江蘇省社會(hui)信用體系建設規劃綱要

(2015-2020年(nian))

 

  為(wei)貫徹落實國務院《社(she)會信(xin)(xin)用體(ti)系(xi)建設規(gui)(gui)(gui)劃(hua)綱要(2014-2020年)》,完善(shan)社(she)會主義市場經濟體(ti)制,加(jia)強(qiang)和(he)創新(xin)社(she)會治理,加(jia)快建設誠(cheng)信(xin)(xin)江蘇,構建社(she)會信(xin)(xin)用體(ti)系(xi),制定本規(gui)(gui)(gui)劃(hua)綱要。規(gui)(gui)(gui)劃(hua)期為(wei)2015-2020年。

  一、發(fa)展現狀

  江蘇社會(hui)信用體系建設始(shi)于2004年(nian)(nian),在全國(guo)較早(zao)起步(bu)。歷經十年(nian)(nian)先行先試(shi),取(qu)得積極(ji)進(jin)展,形成了良好(hao)基(ji)礎。

  組織推進(jin)機(ji)制不斷強化。省(sheng)(sheng)委(wei)、省(sheng)(sheng)政府高度(du)重視社(she)會信(xin)用體系建設(she)(she)(she),自2004年起,先后成立省(sheng)(sheng)社(she)會信(xin)用體系建設(she)(she)(she)領導小(xiao)組及(ji)辦(ban)公(gong)室,設(she)(she)(she)立省(sheng)(sheng)公(gong)共信(xin)用信(xin)息中(zhong)心(xin);2007年,省(sheng)(sheng)委(wei)、省(sheng)(sheng)政府召開誠信(xin)江蘇建設(she)(she)(she)工(gong)作會議,出臺了《關于加快(kuai)推進(jin)誠信(xin)江蘇建設(she)(she)(she)的意見》。各省(sheng)(sheng)轄市及(ji)部分縣(市、區)信(xin)用管理機(ji)構在新一輪政府機(ji)構改革中(zhong)得到加強。

  信(xin)(xin)(xin)用(yong)(yong)管(guan)理制度逐(zhu)步建(jian)立(li)。注重總體(ti)設(she)計(ji),加強規劃引導,先(xian)(xian)后出臺了(le)(le)兩個(ge)社(she)(she)會信(xin)(xin)(xin)用(yong)(yong)體(ti)系(xi)建(jian)設(she)三年(nian)行動計(ji)劃。確定省(sheng)、市(shi)兩級(ji)公共信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息系(xi)統建(jian)設(she)模式(shi)。自2007年(nian)起,省(sheng)政府陸(lu)續出臺了(le)(le)企業和(he)個(ge)人(ren)征信(xin)(xin)(xin)管(guan)理辦法(fa)(fa)、社(she)(she)會法(fa)(fa)人(ren)和(he)自然人(ren)失信(xin)(xin)(xin)懲戒辦法(fa)(fa)、行政管(guan)理中實施信(xin)(xin)(xin)用(yong)(yong)承諾、信(xin)(xin)(xin)用(yong)(yong)報告和(he)信(xin)(xin)(xin)用(yong)(yong)審查(cha)等(deng)信(xin)(xin)(xin)用(yong)(yong)管(guan)理辦法(fa)(fa)。省(sheng)、市(shi)有(you)(you)關部(bu)門先(xian)(xian)后出臺信(xin)(xin)(xin)息歸集(ji)、系(xi)統管(guan)理、信(xin)(xin)(xin)用(yong)(yong)監管(guan)等(deng)規章制度100多(duo)項,有(you)(you)力支撐(cheng)了(le)(le)社(she)(she)會信(xin)(xin)(xin)用(yong)(yong)體(ti)系(xi)建(jian)設(she)。

  信(xin)(xin)(xin)(xin)(xin)息(xi)系統建(jian)設穩步推進。突出系統支(zhi)撐,規(gui)劃建(jian)設“一(yi)網(wang)三庫(ku)(ku)一(yi)平臺(tai)”(誠信(xin)(xin)(xin)(xin)(xin)江(jiang)蘇(su)網(wang)、省社(she)會(hui)法人(ren)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)基(ji)礎數(shu)(shu)據(ju)庫(ku)(ku)、省自然人(ren)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)基(ji)礎數(shu)(shu)據(ju)庫(ku)(ku)、金(jin)融信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)基(ji)礎數(shu)(shu)據(ju)庫(ku)(ku)和信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)服(fu)務(wu)平臺(tai))。誠信(xin)(xin)(xin)(xin)(xin)江(jiang)蘇(su)網(wang)站開通運行;省社(she)會(hui)法人(ren)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)基(ji)礎數(shu)(shu)據(ju)庫(ku)(ku)和服(fu)務(wu)平臺(tai)建(jian)成(cheng)運行,數(shu)(shu)據(ju)質量不斷提高(gao);省自然人(ren)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)基(ji)礎數(shu)(shu)據(ju)庫(ku)(ku)2015年(nian)年(nian)底基(ji)本建(jian)成(cheng)。省轄市和縣級試點地區加(jia)緊建(jian)設社(she)會(hui)法人(ren)或自然人(ren)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)基(ji)礎數(shu)(shu)據(ju)庫(ku)(ku)。金(jin)融信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)基(ji)礎數(shu)(shu)據(ju)庫(ku)(ku)已(yi)建(jian)成(cheng)并發揮較好(hao)作用(yong)(yong)。

  信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息(xi)應(ying)(ying)用(yong)(yong)不斷擴大。信(xin)(xin)(xin)用(yong)(yong)審查、信(xin)(xin)(xin)用(yong)(yong)承諾和(he)信(xin)(xin)(xin)用(yong)(yong)報告在區域(yu)和(he)行業(ye)逐步得(de)(de)到應(ying)(ying)用(yong)(yong),信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息(xi)共(gong)享領(ling)域(yu)逐步拓寬、社(she)(she)會化應(ying)(ying)用(yong)(yong)穩(wen)步推(tui)進。省(sheng)級示(shi)(shi)范部門(men)和(he)縣級試(shi)點地(di)區信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息(xi)應(ying)(ying)用(yong)(yong)取(qu)得(de)(de)初步成效。信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息(xi)在社(she)(she)會綜合治稅、證(zheng)照(zhao)聯動、綠色信(xin)(xin)(xin)貸以及工程建設項目(mu)評標(biao)等(deng)方面(mian)應(ying)(ying)用(yong)(yong)效果良好(hao)。信(xin)(xin)(xin)用(yong)(yong)評級、信(xin)(xin)(xin)用(yong)(yong)管理咨詢等(deng)信(xin)(xin)(xin)用(yong)(yong)服務(wu)活動積極(ji)開(kai)展(zhan)。各地(di)、各部門(men)組(zu)織(zhi)開(kai)展(zhan)了(le)豐富多彩的誠信(xin)(xin)(xin)主題(ti)教(jiao)育(yu)實踐和(he)宣傳活動,建立“紅黑名單(dan)”公示(shi)(shi)制(zhi)度,守信(xin)(xin)(xin)激勵和(he)失信(xin)(xin)(xin)懲戒機制(zhi)逐步建立。

  信用(yong)(yong)(yong)載體(ti)建設不斷加(jia)強。啟動企(qi)業(ye)信用(yong)(yong)(yong)管理(li)“百企(qi)示范(fan)、萬企(qi)貫標”工程,提升了企(qi)業(ye)經營管理(li)水平和(he)防(fang)范(fan)風險能力(li),增強了企(qi)業(ye)綜合(he)競爭力(li)。信用(yong)(yong)(yong)管理(li)人才隊(dui)伍建設得(de)到(dao)加(jia)強,全省備案信用(yong)(yong)(yong)服務機構不斷發展。持(chi)續推進信用(yong)(yong)(yong)長三角合(he)作,信用(yong)(yong)(yong)長三角已成(cheng)為國(guo)內區(qu)域社會信用(yong)(yong)(yong)體(ti)系(xi)合(he)作發展的先行區(qu)之(zhi)一。

  我省社會信(xin)(xin)(xin)(xin)(xin)用體(ti)(ti)(ti)系(xi)建設工(gong)作雖然取得一(yi)定的成績和實(shi)效(xiao),但(dan)總體(ti)(ti)(ti)上仍處(chu)于構建基(ji)礎、探索發展階段,還(huan)存在一(yi)些問題和難點,主(zhu)要是:橫(heng)向到(dao)邊、縱向到(dao)底的工(gong)作組織體(ti)(ti)(ti)系(xi)尚未(wei)(wei)完全建立;信(xin)(xin)(xin)(xin)(xin)用管(guan)理(li)制度亟(ji)待完善(shan),守信(xin)(xin)(xin)(xin)(xin)激勵(li)和失(shi)信(xin)(xin)(xin)(xin)(xin)懲(cheng)戒機(ji)制尚不(bu)(bu)健全,守信(xin)(xin)(xin)(xin)(xin)激勵(li)不(bu)(bu)足,失(shi)信(xin)(xin)(xin)(xin)(xin)成本(ben)偏(pian)低;覆蓋全社會的信(xin)(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)(xin)息系(xi)統尚未(wei)(wei)建立,政府部門信(xin)(xin)(xin)(xin)(xin)息交換(huan)不(bu)(bu)充分、共享程度不(bu)(bu)高;信(xin)(xin)(xin)(xin)(xin)用服務(wu)市(shi)場和信(xin)(xin)(xin)(xin)(xin)用服務(wu)業尚不(bu)(bu)成熟,信(xin)(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)(xin)息主(zhu)體(ti)(ti)(ti)權(quan)益保(bao)護機(ji)制缺失(shi);公眾信(xin)(xin)(xin)(xin)(xin)用意識不(bu)(bu)夠,履約踐諾(nuo)、誠實(shi)守信(xin)(xin)(xin)(xin)(xin)的社會氛(fen)圍尚未(wei)(wei)真正形(xing)成。

  二(er)、發(fa)展思路(lu)

  (一)重要意(yi)義。

  加(jia)快社(she)會(hui)(hui)(hui)信(xin)用體(ti)系建(jian)設是(shi)(shi)培育和(he)(he)踐(jian)行(xing)社(she)會(hui)(hui)(hui)主義核(he)心(xin)價(jia)值觀(guan)(guan)的(de)迫切(qie)要求。誠信(xin)是(shi)(shi)中華民族的(de)傳統美德,是(shi)(shi)社(she)會(hui)(hui)(hui)主義核(he)心(xin)價(jia)值觀(guan)(guan)的(de)精神要求。當前人民群眾對社(she)會(hui)(hui)(hui)生活中的(de)嚴重失(shi)信(xin)現象深(shen)惡痛絕,迫切(qie)期待改(gai)善社(she)會(hui)(hui)(hui)信(xin)用環境。構建(jian)社(she)會(hui)(hui)(hui)信(xin)用體(ti)系,弘(hong)揚社(she)會(hui)(hui)(hui)主義核(he)心(xin)價(jia)值觀(guan)(guan),有利于促進(jin)社(she)會(hui)(hui)(hui)公平正義,有利于人際關(guan)系融洽和(he)(he)利益關(guan)系協調,有利于促進(jin)社(she)會(hui)(hui)(hui)和(he)(he)諧發展(zhan)、文明(ming)進(jin)步,夯實人民群眾幸福安康的(de)社(she)會(hui)(hui)(hui)基礎。

