(yong)途(tu)、新(xin)(xin)權利類(lei)型、市場(chang)價,以協議(yi)方式(shi)辦理。保障物流項(xiang)(xiang)目(mu)用(yong)(yong)地(di)供應(ying)(ying),科學合理確定(ding)物流項(xiang)(xiang)目(mu)用(yong)(yong)地(di)容(rong)積率。

  七、切實優化行(xing)政服務

  (二(er)十五)深入推進(jin)簡政放(fang)權。貫徹落實國務院《清理(li)(li)(li)(li)規范投(tou)資項(xiang)(xiang)(xiang)目報建(jian)(jian)(jian)審(shen)(shen)批事(shi)項(xiang)(xiang)(xiang)實施方案(an)》,對(dui)企(qi)(qi)業核(he)準后開(kai)(kai)工前的各類報建(jian)(jian)(jian)事(shi)項(xiang)(xiang)(xiang)進(jin)行整合(he)和(he)清理(li)(li)(li)(li),打通投(tou)資項(xiang)(xiang)(xiang)目開(kai)(kai)工前 “最(zui)后一(yi)公里”。進(jin)一(yi)步整合(he)、清理(li)(li)(li)(li)、下放(fang)包(bao)括企(qi)(qi)業投(tou)資項(xiang)(xiang)(xiang)目核(he)準在內的各類投(tou)資審(shen)(shen)批事(shi)項(xiang)(xiang)(xiang),按(an)照(zhao)能簡則簡、能放(fang)則放(fang)的原則加(jia)快修(xiu)訂企(qi)(qi)業投(tou)資核(he)準目錄(lu),在有條(tiao)件的地方和(he)領域試點開(kai)(kai)展企(qi)(qi)業投(tou)資項(xiang)(xiang)(xiang)目承諾制(zhi)。進(jin)一(yi)步優化企(qi)(qi)業投(tou)資項(xiang)(xiang)(xiang)目審(shen)(shen)批流程,對(dui)備案(an)類項(xiang)(xiang)(xiang)目不(bu)得設置(zhi)任(ren)何前置(zhi)條(tiao)件,對(dui)核(he)準類項(xiang)(xiang)(xiang)目加(jia)快推進(jin)并聯審(shen)(shen)批,探索(suo)建(jian)(jian)(jian)立(li)多(duo)評合(he)一(yi)、統一(yi)評審(shen)(shen)新模(mo)式(shi)(shi)。按(an)照(zhao)改(gai)擴(kuo)建(jian)(jian)(jian)項(xiang)(xiang)(xiang)目和(he)新建(jian)(jian)(jian)項(xiang)(xiang)(xiang)目區別(bie)(bie)對(dui)待原則,結合(he)不(bu)同行業企(qi)(qi)業情(qing)況,研(yan)究改(gai)進(jin)環(huan)評管理(li)(li)(li)(li),簡化環(huan)評內容(rong)或降(jiang)低環(huan)評類別(bie)(bie)。加(jia)快構建(jian)(jian)(jian)權責(ze)明(ming)確、高效透明(ming)的事(shi)中(zhong)事(shi)后監管機(ji)制(zhi),全(quan)面推行“雙隨機(ji)、一(yi)公開(kai)(kai)”監管等政府管理(li)(li)(li)(li)新模(mo)式(shi)(shi)。