  加快社會(hui)(hui)信用(yong)(yong)體(ti)系建設是完(wan)善和發(fa)(fa)展社會(hui)(hui)主(zhu)義市(shi)(shi)場(chang)經(jing)(jing)(jing)濟(ji)體(ti)制的迫切要(yao)求。市(shi)(shi)場(chang)經(jing)(jing)(jing)濟(ji)本質上(shang)是信用(yong)(yong)經(jing)(jing)(jing)濟(ji)。建立完(wan)備的社會(hui)(hui)信用(yong)(yong)體(ti)系是市(shi)(shi)場(chang)經(jing)(jing)(jing)濟(ji)發(fa)(fa)展的客觀規律(lv)。我(wo)省正處在全面深化經(jing)(jing)(jing)濟(ji)體(ti)制改革的關鍵期,充分發(fa)(fa)揮市(shi)(shi)場(chang)在資源配置(zhi)中的決定性(xing)作用(yong)(yong),規范市(shi)(shi)場(chang)秩序,降低交易成本,激(ji)發(fa)(fa)市(shi)(shi)場(chang)活(huo)力(li)(li)和創新動力(li)(li),迫切需要(yao)加快建設社會(hui)(hui)信用(yong)(yong)體(ti)系,打造良好(hao)的市(shi)(shi)場(chang)信用(yong)(yong)環境(jing)。

  加(jia)快(kuai)社(she)(she)(she)會(hui)(hui)(hui)信(xin)用體(ti)系建設是(shi)加(jia)強和(he)(he)(he)創新(xin)社(she)(she)(she)會(hui)(hui)(hui)治理(li)(li)的(de)(de)迫切要求。隨著社(she)(she)(she)會(hui)(hui)(hui)轉型速度的(de)(de)加(jia)快(kuai),利益主體(ti)和(he)(he)(he)訴(su)求更(geng)加(jia)多(duo)元(yuan)化(hua),社(she)(she)(she)會(hui)(hui)(hui)治理(li)(li)面臨許多(duo)新(xin)挑戰,傳統管(guan)理(li)(li)理(li)(li)念和(he)(he)(he)手(shou)段難以從根本上(shang)解(jie)決誠信(xin)缺失問題。社(she)(she)(she)會(hui)(hui)(hui)信(xin)用體(ti)系建設成(cheng)為(wei)(wei)加(jia)強和(he)(he)(he)創新(xin)社(she)(she)(she)會(hui)(hui)(hui)治理(li)(li)、提(ti)升社(she)(she)(she)會(hui)(hui)(hui)治理(li)(li)能力的(de)(de)有(you)效手(shou)段。褒揚誠信(xin),懲戒失信(xin),不斷提(ti)高社(she)(she)(she)會(hui)(hui)(hui)公共生(sheng)活(huo)的(de)(de)透(tou)明(ming)度,有(you)效降低社(she)(she)(she)會(hui)(hui)(hui)交往的(de)(de)風險和(he)(he)(he)成(cheng)本,有(you)利于促(cu)進社(she)(she)(she)會(hui)(hui)(hui)互信(xin),減(jian)少和(he)(he)(he)化(hua)解(jie)社(she)(she)(she)會(hui)(hui)(hui)生(sheng)活(huo)中的(de)(de)矛(mao)盾與沖突,為(wei)(wei)社(she)(she)(she)會(hui)(hui)(hui)治理(li)(li)、社(she)(she)(she)會(hui)(hui)(hui)和(he)(he)(he)諧奠定良好的(de)(de)微觀基礎。

  加快社會信用(yong)體系建(jian)設是(shi)改進(jin)(jin)和提升行(xing)(xing)政(zheng)(zheng)(zheng)效(xiao)能的迫切要(yao)求(qiu)。深入推(tui)進(jin)(jin)簡(jian)政(zheng)(zheng)(zheng)放權,深化行(xing)(xing)政(zheng)(zheng)(zheng)審(shen)批(pi)制度改革(ge),加快轉變政(zheng)(zheng)(zheng)府(fu)(fu)職能,對(dui)政(zheng)(zheng)(zheng)府(fu)(fu)行(xing)(xing)政(zheng)(zheng)(zheng)管(guan)理(li)水平和市場監管(guan)能力提出了更高要(yao)求(qiu)。加強以信用(yong)為核心的事(shi)中事(shi)后監管(guan),夯實監管(guan)信用(yong)基礎,有利于市場規(gui)范有序運行(xing)(xing),不斷推(tui)進(jin)(jin)政(zheng)(zheng)(zheng)府(fu)(fu)管(guan)理(li)水平提升和服(fu)務型政(zheng)(zheng)(zheng)府(fu)(fu)建(jian)設,進(jin)(jin)一步提高行(xing)(xing)政(zheng)(zheng)(zheng)效(xiao)能和政(zheng)(zheng)(zheng)府(fu)(fu)公(gong)信力。

  加快社(she)會(hui)信(xin)用體系建設是增強和提高全省(sheng)綜合競(jing)爭(zheng)力的(de)(de)迫切(qie)要求。優(you)化(hua)信(xin)用環境,堅持誠信(xin)發(fa)展(zhan)(zhan)的(de)(de)道路,是提升(sheng)經濟(ji)發(fa)展(zhan)(zhan)質量水平的(de)(de)軟(ruan)實力,是實現富民強省(sheng)的(de)(de)決(jue)定性因素,是又好又快推進“兩個率先”的(de)(de)重(zhong)要基礎。采(cai)用國(guo)際通行(xing)準(zhun)則,建設社(she)會(hui)信(xin)用體系,優(you)化(hua)發(fa)展(zhan)(zhan)環境,有利于更好適應經濟(ji)全球化(hua)的(de)(de)新變化(hua),樹立我(wo)省(sheng)開放、守信(xin)的(de)(de)良(liang)好形象,提升(sheng)經濟(ji)和社(she)會(hui)發(fa)展(zhan)(zhan)的(de)(de)綜合競(jing)爭(zheng)力。

  (二)指導(dao)思想和主要原則。

  堅(jian)持以(yi)鄧小平(ping)理(li)論(lun)、“三個代表(biao)”重要(yao)思想、科(ke)學發(fa)(fa)展觀(guan)為(wei)(wei)(wei)指導(dao),深入貫徹(che)習(xi)近平(ping)總書(shu)記(ji)系列重要(yao)講話精神,按照黨的十八大(da)、十八屆(jie)三中四中全會精神和(he)(he)(he)國家(jia)信(xin)(xin)用(yong)(yong)體(ti)(ti)系建(jian)設規(gui)劃綱要(yao)的要(yao)求,進一(yi)步落(luo)實誠信(xin)(xin)江(jiang)蘇建(jian)設的總體(ti)(ti)發(fa)(fa)展戰(zhan)略(lve),加強總體(ti)(ti)設計、統籌(chou)推進,以(yi)健全規(gui)章制度和(he)(he)(he)標準體(ti)(ti)系、形成覆蓋(gai)全社會的信(xin)(xin)用(yong)(yong)信(xin)(xin)息系統為(wei)(wei)(wei)基(ji)礎,以(yi)建(jian)立守信(xin)(xin)激(ji)勵和(he)(he)(he)失信(xin)(xin)懲戒(jie)機制、培育(yu)發(fa)(fa)展信(xin)(xin)用(yong)(yong)服務市(shi)場和(he)(he)(he)信(xin)(xin)用(yong)(yong)人才隊伍建(jian)設為(wei)(wei)(wei)支撐(cheng),以(yi)推進政務誠信(xin)(xin)、商務誠信(xin)(xin)、社會誠信(xin)(xin)和(he)(he)(he)司法(fa)公信(xin)(xin)建(jian)設為(wei)(wei)(wei)主要(yao)內容,以(yi)信(xin)(xin)用(yong)(yong)信(xin)(xin)息應用(yong)(yong)、信(xin)(xin)用(yong)(yong)文化建(jian)設、深化試點(dian)(dian)示范(fan)、區域信(xin)(xin)用(yong)(yong)建(jian)設和(he)(he)(he)企(qi)業信(xin)(xin)用(yong)(yong)管(guan)理(li)貫標為(wei)(wei)(wei)重點(dian)(dian),改善經濟社會發(fa)(fa)展環境,全面(mian)提(ti)高社會誠信(xin)(xin)意識和(he)(he)(he)信(xin)(xin)用(yong)(yong)水平(ping)。

  社會信用體系建設的主要原則。

  ——統(tong)籌(chou)規(gui)劃(hua),分(fen)類(lei)指導(dao)。按照國家部署(shu),結合江蘇實際,根據(ju)不同地(di)區、部門(men)和(he)行業的特點,立(li)足當前、著(zhu)眼長遠,系(xi)統(tong)規(gui)劃(hua)、統(tong)籌(chou)協調,分(fen)類(lei)指導(dao)、分(fen)步(bu)實施,穩步(bu)推進(jin)社會(hui)信用體系(xi)建設。

  ——政府推動,社(she)會共建(jian)。充分發(fa)揮(hui)(hui)政府規(gui)劃引導、組織(zhi)(zhi)協(xie)(xie)調和(he)(he)示范帶動作(zuo)用,建(jian)立(li)考核評價體系,調動各地(di)、各部(bu)門積極(ji)性,協(xie)(xie)同(tong)配合。運(yun)用市場機(ji)制,發(fa)揮(hui)(hui)企業、行業組織(zhi)(zhi)、中(zhong)(zhong)介機(ji)構(gou)等(deng)在信(xin)用產(chan)品使用和(he)(he)服務中(zhong)(zhong)的作(zuo)用,培育和(he)(he)發(fa)展信(xin)用服務產(chan)業,鼓勵和(he)(he)調動社(she)會力量,廣泛參(can)與(yu),形成合力,共同(tong)推進。

  ——整合資源,量質并舉(ju)。加強對(dui)信(xin)(xin)用(yong)信(xin)(xin)息(xi)資源的(de)整合,打破部(bu)門和(he)條塊分割,有效(xiao)防止信(xin)(xin)息(xi)孤島,推(tui)進行(xing)業和(he)部(bu)門共(gong)同建設(she)公共(gong)信(xin)(xin)用(yong)信(xin)(xin)息(xi)系統。開展信(xin)(xin)用(yong)信(xin)(xin)息(xi)記錄建設(she),既要注重信(xin)(xin)用(yong)信(xin)(xin)息(xi)歸集覆(fu)蓋面和(he)數量,更要注重信(xin)(xin)息(xi)質量和(he)效(xiao)用(yong),保障(zhang)信(xin)(xin)用(yong)信(xin)(xin)息(xi)系統健康持續(xu)運(yun)行(xing),逐步實現信(xin)(xin)息(xi)系統互聯互通(tong)和(he)信(xin)(xin)用(yong)信(xin)(xin)息(xi)的(de)共(gong)享應用(yong)。

  ——示(shi)范(fan)引領,以(yi)用(yong)促(cu)建。圍繞(rao)經濟社會發展(zhan)的(de)需求,選擇重(zhong)點部(bu)門和有條件地區開展(zhan)信用(yong)建設示(shi)范(fan),以(yi)信用(yong)信息的(de)深化應用(yong)和信用(yong)產品的(de)廣(guang)泛使用(yong)促(cu)進(jin)信用(yong)體系建設與(yu)完善,突出工程招(zhao)標(biao)、綠(lv)色信貸(dai)、綜合治稅、證照(zhao)聯動、享受優惠(hui)政(zheng)策、“紅黑名(ming)單”公示(shi)等方面,率先探索,大(da)膽創新,以(yi)點帶面,推動信用(yong)產品的(de)社會化應用(yong),形成守信激勵和失信懲(cheng)戒(jie)的(de)機制。

  司(si)(si)(si)法(fa)(fa)公(gong)(gong)(gong)信(xin)(xin)(xin)(xin)是(shi)社(she)會(hui)(hui)信(xin)(xin)(xin)(xin)用(yong)體系(xi)建(jian)(jian)設(she)的(de)重要內容,是(shi)樹立(li)(li)司(si)(si)(si)法(fa)(fa)權威(wei)的(de)前(qian)提(ti),是(shi)社(she)會(hui)(hui)公(gong)(gong)(gong)平(ping)正義的(de)底線。司(si)(si)(si)法(fa)(fa)公(gong)(gong)(gong)信(xin)(xin)(xin)(xin)建(jian)(jian)設(she)重點(dian)推(tui)進(jin)法(fa)(fa)院公(gong)(gong)(gong)信(xin)(xin)(xin)(xin)、檢(jian)察公(gong)(gong)(gong)信(xin)(xin)(xin)(xin)、公(gong)(gong)(gong)共(gong)安全領域公(gong)(gong)(gong)信(xin)(xin)(xin)(xin)、司(si)(si)(si)法(fa)(fa)行政系(xi)統公(gong)(gong)(gong)信(xin)(xin)(xin)(xin)和(he)(he)司(si)(si)(si)法(fa)(fa)執(zhi)(zhi)法(fa)(fa)執(zhi)(zhi)業人(ren)員信(xin)(xin)(xin)(xin)用(yong)建(jian)(jian)設(she)。深化(hua)司(si)(si)(si)法(fa)(fa)體制(zhi)(zhi)(zhi)和(he)(he)工(gong)作(zuo)機制(zhi)(zhi)(zhi)改(gai)革(ge),推(tui)進(jin)執(zhi)(zhi)法(fa)(fa)規(gui)范(fan)化(hua)建(jian)(jian)設(she),嚴密執(zhi)(zhi)法(fa)(fa)程(cheng)序,堅持(chi)有(you)法(fa)(fa)必依、違(wei)法(fa)(fa)必究和(he)(he)法(fa)(fa)律(lv)面前(qian)人(ren)人(ren)平(ping)等,提(ti)高(gao)司(si)(si)(si)法(fa)(fa)工(gong)作(zuo)的(de)科學化(hua)、制(zhi)(zhi)(zhi)度(du)化(hua)和(he)(he)規(gui)范(fan)化(hua)水平(ping)。建(jian)(jian)立(li)(li)失信(xin)(xin)(xin)(xin)被執(zhi)(zhi)行人(ren)“黑名(ming)單(dan)”制(zhi)(zhi)(zhi)度(du),完善檢(jian)察系(xi)統行賄犯罪檔案查詢(xun)制(zhi)(zhi)(zhi)度(du)。建(jian)(jian)立(li)(li)健全聯合防范(fan)和(he)(he)查處虛(xu)假訴(su)訟的(de)工(gong)作(zuo)機制(zhi)(zhi)(zhi),加大虛(xu)假訴(su)訟預(yu)防和(he)(he)懲治(zhi)力度(du)。加快公(gong)(gong)(gong)安系(xi)統信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息資源有(you)效整合,切實(shi)履行向省市公(gong)(gong)(gong)共(gong)信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息系(xi)統提(ti)供公(gong)(gong)(gong)民基礎數據的(de)職責,進(jin)一步加強人(ren)口戶籍信(xin)(xin)(xin)(xin)息同各地(di)區(qu)、各部門信(xin)(xin)(xin)(xin)息資源的(de)交換和(he)(he)共(gong)享。充分(fen)發揮人(ren)大、政協和(he)(he)社(she)會(hui)(hui)公(gong)(gong)(gong)眾對司(si)(si)(si)法(fa)(fa)工(gong)作(zuo)的(de)監督作(zuo)用(yong),完善司(si)(si)(si)法(fa)(fa)機關(guan)之間的(de)相互監督制(zhi)(zhi)(zhi)約機制(zhi)(zhi)(zhi),實(shi)現以監督促(cu)公(gong)(gong)(gong)平(ping)、促(cu)公(gong)(gong)(gong)正、促(cu)公(gong)(gong)(gong)信(xin)(xin)(xin)(xin)。

  四(si)、建(jian)立健全規章制(zhi)度和標準體系(xi)

  (一(yi))加強信用地方立法。

  建(jian)立(li)和(he)(he)完(wan)善信(xin)(xin)(xin)(xin)用(yong)法規(gui)規(gui)章(zhang)體(ti)系。政(zheng)府出臺信(xin)(xin)(xin)(xin)用(yong)管理規(gui)章(zhang),進(jin)一步規(gui)范社會(hui)法人和(he)(he)自然(ran)人信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息歸(gui)集、征信(xin)(xin)(xin)(xin)管理和(he)(he)失(shi)信(xin)(xin)(xin)(xin)懲(cheng)戒(jie)等辦(ban)法。將信(xin)(xin)(xin)(xin)用(yong)記錄建(jian)設(she)、失(shi)信(xin)(xin)(xin)(xin)懲(cheng)戒(jie)、信(xin)(xin)(xin)(xin)用(yong)監管、信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息安全、信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息應用(yong)等方(fang)面內(nei)容(rong)納入各項規(gui)章(zhang)和(he)(he)立(li)法中,盡(jin)早(zao)啟動省(sheng)人大、省(sheng)政(zheng)府地方(fang)立(li)法工作(zuo),不斷提(ti)升信(xin)(xin)(xin)(xin)用(yong)建(jian)設(she)制度化、規(gui)范化水平(ping)。

  (二)完善信(xin)用管理制度。

  建立完善信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)處理制(zhi)(zhi)度(du)(du)。完善信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)記錄、歸集、處理、公(gong)開和(he)應用(yong)等一系列制(zhi)(zhi)度(du)(du),制(zhi)(zhi)訂信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)目錄,依法依規推(tui)進信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)分類(lei)管理。推(tui)進各部門制(zhi)(zhi)定信(xin)(xin)(xin)(xin)用(yong)管理制(zhi)(zhi)度(du)(du),明確(que)信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)記錄主(zhu)體的責任,出(chu)臺失(shi)信(xin)(xin)(xin)(xin)行為(wei)等級劃分標準(zhun)和(he)分類(lei)監管制(zhi)(zhi)度(du)(du),形成省、市、縣三級統一的失(shi)信(xin)(xin)(xin)(xin)行為(wei)分類(lei)和(he)懲戒(jie)規范。

  建立完善守信(xin)(xin)激勵(li)(li)(li)和失(shi)信(xin)(xin)懲戒(jie)(jie)(jie)制度。加強對守信(xin)(xin)主(zhu)體(ti)的(de)獎勵(li)(li)(li)和激勵(li)(li)(li),形成誠實守信(xin)(xin)的(de)正(zheng)向激勵(li)(li)(li)。加強對市(shi)場(chang)主(zhu)體(ti)的(de)信(xin)(xin)用(yong)約束,認(ren)真落實《江(jiang)蘇(su)省(sheng)(sheng)社會法(fa)人失(shi)信(xin)(xin)懲戒(jie)(jie)(jie)辦法(fa)(試行(xing)(xing))》和《江(jiang)蘇(su)省(sheng)(sheng)自然人失(shi)信(xin)(xin)懲戒(jie)(jie)(jie)辦法(fa)(試行(xing)(xing))》,圍繞法(fa)院執行(xing)(xing)、食品(pin)藥品(pin)安全(quan)(quan)(quan)、知識產權(quan)、環(huan)境保(bao)護(hu)、安全(quan)(quan)(quan)生產、產品(pin)質量、稅收征(zheng)繳等社會關注的(de)重點(dian)領域(yu),建立完善各(ge)行(xing)(xing)業失(shi)信(xin)(xin)行(xing)(xing)為懲戒(jie)(jie)(jie)制度和“紅黑(hei)名單(dan)”發(fa)布(bu)制度,健全(quan)(quan)(quan)行(xing)(xing)業市(shi)場(chang)準入和退出信(xin)(xin)用(yong)審核機制。建立各(ge)類市(shi)場(chang)主(zhu)體(ti)產品(pin)安全(quan)(quan)(quan)、質量信(xin)(xin)用(yong)檔(dang)案,完善重點(dian)產品(pin)安全(quan)(quan)(quan)追(zhui)溯(su)體(ti)系(xi)(xi)。發(fa)揮(hui)企業信(xin)(xin)用(yong)信(xin)(xin)息公(gong)示系(xi)(xi)統的(de)作用(yong)。組織多部門(men)聯合出臺信(xin)(xin)用(yong)獎懲制度,加強公(gong)共管(guan)理事務的(de)事中事后監(jian)管(guan)。

  健(jian)全信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)主(zhu)(zhu)體權(quan)(quan)益保(bao)護(hu)和(he)侵(qin)(qin)(qin)權(quan)(quan)責任追究(jiu)制(zhi)(zhi)度(du)。綜合(he)運用(yong)(yong)法(fa)(fa)律(lv)、經(jing)濟和(he)行(xing)政等手段,通過(guo)行(xing)政監管、行(xing)業(ye)自律(lv)和(he)社會(hui)監督,切(qie)實保(bao)護(hu)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)主(zhu)(zhu)體權(quan)(quan)益。加(jia)強對信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)主(zhu)(zhu)體的引導教育,不斷增(zeng)強其(qi)維護(hu)自身合(he)法(fa)(fa)權(quan)(quan)益的意識。建(jian)(jian)立(li)(li)和(he)完善信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)異議處(chu)理(li)、投訴(su)辦理(li)、訴(su)訟管理(li)制(zhi)(zhi)度(du)及操作細則。建(jian)(jian)立(li)(li)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)侵(qin)(qin)(qin)權(quan)(quan)責任追究(jiu)機制(zhi)(zhi),進一步加(jia)大執法(fa)(fa)力度(du),對社會(hui)主(zhu)(zhu)體泄露國(guo)家秘(mi)密、商業(ye)秘(mi)密和(he)侵(qin)(qin)(qin)犯個人隱私等違法(fa)(fa)行(xing)為,依法(fa)(fa)予(yu)以(yi)嚴厲處(chu)罰。通過(guo)媒體披露各種侵(qin)(qin)(qin)害信(xin)(xin)息(xi)主(zhu)(zhu)體權(quan)(quan)益的行(xing)為,強化社會(hui)監督作用(yong)(yong)。

  建立自我糾錯(cuo)、主動自新(xin)的(de)(de)社(she)會(hui)鼓勵與關愛(ai)機制。在實施(shi)信用(yong)(yong)懲(cheng)戒的(de)(de)同時,通(tong)過教育(yu)培(pei)訓、社(she)區矯(jiao)正(zheng)、動態管理、強(qiang)化指導等手段,對自然人(ren)和社(she)會(hui)法(fa)人(ren)實施(shi)信用(yong)(yong)修復,幫助其重(zhong)塑信用(yong)(yong)。以建立針對未成年人(ren)失信行(xing)為(wei)的(de)(de)教育(yu)機制為(wei)重(zhong)點,通(tong)過對已悔過改正(zheng)舊有輕微失信行(xing)為(wei)的(de)(de)社(she)會(hui)成員予(yu)以適當保護,形成守信正(zheng)向激(ji)勵機制。