  (二十(shi)六)完善政務(wu)(wu)服務(wu)(wu)體系。大(da)力(li)推(tui)行(xing)(xing)“互聯網+政務(wu)(wu)服務(wu)(wu)”,充分(fen)發揮(hui)全國聯網的(de)投(tou)(tou)資(zi)項(xiang)目(mu)在線審批監管平臺作用,引(yin)入全流(liu)程監督(du)(du)管理(li)和(he)掛牌督(du)(du)辦(ban)機制(zhi)(zhi),加快推(tui)動(dong)(dong)有(you)效落(luo)實部門橫向協調(diao)聯動(dong)(dong)和(he)網上集中辦(ban)理(li),實現全省各類投(tou)(tou)資(zi)項(xiang)目(mu)審批“一口受(shou)理(li)、一碼通行(xing)(xing)、一網辦(ban)結”,讓(rang)(rang)企(qi)(qi)業少跑路、讓(rang)(rang)信(xin)息多跑路。探索建立(li)并(bing)逐步(bu)推(tui)行(xing)(xing)投(tou)(tou)資(zi)項(xiang)目(mu)審批首問負責制(zhi)(zhi)和(he)重大(da)投(tou)(tou)資(zi)項(xiang)目(mu)審批代辦(ban)制(zhi)(zhi)度,為(wei)企(qi)(qi)業辦(ban)理(li)項(xiang)目(mu)審批提(ti)供更(geng)加便捷(jie)、精準的(de)“一站式(shi)”受(shou)理(li)和(he)“全流(liu)程”服務(wu)(wu),讓(rang)(rang)政府成為(wei)企(qi)(qi)業的(de)“店小二”。結合推(tui)進行(xing)(xing)業商(shang)會協會脫鉤轉型(xing),加大(da)對(dui)民營企(qi)(qi)業專業培訓力(li)度,建立(li)為(wei)民營企(qi)(qi)業提(ti)供信(xin)息服務(wu)(wu)的(de)有(you)效渠道(dao),減少中介(jie)服務(wu)(wu)環(huan)節和(he)費用。

  (二十七)構建(jian)(jian)新(xin)型政(zheng)(zheng)商關系。完(wan)(wan)善(shan)政(zheng)(zheng)策發(fa)布(bu)等信息(xi)(xi)公開機制(zhi)(zhi),建(jian)(jian)立(li)涉企政(zheng)(zheng)策手機推送制(zhi)(zhi)度和網上集(ji)中(zhong)公開制(zhi)(zhi)度,加(jia)大政(zheng)(zheng)府信息(xi)(xi)數(shu)據(ju)開放(fang)力度。進一步(bu)完(wan)(wan)善(shan)重大項目協調(diao)(diao)聯動服(fu)務(wu)(wu)機制(zhi)(zhi),及時協調(diao)(diao)解決重大民(min)間(jian)投(tou)資項目推進過(guo)程中(zhong)遇到(dao)的問題和困難。加(jia)強與金融機構和民(min)營(ying)企業(ye)溝通(tong)合作,搭(da)建(jian)(jian)和完(wan)(wan)善(shan)融資合作平臺,定期梳理發(fa)布(bu)民(min)間(jian)投(tou)資項目融資需求(qiu),積極為民(min)間(jian)投(tou)資項目拓展(zhan)融資渠(qu)道。構建(jian)(jian)制(zhi)(zhi)度化、常(chang)態化政(zheng)(zheng)企溝通(tong)渠(qu)道,逐步(bu)推廣企業(ye)評議(yi)政(zheng)(zheng)府政(zheng)(zheng)務(wu)(wu)服(fu)務(wu)(wu)和營(ying)商環境(jing),堅定民(min)營(ying)企業(ye)發(fa)展(zhan)信心。

  (二十(shi)八)建立推進(jin)(jin)督(du)(du)查(cha)機制。要充(chong)分(fen)認識促進(jin)(jin)民(min)(min)(min)間(jian)投資健(jian)康發展的重(zhong)要意義,以(yi)更大的決心和氣力抓(zhua)好促進(jin)(jin)民(min)(min)(min)間(jian)投資工作(zuo)(zuo)。各(ge)地、各(ge)有(you)關部(bu)門和單位要結合各(ge)自實(shi)際,加快制定具體工作(zuo)(zuo)方案,進(jin)(jin)一步明(ming)確(que)職責分(fen)工,密切協調(diao)配合,細化重(zhong)點(dian)任務,緊抓(zhua)關鍵環節(jie),狠抓(zhua)工作(zuo)(zuo)落實(shi)。省政府將把促進(jin)(jin)民(min)(min)(min)間(jian)投資發展的推進(jin)(jin)落實(shi)情況作(zuo)(zuo)為(wei)督(du)(du)查(cha)的重(zhong)要內容,定期(qi)組織專(zhuan)項督(du)(du)查(cha)。各(ge)地也(ye)要采(cai)取(qu)切實(shi)有(you)效(xiao)(xiao)措(cuo)施加大促進(jin)(jin)民(min)(min)(min)間(jian)投資發展工作(zuo)(zuo)督(du)(du)查(cha)推進(jin)(jin)力度,確(que)保(bao)各(ge)項政策措(cuo)施落實(shi)到位、取(qu)得實(shi)效(xiao)(xiao)。