  (三)建立(li)信(xin)用標準和規范體(ti)系。

  按照國家統一要(yao)求,制定全省(sheng)統一的(de)社會信(xin)(xin)用代碼、信(xin)(xin)用數據目錄、系統建設規(gui)(gui)范(fan)、信(xin)(xin)用信(xin)(xin)息(xi)應(ying)用等信(xin)(xin)用管理標(biao)準和(he)規(gui)(gui)范(fan)。省(sheng)級部(bu)門(men)圍繞重點環節,提出本部(bu)門(men)、本行業(系統)市(shi)場主體一般失(shi)信(xin)(xin)、較重失(shi)信(xin)(xin)、嚴重失(shi)信(xin)(xin)三個等級的(de)劃分標(biao)準。各地認真按照相(xiang)關標(biao)準和(he)規(gui)(gui)范(fan)組織(zhi)實施(shi)。

  五、加(jia)快建立覆蓋全(quan)社(she)會的信用信息(xi)系統

  (一)公共信(xin)用信(xin)息(xi)系(xi)統(tong)建設。

  統(tong)一(yi)規(gui)范建(jian)設全省(sheng)公(gong)共(gong)信(xin)(xin)用(yong)信(xin)(xin)息(xi)系(xi)(xi)統(tong)。省(sheng)級“一(yi)網三(san)庫(ku)一(yi)平臺(tai)(tai)”歸集(ji)、交(jiao)(jiao)換和(he)共(gong)享(xiang)全省(sheng)信(xin)(xin)用(yong)信(xin)(xin)息(xi),提供(gong)終端應用(yong)服務(wu),支持(chi)省(sheng)級部(bu)門、省(sheng)轄市和(he)縣(市、區)按照(zhao)數據目錄(lu)、主體標(biao)識、建(jian)設規(gui)范“三(san)統(tong)一(yi)”要求,結合(he)本部(bu)門、本地實(shi)際(ji),建(jian)設更加(jia)完備的(de)信(xin)(xin)用(yong)信(xin)(xin)息(xi)系(xi)(xi)統(tong),支持(chi)省(sheng)轄市建(jian)設省(sheng)級平臺(tai)(tai)子系(xi)(xi)統(tong),實(shi)現(xian)與(yu)省(sheng)級平臺(tai)(tai)互(hu)聯互(hu)通和(he)信(xin)(xin)息(xi)交(jiao)(jiao)換。逐步推進省(sheng)級平臺(tai)(tai)與(yu)國家(jia)和(he)外省(sheng)市信(xin)(xin)用(yong)信(xin)(xin)息(xi)的(de)互(hu)聯共(gong)享(xiang),有效消除(chu)信(xin)(xin)用(yong)信(xin)(xin)息(xi)“壁壘(lei)”和(he)“孤島”。

  建立和(he)(he)完(wan)善省(sheng)級“一(yi)網三庫(ku)(ku)一(yi)平(ping)臺(tai)”。進一(yi)步(bu)提高“誠信(xin)江蘇網”建設(she)和(he)(he)服務水(shui)平(ping),依法依規逐步(bu)擴大信(xin)用(yong)(yong)(yong)(yong)信(xin)息(xi)(xi)的(de)發(fa)布(bu),增(zeng)加(jia)服務功能。進一(yi)步(bu)完(wan)善省(sheng)社會(hui)法人(ren)信(xin)用(yong)(yong)(yong)(yong)基(ji)礎(chu)數(shu)據庫(ku)(ku),逐步(bu)實現信(xin)息(xi)(xi)歸集(ji)全覆蓋,不斷開發(fa)完(wan)善信(xin)用(yong)(yong)(yong)(yong)信(xin)息(xi)(xi)平(ping)臺(tai)服務功能;加(jia)快建成省(sheng)自(zi)然(ran)人(ren)信(xin)用(yong)(yong)(yong)(yong)基(ji)礎(chu)數(shu)據庫(ku)(ku),以重點職業人(ren)群信(xin)用(yong)(yong)(yong)(yong)信(xin)息(xi)(xi)歸集(ji)為(wei)突破口,實現自(zi)然(ran)人(ren)信(xin)用(yong)(yong)(yong)(yong)信(xin)息(xi)(xi)的(de)歸集(ji)和(he)(he)應用(yong)(yong)(yong)(yong);支(zhi)持金融信(xin)用(yong)(yong)(yong)(yong)信(xin)息(xi)(xi)基(ji)礎(chu)數(shu)據庫(ku)(ku)建設(she),推動金融信(xin)用(yong)(yong)(yong)(yong)信(xin)息(xi)(xi)基(ji)礎(chu)數(shu)據庫(ku)(ku)與省(sheng)社會(hui)法人(ren)和(he)(he)自(zi)然(ran)人(ren)信(xin)用(yong)(yong)(yong)(yong)基(ji)礎(chu)數(shu)據庫(ku)(ku)的(de)信(xin)息(xi)(xi)交換與應用(yong)(yong)(yong)(yong)。增(zeng)強省(sheng)級平(ping)臺(tai)對各地(di)、各部門信(xin)用(yong)(yong)(yong)(yong)信(xin)息(xi)(xi)系統建設(she)的(de)支(zhi)撐(cheng)服務,完(wan)善社會(hui)化信(xin)用(yong)(yong)(yong)(yong)信(xin)息(xi)(xi)查詢服務。

  加快省級部(bu)門(men)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)系統(tong)建(jian)設。各(ge)部(bu)門(men)按照管理職能(neng),依(yi)據(ju)國(guo)家和(he)省信(xin)(xin)(xin)(xin)息(xi)系統(tong)建(jian)設規范要求,建(jian)設好本部(bu)門(men)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)系統(tong),實現(xian)部(bu)門(men)內(nei)和(he)行業內(nei)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)互聯共享,實現(xian)部(bu)門(men)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)系統(tong)和(he)省級平(ping)臺(tai)的信(xin)(xin)(xin)(xin)息(xi)交換與(yu)應用。

  加(jia)強省轄(xia)(xia)市和縣(xian)(市、區)信(xin)用信(xin)息(xi)系統(tong)建(jian)設(she)。各(ge)省轄(xia)(xia)市要因地制宜(yi),按照全省統(tong)一規(gui)范和子系統(tong)的建(jian)設(she)模式,加(jia)快(kuai)建(jian)成(cheng)社(she)會法(fa)人(ren)、自然(ran)人(ren)信(xin)用基礎(chu)數據(ju)庫和服務平(ping)臺,實現省、市兩級信(xin)用信(xin)息(xi)的交換、共享(xiang)和應用。在各(ge)省轄(xia)(xia)市統(tong)一規(gui)劃指導下,有計劃地推進縣(xian)(市、區)建(jian)設(she)社(she)會法(fa)人(ren)或自然(ran)人(ren)信(xin)用基礎(chu)數據(ju)庫,逐步實現信(xin)用信(xin)息(xi)歸集交換全覆蓋(gai)。

  加(jia)(jia)強各(ge)(ge)地、各(ge)(ge)部門信(xin)(xin)用信(xin)(xin)息的應(ying)用。制定(ding)政務信(xin)(xin)用信(xin)(xin)息公開目(mu)錄,形成信(xin)(xin)息公開的監督機制。大力(li)推(tui)進各(ge)(ge)地、各(ge)(ge)部門政務信(xin)(xin)用信(xin)(xin)息的交(jiao)換與共(gong)享,在公共(gong)管理中加(jia)(jia)強信(xin)(xin)用信(xin)(xin)息應(ying)用,提高(gao)履職效(xiao)率。

  提高信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息歸(gui)集(ji)質(zhi)量。按照信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息記錄、交換和(he)共享的(de)標準和(he)規范(fan),各(ge)地(di)、各(ge)部門要建立健全信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息記錄、歸(gui)集(ji)、處理、審核(he)、報送制度和(he)信(xin)(xin)(xin)息更正、異議處理等(deng)質(zhi)量保(bao)障(zhang)制度。開發(fa)應用(yong)信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息質(zhi)量監(jian)控系統,進一步(bu)提高信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息報送的(de)完整性(xing)、規范(fan)性(xing)、準確性(xing)、時效(xiao)性(xing)。

  (二)金融信(xin)用信(xin)息基(ji)礎數據庫建(jian)設(she)。

  支(zhi)持(chi)人民銀行金(jin)融信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)基礎(chu)數據庫的建(jian)設(she)(she)和(he)發展。進一步擴大信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)記錄(lu)的覆(fu)蓋面,強(qiang)化(hua)金(jin)融業對(dui)(dui)守信(xin)(xin)(xin)(xin)(xin)(xin)者的激勵作(zuo)用(yong)和(he)對(dui)(dui)失信(xin)(xin)(xin)(xin)(xin)(xin)者的約束作(zuo)用(yong)。加(jia)強(qiang)各級政府與(yu)(yu)金(jin)融部(bu)門信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)建(jian)設(she)(she)的協同推進,支(zhi)持(chi)其(qi)參(can)與(yu)(yu)地方政府社會信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)體系建(jian)設(she)(she),逐步實現公共信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)系統與(yu)(yu)金(jin)融信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)基礎(chu)數據庫交換共享。各地、各部(bu)門要(yao)支(zhi)持(chi)商業銀行、證券、保險等金(jin)融機構和(he)擔(dan)保、小額貸(dai)款等其(qi)他機構信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)應用(yong),充分發揮公共信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)系統對(dui)(dui)金(jin)融機構的信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)服務作(zuo)用(yong)。

  (三)社會信用(yong)服務機構信用(yong)信息數據庫建設(she)。

  鼓勵(li)社會信(xin)(xin)用(yong)服(fu)(fu)務(wu)機構、互聯網企(qi)業(ye)(ye)(ye)等(deng)投資主(zhu)體依(yi)照國家有關(guan)法(fa)律法(fa)規(gui)(gui)和市場信(xin)(xin)用(yong)需求,建(jian)立信(xin)(xin)用(yong)信(xin)(xin)息(xi)數據庫,采集(ji)公共信(xin)(xin)用(yong)信(xin)(xin)息(xi)和商業(ye)(ye)(ye)信(xin)(xin)用(yong)信(xin)(xin)息(xi)。建(jian)立健全并(bing)嚴格執行(xing)(xing)內部風險防范、避免利益沖突(tu)等(deng)規(gui)(gui)章制度,依(yi)法(fa)向客戶提供方便、快捷、高效的信(xin)(xin)用(yong)信(xin)(xin)息(xi)服(fu)(fu)務(wu),進一步(bu)擴大信(xin)(xin)用(yong)報告在(zai)銀(yin)行(xing)(xing)業(ye)(ye)(ye)、證券業(ye)(ye)(ye)、保險業(ye)(ye)(ye)及行(xing)(xing)政管理等(deng)領(ling)域(yu)中的應用(yong)。

  按照服務全省(sheng)、接軌長(chang)三角、面向全國的(de)要求,依托省(sheng)級公(gong)共(gong)信(xin)(xin)用(yong)信(xin)(xin)息系統,與上海(hai)市(shi)、浙江省(sheng)和(he)安(an)徽省(sheng)共(gong)同建設“信(xin)(xin)用(yong)長(chang)三角”信(xin)(xin)用(yong)信(xin)(xin)息平(ping)臺(tai),積(ji)極(ji)穩步推進跨區(qu)域(yu)公(gong)共(gong)信(xin)(xin)用(yong)信(xin)(xin)息交換和(he)共(gong)享,探索重點(dian)領域(yu)省(sheng)際信(xin)(xin)用(yong)聯動監管,提高(gao)長(chang)三角區(qu)域(yu)信(xin)(xin)用(yong)發展水平(ping)。

  (五)強化信(xin)用信(xin)息(xi)安全管(guan)理。

  健全(quan)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)安全(quan)管理體制。完(wan)善信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)安全(quan)監控和(he)網絡信(xin)(xin)(xin)(xin)(xin)任體系(xi),加(jia)大信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)安全(quan)監督檢查(cha)力度,開展信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)安全(quan)風(feng)險評估,實行信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)安全(quan)等(deng)級保(bao)護。加(jia)強(qiang)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)安全(quan)基礎設施(shi)建(jian)設,開展信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統安全(quan)認證,加(jia)強(qiang)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)服務系(xi)統安全(quan)管理。建(jian)立和(he)完(wan)善信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)安全(quan)應急處理機(ji)制。

  加強信(xin)用(yong)服(fu)務機(ji)構信(xin)用(yong)信(xin)息安(an)全(quan)(quan)內部管(guan)理。強化信(xin)用(yong)服(fu)務機(ji)構信(xin)息安(an)全(quan)(quan)防護能力,加大(da)安(an)全(quan)(quan)保障、技(ji)術研(yan)發和資金投入,高(gao)起點、高(gao)標準建設信(xin)用(yong)信(xin)息安(an)全(quan)(quan)保障系統。

  六(liu)、建(jian)立和完善守信(xin)激勵和失信(xin)懲戒機制

  (一(yi))完(wan)善信用分類監管(guan)。

  健全(quan)信(xin)用(yong)等級評(ping)價辦法,建立(li)具有行(xing)業特點的(de)(de)信(xin)用(yong)評(ping)價機制,積極開展行(xing)業信(xin)用(yong)評(ping)價工作,對(dui)于具有各類(lei)失信(xin)行(xing)為的(de)(de)企業法人和(he)自然人,根據違(wei)法違(wei)規性(xing)質和(he)社會影(ying)響程度(du),分(fen)別采取(qu)不同(tong)措(cuo)施(shi),實施(shi)信(xin)用(yong)分(fen)類(lei)管(guan)理。發揮信(xin)用(yong)評(ping)定差異對(dui)信(xin)用(yong)主(zhu)體的(de)(de)獎懲功能,予以相應的(de)(de)鼓勵、警示或懲戒,推進監(jian)(jian)管(guan)方式改革創新,切實提(ti)高監(jian)(jian)管(guan)執法效能,實現由(you)主(zhu)要依(yi)靠處罰(fa)手段向善于運用(yong)信(xin)用(yong)激勵、信(xin)用(yong)約束方式轉變(bian),促進各級政府部門更好(hao)地履行(xing)市(shi)場監(jian)(jian)管(guan)和(he)社會管(guan)理的(de)(de)職責。

  (二)公示信用“紅黑名單”。

  推動各地、各部門(men)依法按照(zhao)客(ke)觀(guan)、真實、準確(que)、審慎的(de)原(yuan)則(ze),把恪(ke)守(shou)誠(cheng)信(xin)者列入“紅名單(dan)”,把嚴重(zhong)失信(xin)者列入“黑(hei)名單(dan)”,并向社(she)會(hui)公示,形成扶正祛邪的(de)制度機制和社(she)會(hui)環境(jing)。及(ji)時公布(bu)“誠(cheng)信(xin)標兵”“誠(cheng)信(xin)之星”“信(xin)用(yong)管理(li)示范企業”等(deng)守(shou)信(xin)主體“紅名單(dan)”。重(zhong)點發布(bu)社(she)會(hui)關注度高、涉及(ji)人民(min)群(qun)眾利益的(de)食品藥品安全(quan)、產(chan)品質(zhi)量、知識產(chan)權、環境(jing)安全(quan)、納(na)稅、合同履約等(deng)方面嚴重(zhong)失信(xin)主體以及(ji)嚴重(zhong)失信(xin)被執行人“黑(hei)名單(dan)”。

  (三)強(qiang)化(hua)事(shi)中事(shi)后(hou)信(xin)用監(jian)管(guan)。

  在(zai)(zai)深化(hua)改(gai)革、推(tui)進政(zheng)(zheng)(zheng)(zheng)府轉(zhuan)變職(zhi)能(neng)(neng)過程中(zhong)(zhong),各(ge)(ge)級政(zheng)(zheng)(zheng)(zheng)府機關(guan)要(yao)(yao)(yao)(yao)堅持(chi)“放管(guan)(guan)結合(he)(he)”,轉(zhuan)變管(guan)(guan)理理念(nian),改(gai)進工作(zuo)方(fang)式(shi),應(ying)用(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)管(guan)(guan)理手(shou)段,加(jia)強(qiang)(qiang)事中(zhong)(zhong)事后監管(guan)(guan)。形成較為(wei)完整的(de)公(gong)共信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息目(mu)錄,強(qiang)(qiang)化(hua)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息應(ying)用(yong)(yong)(yong)(yong)(yong)(yong),大(da)力(li)推(tui)行(xing)(xing)(xing)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)承(cheng)諾(nuo)、信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)報(bao)告(gao)和(he)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)審(shen)(shen)查(cha)制度。全面推(tui)行(xing)(xing)(xing)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)承(cheng)諾(nuo),行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)機關(guan)及具(ju)(ju)有行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)管(guan)(guan)理職(zhi)能(neng)(neng)的(de)公(gong)用(yong)(yong)(yong)(yong)(yong)(yong)事業(ye)單(dan)位在(zai)(zai)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)審(shen)(shen)批中(zhong)(zhong)要(yao)(yao)(yao)(yao)求(qiu)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)相(xiang)對(dui)人作(zuo)出信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)承(cheng)諾(nuo)。作(zuo)出信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)承(cheng)諾(nuo)的(de)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)相(xiang)對(dui)人應(ying)當嚴格(ge)(ge)遵守國家法(fa)律(lv)、法(fa)規和(he)規章,全面履(lv)行(xing)(xing)(xing)應(ying)盡的(de)責(ze)任(ren)(ren)和(he)義務(wu),并接受行(xing)(xing)(xing)業(ye)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)主(zhu)管(guan)(guan)部(bu)門的(de)監督管(guan)(guan)理;違背承(cheng)諾(nuo)約(yue)(yue)定的(de),應(ying)承(cheng)擔(dan)違約(yue)(yue)責(ze)任(ren)(ren),并依(yi)法(fa)承(cheng)擔(dan)相(xiang)應(ying)的(de)法(fa)律(lv)責(ze)任(ren)(ren)。廣泛應(ying)用(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)審(shen)(shen)查(cha),行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)機關(guan)及具(ju)(ju)有行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)管(guan)(guan)理職(zhi)能(neng)(neng)的(de)公(gong)用(yong)(yong)(yong)(yong)(yong)(yong)事業(ye)單(dan)位在(zai)(zai)各(ge)(ge)類財(cai)政(zheng)(zheng)(zheng)(zheng)資(zi)金、政(zheng)(zheng)(zheng)(zheng)策(ce)性貸款(kuan)、國家或(huo)(huo)地方(fang)政(zheng)(zheng)(zheng)(zheng)府對(dui)外借款(kuan)、優(you)(you)惠政(zheng)(zheng)(zheng)(zheng)策(ce)享受、評(ping)優(you)(you)評(ping)級、評(ping)定職(zhi)稱(cheng)以及其(qi)他公(gong)共資(zi)源分配活動(dong)中(zhong)(zhong),要(yao)(yao)(yao)(yao)依(yi)托公(gong)共信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息系統,對(dui)行(xing)(xing)(xing)政(zheng)(zheng)(zheng)(zheng)相(xiang)對(dui)人進行(xing)(xing)(xing)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)審(shen)(shen)查(cha)。有關(guan)部(bu)門或(huo)(huo)單(dan)位,要(yao)(yao)(yao)(yao)加(jia)快推(tui)廣應(ying)用(yong)(yong)(yong)(yong)(yong)(yong)第三方(fang)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)服務(wu)機構出具(ju)(ju)的(de)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)報(bao)告(gao),加(jia)快信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)報(bao)告(gao)共享共認。鼓勵市場主(zhu)體運用(yong)(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)(yong)報(bao)告(gao),并將其(qi)作(zuo)為(wei)投標人資(zi)格(ge)(ge)審(shen)(shen)查(cha)、評(ping)標、定標和(he)合(he)(he)同(tong)簽訂的(de)重要(yao)(yao)(yao)(yao)依(yi)據。

  (四)強化對守信主體獎勵(li)和激勵(li)機制。

  加大(da)對守信行為的表彰(zhang)和(he)(he)宣(xuan)傳力度(du)。按(an)規(gui)定對誠信企業和(he)(he)模范個人給予(yu)表彰(zhang),通過新聞媒體廣泛宣(xuan)傳,營造守信光榮(rong)的輿(yu)論氛圍。各級政府部(bu)門(men)在市(shi)場監管和(he)(he)公共服務(wu)過程中,對誠實(shi)守信者實(shi)行優(you)先辦理、簡化程序的“綠色通道”和(he)(he)優(you)先享受(shou)優(you)惠政策等支持激(ji)勵(li)措施(shi)。

  (五)加強對失信(xin)主體信(xin)用(yong)約束和懲戒機制。

  強化行(xing)(xing)(xing)政(zheng)監(jian)管性約束(shu)和(he)懲(cheng)戒。進(jin)一步落實(shi)省政(zheng)府(fu)《江(jiang)蘇(su)省社會法人失(shi)信(xin)(xin)(xin)懲(cheng)戒辦(ban)(ban)法(試行(xing)(xing)(xing))》《江(jiang)蘇(su)省自然(ran)人失(shi)信(xin)(xin)(xin)懲(cheng)戒辦(ban)(ban)法(試行(xing)(xing)(xing))》和(he)《江(jiang)蘇(su)省行(xing)(xing)(xing)政(zheng)管理中(zhong)實(shi)行(xing)(xing)(xing)信(xin)(xin)(xin)用(yong)報告信(xin)(xin)(xin)用(yong)承(cheng)諾和(he)信(xin)(xin)(xin)用(yong)審查的辦(ban)(ban)法》,逐步使信(xin)(xin)(xin)用(yong)狀況(kuang)成為(wei)行(xing)(xing)(xing)政(zheng)管理考量的基(ji)本內容。對(dui)(dui)于嚴重(zhong)(zhong)(zhong)失(shi)信(xin)(xin)(xin)行(xing)(xing)(xing)為(wei),實(shi)行(xing)(xing)(xing)聯(lian)動(dong)公示(shi)和(he)聯(lian)動(dong)監(jian)管,采取(qu)(qu)有效措(cuo)施,加大聯(lian)合(he)懲(cheng)戒的力(li)度(du)。對(dui)(dui)于較(jiao)重(zhong)(zhong)(zhong)失(shi)信(xin)(xin)(xin)行(xing)(xing)(xing)為(wei),相(xiang)關政(zheng)府(fu)部(bu)門(men)要作為(wei)日常監(jian)督檢查或者抽查的重(zhong)(zhong)(zhong)點,減少優惠政(zheng)策和(he)資金扶持力(li)度(du),進(jin)行(xing)(xing)(xing)限定范圍(wei)(wei)(wei)的公示(shi)或者書面告知,以及(ji)法律、法規、規章規定的其(qi)他懲(cheng)戒方(fang)式(shi)(shi)。對(dui)(dui)于一般失(shi)信(xin)(xin)(xin)行(xing)(xing)(xing)為(wei),有關部(bu)門(men)或者機構應當(dang)督促(cu)其(qi)停(ting)止失(shi)信(xin)(xin)(xin)行(xing)(xing)(xing)為(wei)并進(jin)行(xing)(xing)(xing)整改,也可以采取(qu)(qu)信(xin)(xin)(xin)用(yong)提醒和(he)警示(shi)約談等方(fang)式(shi)(shi)予(yu)以懲(cheng)戒。不斷(duan)擴(kuo)大部(bu)門(men)間(jian)市場監(jian)管信(xin)(xin)(xin)息共享(xiang)的范圍(wei)(wei)(wei),進(jin)一步圍(wei)(wei)(wei)繞綜(zong)合(he)治稅、證照(zhao)聯(lian)動(dong)、勞動(dong)監(jian)察、政(zheng)府(fu)采購、銀(yin)行(xing)(xing)(xing)信(xin)(xin)(xin)貸等重(zhong)(zhong)(zhong)點行(xing)(xing)(xing)業和(he)效果明顯(xian)的領(ling)域優先試點信(xin)(xin)(xin)用(yong)聯(lian)動(dong)監(jian)管,切實(shi)增強信(xin)(xin)(xin)用(yong)約束(shu)機制的效應。

  推動形(xing)成市場(chang)性(xing)、行(xing)業性(xing)和社會(hui)性(xing)失(shi)信(xin)(xin)(xin)懲戒(jie)(jie)機制(zhi)。建立(li)(li)和完善(shan)失(shi)信(xin)(xin)(xin)記錄(lu)和披露制(zhi)度,使失(shi)信(xin)(xin)(xin)者(zhe)在市場(chang)交(jiao)易中受(shou)到(dao)制(zhi)約。通(tong)過(guo)行(xing)業協會(hui)制(zhi)定行(xing)業自律規(gui)則(ze)并監督會(hui)員遵守,對(dui)違規(gui)失(shi)信(xin)(xin)(xin)者(zhe)按照情節輕重,實行(xing)警告、行(xing)業內通(tong)報(bao)(bao)(bao)批評、公開譴責等懲戒(jie)(jie)措施(shi)。利用社會(hui)媒體(ti)和網(wang)絡資源,加強對(dui)失(shi)信(xin)(xin)(xin)行(xing)為(wei)的披露和曝光,引起社會(hui)的道(dao)德譴責,有效約束(shu)社會(hui)成員的失(shi)信(xin)(xin)(xin)行(xing)為(wei)。建立(li)(li)失(shi)信(xin)(xin)(xin)行(xing)為(wei)有獎舉報(bao)(bao)(bao)制(zhi)度,切實落實對(dui)舉報(bao)(bao)(bao)人的獎勵,保護(hu)舉報(bao)(bao)(bao)人的合法權(quan)益。

  建(jian)立健全(quan)失(shi)(shi)(shi)信行(xing)(xing)(xing)為(wei)懲(cheng)戒制度和失(shi)(shi)(shi)信行(xing)(xing)(xing)為(wei)受侵(qin)(qin)(qin)害(hai)方(fang)的(de)權利救濟(ji)制度,增加失(shi)(shi)(shi)信行(xing)(xing)(xing)為(wei)法(fa)(fa)律風(feng)險和成(cheng)本,提高威懾力。失(shi)(shi)(shi)信行(xing)(xing)(xing)為(wei)侵(qin)(qin)(qin)害(hai)他人合法(fa)(fa)權益的(de),受侵(qin)(qin)(qin)害(hai)方(fang)可(ke)依(yi)法(fa)(fa)追究失(shi)(shi)(shi)信主(zhu)(zhu)體的(de)民(min)事(shi)責任,相關部門可(ke)依(yi)法(fa)(fa)對失(shi)(shi)(shi)信主(zhu)(zhu)體采取教育、訓誡(jie)、處罰等措施予(yu)以懲(cheng)戒;失(shi)(shi)(shi)信行(xing)(xing)(xing)為(wei)構(gou)成(cheng)犯罪的(de),依(yi)法(fa)(fa)追究失(shi)(shi)(shi)信主(zhu)(zhu)體的(de)刑事(shi)責任。

  七、培育(yu)和規范信用服務(wu)市(shi)場(chang)

  (一)培育信(xin)(xin)用(yong)(yong)服務(wu)(wu)市場(chang)需求(qiu)。各(ge)級(ji)政府部門為信(xin)(xin)用(yong)(yong)服務(wu)(wu)業(ye)(ye)的發展創(chuang)造良(liang)好的市場(chang)環境,鼓勵開(kai)發滿足不(bu)同(tong)主體、不(bu)同(tong)層次(ci)、不(bu)同(tong)階段(duan)、多樣化(hua)的信(xin)(xin)用(yong)(yong)服務(wu)(wu)產品(pin);在行政管理中率(lv)先應用(yong)(yong)信(xin)(xin)用(yong)(yong)服務(wu)(wu)和信(xin)(xin)用(yong)(yong)產品(pin),充分發揮好信(xin)(xin)用(yong)(yong)服務(wu)(wu)機構的作(zuo)用(yong)(yong);培育長三角信(xin)(xin)用(yong)(yong)服務(wu)(wu)市場(chang),持續開(kai)展信(xin)(xin)用(yong)(yong)服務(wu)(wu)機構備(bei)案(an)互認,開(kai)展長三角信(xin)(xin)用(yong)(yong)服務(wu)(wu)業(ye)(ye)發展研討,促進長三角地區信(xin)(xin)用(yong)(yong)服務(wu)(wu)市場(chang)共同(tong)發展,有效引導信(xin)(xin)用(yong)(yong)服務(wu)(wu)需求(qiu)。

  (二)支持發展(zhan)(zhan)各類信(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)(fu)務(wu)(wu)機(ji)(ji)構(gou)。以市(shi)(shi)場(chang)為導向(xiang),培育(yu)和發展(zhan)(zhan)種類齊(qi)全、功(gong)能(neng)互(hu)補(bu)、依法(fa)經(jing)營(ying)、有(you)市(shi)(shi)場(chang)公信(xin)(xin)力(li)(li)的(de)(de)信(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)(fu)務(wu)(wu)機(ji)(ji)構(gou)。重點(dian)在企業征信(xin)(xin)、個(ge)人(ren)征信(xin)(xin)、信(xin)(xin)用(yong)(yong)(yong)(yong)管(guan)理咨(zi)詢、資信(xin)(xin)評(ping)級(ji)、信(xin)(xin)用(yong)(yong)(yong)(yong)擔(dan)保、信(xin)(xin)用(yong)(yong)(yong)(yong)保險和商(shang)賬風險管(guan)理等(deng)方(fang)面培養(yang)一批有(you)影(ying)響力(li)(li)的(de)(de)品(pin)牌(pai)(pai)信(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)(fu)務(wu)(wu)機(ji)(ji)構(gou)。逐步建立公共(gong)信(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)(fu)務(wu)(wu)機(ji)(ji)構(gou)和社會信(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)(fu)務(wu)(wu)機(ji)(ji)構(gou)互(hu)為補(bu)充、信(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)息(xi)基(ji)礎服(fu)(fu)務(wu)(wu)和增值(zhi)服(fu)(fu)務(wu)(wu)相輔(fu)相成的(de)(de)多(duo)層次(ci)、全方(fang)位的(de)(de)信(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)(fu)務(wu)(wu)組織體系。建立以市(shi)(shi)場(chang)占(zhan)有(you)率、顧客滿(man)意率、質量誠信(xin)(xin)度、市(shi)(shi)場(chang)競爭力(li)(li)、經(jing)濟效(xiao)益、社會效(xiao)益等(deng)為基(ji)礎要素的(de)(de)信(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)(fu)務(wu)(wu)業品(pin)牌(pai)(pai)評(ping)價標準,推(tui)動信(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)(fu)務(wu)(wu)業品(pin)牌(pai)(pai)化(hua)、規范化(hua)、特色化(hua)發展(zhan)(zhan)。

  (三)加(jia)(jia)強(qiang)信(xin)用(yong)(yong)服(fu)務機構(gou)(gou)交(jiao)流與(yu)合作。鼓(gu)勵我省信(xin)用(yong)(yong)服(fu)務機構(gou)(gou)參(can)與(yu)制定(ding)國(guo)家相關標(biao)準(zhun),加(jia)(jia)快建設以(yi)質(zhi)量安(an)全為(wei)基礎、以(yi)市場需(xu)求為(wei)導向、以(yi)國(guo)際先進標(biao)準(zhun)為(wei)參(can)照、以(yi)創新為(wei)特征的(de)現代信(xin)用(yong)(yong)服(fu)務業(ye)標(biao)準(zhun)化體系。推動信(xin)用(yong)(yong)服(fu)務機構(gou)(gou)與(yu)國(guo)內(nei)外同行業(ye)組織加(jia)(jia)強(qiang)交(jiao)流和(he)(he)合作,平等、互(hu)惠參(can)加(jia)(jia)相應的(de)國(guo)內(nei)、國(guo)際行業(ye)專業(ye)組織。引(yin)進國(guo)際、國(guo)內(nei)知名信(xin)用(yong)(yong)服(fu)務機構(gou)(gou),開展(zhan)合資合作和(he)(he)兼并重組,引(yin)進和(he)(he)培養多層次信(xin)用(yong)(yong)服(fu)務專業(ye)人才,提(ti)高信(xin)用(yong)(yong)服(fu)務機構(gou)(gou)的(de)服(fu)務能(neng)力和(he)(he)水平。

  (四)建(jian)立完善(shan)信(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)務(wu)市場(chang)管(guan)理機(ji)制(zhi)(zhi)(zhi)。各級信(xin)(xin)用(yong)(yong)(yong)管(guan)理部門要完善(shan)信(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)務(wu)機(ji)構(gou)備案管(guan)理制(zhi)(zhi)(zhi)度、信(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)務(wu)機(ji)構(gou)評價和(he)年度通報制(zhi)(zhi)(zhi)度,建(jian)立信(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)務(wu)機(ji)構(gou)和(he)從業(ye)人員(yuan)的(de)信(xin)(xin)用(yong)(yong)(yong)記錄,依法加(jia)強(qiang)對信(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)務(wu)機(ji)構(gou)和(he)從業(ye)人員(yuan)的(de)監管(guan)。實(shi)現從業(ye)資格(ge)認定的(de)公開透明(ming),建(jian)立信(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)務(wu)機(ji)構(gou)準(zhun)入與退出機(ji)制(zhi)(zhi)(zhi)。對不(bu)講信(xin)(xin)用(yong)(yong)(yong)的(de)機(ji)構(gou),依法清退。加(jia)強(qiang)服(fu)(fu)務(wu)質量(liang)信(xin)(xin)用(yong)(yong)(yong)分類管(guan)理,定期發布服(fu)(fu)務(wu)質量(liang)信(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)息。

  (五)加強(qiang)信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)(fu)務(wu)行業(ye)自(zi)律(lv)。信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)(fu)務(wu)機(ji)構(gou)要確立行為準則,加強(qiang)自(zi)身(shen)規范管理,堅持(chi)公(gong)正(zheng)性(xing)和獨立性(xing),提升公(gong)信(xin)(xin)(xin)(xin)(xin)(xin)力(li)。鼓勵各類信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)(fu)務(wu)機(ji)構(gou)設(she)立首席信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)監督官(guan)。推動建(jian)立信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)(fu)務(wu)行業(ye)自(zi)律(lv)組織,在組織內建(jian)立信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)(fu)務(wu)機(ji)構(gou)、從業(ye)人員基本行為準則和業(ye)務(wu)規范,強(qiang)化(hua)自(zi)律(lv)約(yue)束,全(quan)面提升信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服(fu)(fu)(fu)務(wu)機(ji)構(gou)誠信(xin)(xin)(xin)(xin)(xin)(xin)水平。

  八(ba)、加強(qiang)誠信(xin)教(jiao)育與誠信(xin)文化建設

  (一)普及誠信教育。

  以加(jia)強社(she)會(hui)(hui)主義核(he)心價(jia)(jia)值體系建(jian)(jian)設(she)、培育(yu)(yu)(yu)和(he)踐行(xing)社(she)會(hui)(hui)主義核(he)心價(jia)(jia)值觀為(wei)根本,將誠(cheng)(cheng)信教(jiao)育(yu)(yu)(yu)貫(guan)穿(chuan)公(gong)民(min)道(dao)(dao)(dao)德(de)建(jian)(jian)設(she)和(he)精神文(wen)明創(chuang)建(jian)(jian)全過程。堅持育(yu)(yu)(yu)人為(wei)本、德(de)育(yu)(yu)(yu)為(wei)先,把誠(cheng)(cheng)信貫(guan)穿(chuan)基(ji)礎教(jiao)育(yu)(yu)(yu)、高等教(jiao)育(yu)(yu)(yu)、職業技術教(jiao)育(yu)(yu)(yu)、成人教(jiao)育(yu)(yu)(yu)各領域,落實到教(jiao)育(yu)(yu)(yu)教(jiao)學和(he)管理服務各環節。推進(jin)公(gong)民(min)道(dao)(dao)(dao)德(de)建(jian)(jian)設(she)工程,加(jia)強社(she)會(hui)(hui)公(gong)德(de)、職業道(dao)(dao)(dao)德(de)、家(jia)庭(ting)美(mei)德(de)和(he)個人品德(de)教(jiao)育(yu)(yu)(yu),傳(chuan)承中華傳(chuan)統美(mei)德(de),弘(hong)揚時代新風。大(da)力開展信用(yong)宣(xuan)傳(chuan)普(pu)及教(jiao)育(yu)(yu)(yu)進(jin)機關、進(jin)企業、進(jin)學校、進(jin)社(she)區、進(jin)鄉鎮、進(jin)家(jia)庭(ting)活動。建(jian)(jian)好用(yong)好道(dao)(dao)(dao)德(de)講(jiang)堂、市民(min)學校、文(wen)化服務中心等載體,倡導(dao)愛國、敬業、誠(cheng)(cheng)信、友善等價(jia)(jia)值理念和(he)道(dao)(dao)(dao)德(de)規范(fan)。開展群眾道(dao)(dao)(dao)德(de)評議活動,對誠(cheng)(cheng)信缺失、不講(jiang)信用(yong)現象(xiang)進(jin)行(xing)分析評議,引(yin)導(dao)人們誠(cheng)(cheng)實守(shou)信、遵德(de)守(shou)禮,在全社(she)會(hui)(hui)形成“以誠(cheng)(cheng)實守(shou)信為(wei)榮(rong)、以見(jian)利忘(wang)義為(wei)恥”的良好風尚。

  (二)加強誠信文化(hua)建設。

  弘揚誠信(xin)文化。以(yi)社(she)(she)會(hui)成員為對象,以(yi)誠信(xin)宣傳為手段,以(yi)誠信(xin)教育為載(zai)體,大力倡導(dao)誠信(xin)道德(de)規范(fan),弘揚中華民族(zu)積極向善(shan)、誠實守信(xin)的(de)傳統文化和現代市場(chang)經濟的(de)契約精神,形成崇尚誠信(xin)、踐行誠信(xin)的(de)社(she)(she)會(hui)風(feng)尚。

  樹立(li)誠信(xin)(xin)(xin)(xin)典型。充分(fen)發(fa)揮(hui)電視、廣播(bo)、報(bao)紙(zhi)、網絡等(deng)媒體(ti)(ti)的(de)宣傳引導作用(yong),結合道德模(mo)范評選和各(ge)行(xing)業誠信(xin)(xin)(xin)(xin)創建活動,推出(chu)一批誠信(xin)(xin)(xin)(xin)人物、誠信(xin)(xin)(xin)(xin)企業、誠信(xin)(xin)(xin)(xin)群體(ti)(ti),發(fa)揮(hui)先(xian)進典型的(de)示范作用(yong),使社會(hui)成員學(xue)有(you)榜樣、趕有(you)目標(biao),使誠實(shi)守(shou)信(xin)(xin)(xin)(xin)成為全社會(hui)的(de)自覺追求。

  深入開展(zhan)誠(cheng)(cheng)信主(zhu)題活動(dong)(dong)。有步驟(zou)、有重點地組織開展(zhan)“誠(cheng)(cheng)信活動(dong)(dong)周”、“誠(cheng)(cheng)信興(xing)商宣傳(chuan)月”、“3·5”學雷鋒(feng)活動(dong)(dong)日(ri)(ri)(ri)、“3·15”國際消費者權益保護日(ri)(ri)(ri)、“6·14”信用記錄關愛日(ri)(ri)(ri)、“9月質(zhi)量月”、“12·4”全國法制宣傳(chuan)日(ri)(ri)(ri)等公益活動(dong)(dong),突(tu)出誠(cheng)(cheng)信主(zhu)題,營造誠(cheng)(cheng)信和諧的社會氛圍。

  (三)加快信用專業(ye)人才(cai)培養(yang)。

  加強信(xin)(xin)用(yong)管理(li)學(xue)科(ke)專(zhuan)業(ye)(ye)建設(she)。把信(xin)(xin)用(yong)管理(li)列(lie)為(wei)經濟體制(zhi)改革與(yu)社會治理(li)發展急需的新興、重點(dian)學(xue)科(ke),支持(chi)有條件的高校設(she)置(zhi)信(xin)(xin)用(yong)管理(li)專(zhuan)業(ye)(ye)或開(kai)設(she)相關(guan)課程,在研究生培養中開(kai)設(she)信(xin)(xin)用(yong)管理(li)研究方向。

  加(jia)強信(xin)(xin)用(yong)(yong)管(guan)理職(zhi)業(ye)培(pei)(pei)訓與專業(ye)考評。建(jian)立健全信(xin)(xin)用(yong)(yong)管(guan)理職(zhi)業(ye)培(pei)(pei)訓與專業(ye)考評制度。以加(jia)強企業(ye)信(xin)(xin)用(yong)(yong)管(guan)理為導(dao)向,大力組織信(xin)(xin)用(yong)(yong)從業(ye)人(ren)員、信(xin)(xin)用(yong)(yong)管(guan)理人(ren)員參加(jia)國家信(xin)(xin)用(yong)(yong)管(guan)理師(shi)職(zhi)業(ye)資(zi)格培(pei)(pei)訓和(he)認證。開展在(zai)職(zhi)教育、職(zhi)業(ye)培(pei)(pei)訓、崗位培(pei)(pei)訓等多層次的信(xin)(xin)用(yong)(yong)知識培(pei)(pei)訓,為社會信(xin)(xin)用(yong)(yong)體(ti)系(xi)建(jian)設提供(gong)人(ren)力資(zi)源支(zhi)撐。

  開展(zhan)信(xin)(xin)(xin)用建設(she)理(li)(li)論研究和交流。加(jia)強(qiang)與(yu)國內(nei)外研究機構、信(xin)(xin)(xin)用服務機構、企事業單位等(deng)交流與(yu)合作,加(jia)強(qiang)信(xin)(xin)(xin)用專家隊伍建設(she),開展(zhan)信(xin)(xin)(xin)用理(li)(li)論、信(xin)(xin)(xin)用管理(li)(li)、信(xin)(xin)(xin)用技術、信(xin)(xin)(xin)用指數、信(xin)(xin)(xin)用標準、信(xin)(xin)(xin)用政策等(deng)方(fang)面(mian)的理(li)(li)論研究。

  九、建(jian)立實施保障措施

  (一)組織保(bao)障。

  強化(hua)信用(yong)管(guan)理(li)機構(gou)。各級政府要(yao)充分(fen)認識(shi)到信用(yong)體系(xi)(xi)建(jian)設(she)(she)的重要(yao)性和緊迫性,加(jia)強社會(hui)信用(yong)體系(xi)(xi)建(jian)設(she)(she)工作的領(ling)導,建(jian)立和完善(shan)省、市(shi)、縣三級信用(yong)體系(xi)(xi)建(jian)設(she)(she)的組織體系(xi)(xi)。各市(shi)、縣(市(shi)、區)要(yao)明確信用(yong)管(guan)理(li)機構(gou),配(pei)備(bei)相應的工作人員。各部(bu)門(men)要(yao)明確相應機構(gou)和人員推動社會(hui)信用(yong)體系(xi)(xi)建(jian)設(she)(she)。建(jian)立信用(yong)信息數(shu)據管(guan)理(li)員和審核(he)員制度,加(jia)強業務協同和責任落實。

  完善工(gong)(gong)作推進(jin)機制。各地、各部門(men)要將(jiang)社(she)(she)會(hui)信用體系建(jian)(jian)設(she)工(gong)(gong)作擺上重要議事日程,制定規章制度,明確工(gong)(gong)作職責(ze),強化責(ze)任(ren)落(luo)實。各級社(she)(she)會(hui)信用體系建(jian)(jian)設(she)領導(dao)小組(zu)定期召開會(hui)議,協調(diao)落(luo)實各項重點工(gong)(gong)作任(ren)務,通(tong)報工(gong)(gong)作進(jin)展情況,及(ji)時研究解決社(she)(she)會(hui)信用體系建(jian)(jian)設(she)中的重大問題(ti)。

  (二)政策(ce)支持。

  加大(da)政策(ce)(ce)扶持(chi)力度。根據社會信(xin)用體系(xi)建設需(xu)要,各級政府要制定扶持(chi)政策(ce)(ce)和措施。從事信(xin)用服務業務的機構,享受(shou)省關于加快發(fa)展現代服務業等優惠(hui)政策(ce)(ce);鼓勵開(kai)展信(xin)用信(xin)息(xi)應用和信(xin)用產品開(kai)發(fa)創新;信(xin)用信(xin)息(xi)系(xi)統建設項(xiang)目享受(shou)信(xin)息(xi)化系(xi)統建設的各項(xiang)優惠(hui)政策(ce)(ce)。

  加大(da)資(zi)金支(zhi)持(chi)力度。各級人民政(zheng)府(fu)要根據社會信(xin)(xin)用(yong)(yong)體系(xi)建(jian)(jian)設需要,將應由(you)政(zheng)府(fu)負(fu)擔的(de)(de)經費(fei)納入(ru)財政(zheng)預(yu)算予以(yi)保障。加大(da)對(dui)信(xin)(xin)用(yong)(yong)信(xin)(xin)息系(xi)統建(jian)(jian)設、信(xin)(xin)用(yong)(yong)標準體系(xi)建(jian)(jian)設、信(xin)(xin)用(yong)(yong)產品創(chuang)新(xin)研發與推廣使(shi)用(yong)(yong)、信(xin)(xin)用(yong)(yong)服務機構培育、企業(ye)信(xin)(xin)用(yong)(yong)管理貫標與示范創(chuang)建(jian)(jian)、重(zhong)點領(ling)域創(chuang)新(xin)示范工程等(deng)方面的(de)(de)資(zi)金支(zhi)持(chi)。各級信(xin)(xin)息化(hua)、相關科技專項資(zi)金和服務業(ye)發展等(deng)專項資(zi)金,都要對(dui)信(xin)(xin)用(yong)(yong)體系(xi)建(jian)(jian)設項目優先給予支(zhi)持(chi)。鼓勵和引導社會資(zi)金投向信(xin)(xin)用(yong)(yong)服務業(ye),形成信(xin)(xin)用(yong)(yong)體系(xi)建(jian)(jian)設多(duo)元(yuan)化(hua)的(de)(de)投融資(zi)新(xin)格局。

  (三(san))實施試點示范工程。

  創(chuang)建(jian)信(xin)(xin)用(yong)建(jian)設(she)示(shi)(shi)范(fan)(fan)城市(shi)。組織創(chuang)建(jian)省(sheng)級(ji)信(xin)(xin)用(yong)建(jian)設(she)示(shi)(shi)范(fan)(fan)城市(shi)。示(shi)(shi)范(fan)(fan)城市(shi)要率先對本地區各(ge)(ge)部門、各(ge)(ge)單位(wei)的(de)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)進行整合,形成統(tong)一的(de)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)共享平臺,廣泛(fan)開展(zhan)信(xin)(xin)用(yong)信(xin)(xin)息(xi)(xi)和信(xin)(xin)用(yong)產品應用(yong),建(jian)立健全社會信(xin)(xin)用(yong)獎懲(cheng)聯動機(ji)制,積極(ji)探索具有地方特點(dian)的(de)社會信(xin)(xin)用(yong)體系建(jian)設(she)和管理模式,取得明顯成效(xiao),形成以點(dian)帶面(mian)的(de)示(shi)(shi)范(fan)(fan)效(xiao)應。組織創(chuang)建(jian)國家級(ji)信(xin)(xin)用(yong)建(jian)設(she)示(shi)(shi)范(fan)(fan)城市(shi)。

  深(shen)化(hua)重(zhong)點(dian)領(ling)(ling)域(yu)(yu)應用信用信息和(he)信用產品示范(fan)工程。在(zai)(zai)第一批10個省級示范(fan)部門的(de)(de)基礎上,進一步深(shen)化(hua)和(he)拓(tuo)展省級部門示范(fan)工程,以(yi)重(zhong)點(dian)領(ling)(ling)域(yu)(yu)的(de)(de)率先突破為(wei)其他領(ling)(ling)域(yu)(yu)的(de)(de)全(quan)(quan)面推(tui)進提供(gong)示范(fan)。各(ge)示范(fan)部門要在(zai)(zai)關(guan)系(xi)到(dao)人民(min)群(qun)眾切身利益、經(jing)濟健康(kang)發展和(he)社會和(he)諧穩定的(de)(de)重(zhong)點(dian)領(ling)(ling)域(yu)(yu),率先探索,大膽創新,破解難點(dian),形成亮點(dian),總(zong)結經(jing)驗,爭(zheng)取有(you)1個-2個關(guan)鍵領(ling)(ling)域(yu)(yu)在(zai)(zai)全(quan)(quan)國(guo)具有(you)示范(fan)效(xiao)應,帶動全(quan)(quan)行業(ye)信用體系(xi)建設。

  深化縣級(ji)地(di)(di)區(qu)(qu)試(shi)點。擴大(da)縣級(ji)地(di)(di)區(qu)(qu)試(shi)點范圍(wei),逐(zhu)步實現縣級(ji)地(di)(di)區(qu)(qu)試(shi)點工作(zuo)省(sheng)轄市全覆蓋。推進(jin)縣級(ji)地(di)(di)區(qu)(qu)加(jia)快建(jian)(jian)設(she)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)系統,實現信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)息(xi)的(de)共(gong)享(xiang)和應用(yong)(yong)(yong),深入貫(guan)徹落實省(sheng)政(zheng)府信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)管理三個辦法,健(jian)全守(shou)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)激勵和失信(xin)(xin)(xin)(xin)(xin)(xin)(xin)懲(cheng)戒(jie)機制,推動應用(yong)(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)產品,培育發(fa)展信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)服務機構。開展地(di)(di)區(qu)(qu)和行(xing)業聯合(he)試(shi)點工作(zuo),加(jia)強農村(cun)(cun)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)體系建(jian)(jian)設(she),建(jian)(jian)立健(jian)全農村(cun)(cun)社會(hui)成員信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)記錄及信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)評價體系,開展信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)農戶、信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)村(cun)(cun)、信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)鄉(鎮(zhen))創建(jian)(jian)活動,推進(jin)青年信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)示(shi)范建(jian)(jian)設(she),發(fa)揮典型示(shi)范作(zuo)用(yong)(yong)(yong),改善農村(cun)(cun)地(di)(di)區(qu)(qu)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)環境。推動出臺相關政(zheng)策(ce)措施,加(jia)大(da)對信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)等級(ji)較高(gao)的(de)農戶、農村(cun)(cun)合(he)作(zuo)經濟組(zu)織、農村(cun)(cun)企業的(de)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)貸(dai)支持(chi)力度,探索形成縣級(ji)地(di)(di)區(qu)(qu)社會(hui)信(xin)(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)(yong)體系建(jian)(jian)設(she)經驗與發(fa)展路(lu)徑。

  小微(wei)(wei)企(qi)業信(xin)用體系建設工程。建立健全適合小微(wei)(wei)企(qi)業特點的信(xin)用記(ji)(ji)錄和評價體系,完(wan)善小微(wei)(wei)企(qi)業信(xin)用信(xin)息(xi)查(cha)詢、共享服(fu)務(wu)(wu)網(wang)絡及區域(yu)(yu)性(xing)小微(wei)(wei)企(qi)業信(xin)用記(ji)(ji)錄,推進小微(wei)(wei)企(qi)業信(xin)用信(xin)息(xi)在政務(wu)(wu)領域(yu)(yu)和商務(wu)(wu)領域(yu)(yu)的使用,構建守(shou)信(xin)受(shou)益、失信(xin)懲戒的約束(shu)機制。引(yin)導各類信(xin)用服(fu)務(wu)(wu)機構為小微(wei)(wei)企(qi)業提(ti)供信(xin)用服(fu)務(wu)(wu),拓寬小微(wei)(wei)企(qi)業融資(zi)渠道,促(cu)進小微(wei)(wei)企(qi)業健康發(fa)展。

  信用(yong)(yong)(yong)長(chang)三(san)角(jiao)共(gong)建(jian)合(he)作工程。根據國家《長(chang)江三(san)角(jiao)洲地區(qu)(qu)區(qu)(qu)域(yu)規(gui)劃》要求,積(ji)極參與和(he)推動“信用(yong)(yong)(yong)長(chang)三(san)角(jiao)”建(jian)設(she),以信用(yong)(yong)(yong)制度(du)建(jian)設(she)為核心(xin),充分發揮政府部(bu)門在信用(yong)(yong)(yong)體系(xi)(xi)建(jian)設(she)中的(de)推動作用(yong)(yong)(yong),在信用(yong)(yong)(yong)信息系(xi)(xi)統(tong)建(jian)設(she)、信用(yong)(yong)(yong)服務規(gui)范(fan)、信用(yong)(yong)(yong)技術(shu)標準、信用(yong)(yong)(yong)激勵和(he)懲戒等方面,逐(zhu)步營造長(chang)三(san)角(jiao)統(tong)一的(de)制度(du)環境(jing),建(jian)立和(he)完(wan)善區(qu)(qu)域(yu)信用(yong)(yong)(yong)聯動監管機制,積(ji)極爭取和(he)共(gong)同(tong)打造國家區(qu)(qu)域(yu)信用(yong)(yong)(yong)建(jian)設(she)合(he)作示范(fan)。

  (四)考核評(ping)價。

  制(zhi)定(ding)規劃落實(shi)(shi)方案(an)和工作(zuo)措施。各(ge)地(di)(di)、各(ge)部(bu)門要統(tong)一(yi)思想(xiang),按(an)照國(guo)家(jia)和本規劃的(de)總(zong)體要求,根據職責分工和工作(zuo)實(shi)(shi)際(ji),制(zhi)定(ding)具(ju)體落實(shi)(shi)方案(an)。要定(ding)期對本地(di)(di)、本行(xing)業社會信用體系情況進行(xing)總(zong)結和評估,及時(shi)發現問題(ti)并提(ti)出改進措施。

  建(jian)立(li)科學(xue)規(gui)范的考(kao)核(he)(he)評價體系。把社(she)(she)會(hui)信(xin)用(yong)體系建(jian)設工作(zuo)納(na)入地(di)方和(he)(he)(he)部(bu)(bu)門政績(ji)考(kao)核(he)(he)內容。根(gen)據省政府考(kao)核(he)(he)辦法,省社(she)(she)會(hui)信(xin)用(yong)體系建(jian)設領導(dao)小組定(ding)期(qi)組織對(dui)(dui)各(ge)(ge)省轄市、省級部(bu)(bu)門的社(she)(she)會(hui)信(xin)用(yong)體系建(jian)設工作(zuo)進(jin)(jin)行考(kao)核(he)(he),以考(kao)核(he)(he)為導(dao)向(xiang)切實加強對(dui)(dui)各(ge)(ge)地(di)、各(ge)(ge)部(bu)(bu)門工作(zuo)推(tui)進(jin)(jin)的督促指導(dao)。對(dui)(dui)成(cheng)效突出的地(di)區、部(bu)(bu)門和(he)(he)(he)單(dan)(dan)位,按規(gui)定(ding)予以表(biao)彰;對(dui)(dui)推(tui)進(jin)(jin)不力、失信(xin)現(xian)象多發地(di)區、部(bu)(bu)門和(he)(he)(he)單(dan)(dan)位的負責(ze)人,按規(gui)定(ding)實施行政問責(ze)。各(ge)(ge)地(di)、各(ge)(ge)部(bu)(bu)門也要建(jian)立(li)相(xiang)應的考(kao)核(he)(he)評價和(he)(he)(he)問責(ze)機制。
